Adoption of Resolution No. 74, Series 2024, entitled, “A RESOLUTION OF THE BOARD OF TRUSTEES FOR THE TOWN OF BUENA VISTA, COLORADO, APPOINTING LAURA TURK AND REAPPOINTING LUKE URBINE AS A REGULAR VOTING MEMBERS OF THE RECREATION ADVISORY BOARD.” This Agenda may be Amended Posted at Buena Vista Town Hall, Post Office and www.buenavistaco.gov on Friday, November 22, 2024 VI. PUBLIC COMMENT Citizen participation where the public can sign up prior to the start of the meeting to speak during public comment. PRESENTATIONS Flock Cameras Mr. Jonathan Paz from Flock Safety will provide information to the Trustees on Flock Cameras. VIII. BUSINESS ITEMS A. Public Hearing – 2025 Budget Final Prioritizations The Board will hold a hearing on the proposed 2025 Budget to discuss budget requests. (Estimated time – 45 minutes) B. Draft 2025 Fee Schedule The Board will review the proposed Town Buena Vista 2025 Fee Schedule changes. Sections of the Fee Schedule with suggested changes/deletions/edits include Town Clerk, Airport, Public Works, Recreation, and Police Departments. (Estimated time – 10 minutes) C. Public Hearing – Municipal Code Changes – Recommended to be continued to December 10, 2024 Should the Board of Trustees approve the adoption of Ordinance No. 21, Series 2024, entitled, “AN ORDINANCE OF THE BOARD OF TRUSTEES OF THE TOWN OF BUENA VISTA AMENDING MULTIPLE SECTIONS OF CHAPTERS 11, 16 AND 17 OF THE BUENA VISTA MUNICIPAL CODE TO UPDATE AND CLARIFY CODE PROVISIONS.” Should the Board of Trustees approve the adoption of Ordinance No. 22, Series 2024, entitled, “AN ORDINANCE OF THE BOARD OF TRUSTEES OF THE TOWN OF BUENA VISTA AMENDING SECTION 16.05.5.3.6 OF THE MUNICIPAL CODE CONCERNING WATER DEDICATIONS.” Mayor Fay will open the Public Hearing and receive Public Comment, and the Board will consider a motion to continue the Public Hearing until December 10, 2024. (Estimated time – 5 minutes) D. Parks, Recreation, Trails, and Open Space Master Plan DOLA Grant Application Approval Should the Board of Trustees approve the adoption of Resolution 75, Series 2024, entitled, “A RESOLUTION OF THE BOARD OF TRUSTEES FOR THE TOWN OF BUENA VISTA, COLORADO, SUPPORTING THE GRANT APPLICATION FOR THE ENERGY AND MINERAL IMPACT ASSISTANCE FUND FROM THE COLORADO DEPARTMENT OF LOCAL AFFAIRS TO FUND THE PARKS, RECREATION, TRAILS, AND OPEN SPACE MASTER PLAN.” (Estimated time – 5 minutes) E. Legal Rates Effective 2025 The Board will consider approving the new rates for legal services provided by Hoffmann, Parker, Wilson & Carberry P.C. (Estimated time – 5 minutes) IX. TRUSTEE/STAFF INTERACTION - The Board discusses items with staff and staff can bring up matters not on the agenda. X.
