Adoption of Resolution No. 77, Series 2024, entitled, “A RESOLUTION OF THE BOARD OF TRUSTEES FOR THE TOWN OF BUENA VISTA, COLORADO, APPOINTING TINA BENNETTS AND MICHAEL WESTHEIMER AS REGULAR VOTING MEMBERS AND REAPPOINTING THOMAS BROWN AS A REGULAR VOTING MEMBER OF THE PLANNING AND ZONING COMMISSION.” H. Adoption of Resolution No. 78, Series 2024, entitled, “A RESOLUTION OF THE BOARD OF TRUSTEES FOR THE TOWN OF BUENA VISTA, COLORADO, RENEWING THE TERMS FOR JONATHAN LITWILLER AND JASON MAHER AS VOTING MEMBERS, APPOINTING CASSIE ELROD AND EDWARD ZALARD AS VOTING MEMBERS AND APPOINTING WENDY GORDON AS AN ALTERNATE MEMBER OF THE TRAILS ADVISORY BOARD.” VIII. Planning & Zoning Commission applicant Dave Kosely will give the Trustees a brief introduction/presentation. (Estimated time – 3 minutes) X. BUSINESS ITEMS A. Public Hearing – 2025 Budget Hearing The Board will hold a hearing on the 2025 Proposed Budget to discuss budget requests. Interested persons from the public may speak and address the Board (three (3) minute limit) as part of the public hearing. (Estimated time – 10 minutes) B. Should the Board of Trustees approve the adoption of Resolution No. 79, Series 2024, entitled "A RESOLUTION OF THE BOARD OF TRUSTEES FOR THE TOWN OF BUENA VISTA, COLORADO, ADOPTING THE TOWN OF BUENA VISTA 2025 FEE SCHEDULE." The Board will consider the adoption of the proposed 2025 Fee Schedule. (Estimated time – 5 minutes) C. Should the Board of Trustees approve the adoption of Resolution No. 80, Series 2024, entitled "A RESOLUTION OF THE BOARD OF TRUSTEES FOR THE TOWN OF BUENA VISTA, COLORADO, SUMMARIZING EXPENDITURES AND REVENUES FOR EACH FUND AND ADOPTING A BUDGET FOR THE This Agenda may be Amended Posted at Buena Vista Town Hall, Post Office and www.buenavistaco.gov on Friday, December 6, 2024  TOWN OF BUENA VISTA, COLORADO FOR THE CALENDAR YEAR BEGINNING ON THE FIRST DAY OF JANUARY 2025 AND ENDING ON THE LAST DAY OF DECEMBER 2025." The Board will consider a resolution approving the revenues and expenditures for the 2025 Proposed Budget. (Estimated time – 5 minutes) D. Should the Board of Trustees approve the adoption of Resolution No. 81, Series 2024, entitled "A RESOLUTION OF THE BOARD OF TRUSTEES FOR THE TOWN OF BUENA VISTA, COLORADO, APPROPRIATING SUMS OF MONEY TO THE VARIOUS FUNDS AND SPENDING AGENCIES, IN THE AMOUNTS AND FOR THE PURPOSES AS SET FORTH BELOW, FOR THE TOWN OF BUENA VISTA, COLORADO, FOR THE 2025 BUDGET YEAR." The Board will consider a resolution approving the appropriation of funds presented in the 2025 Budget (Estimated time – 5 minutes) E. Should the Board of Trustees approve the adoption of Resolution No. 82, Series 2024, entitled "A RESOLUTION OF THE BOARD OF TRUSTEES FOR THE TOWN OF BUENA VISTA, COLORADO, LEVYING GENERAL PROPERTY TAXES FOR THE TAX YEAR 2024 TO HELP DEFRAY THE COST OF GOVERNMENT FOR THE TOWN OF BUENA VISTA, COLORADO, FOR THE 2025 BUDGET YEAR." The Board will consider a resolution approving the certification of property taxes to Chaffee County for the 2022 Proposed Budget. (Estimated time – 5 minutes) F. Public Hearing – Hotel & Restaurant Liquor License – Panchitos Lounge LLC The Board will consider approving a Hotel & Restaurant Liquor License for Panchitos Lounge, LLC dba Panchitos Loung LLC, located at 215 US Highway 24, Buena Vista. (Estimated time – 10 minutes) G. First Amendment to the Sunset Vista Master Development Agreement Should the Board of Trustees approve the adoption of Resolution No. 83, Series 2024, entitled “A RESOLUTION OF THE BOARD OF TRUSTEES FOR THE TOWN OF BUENA VISTA, COLORADO, APPROVING THE FIRST AMENDMENT TO THE MASTER DEVELOPMENT IMPROVEMENT AGREEMENT WITH PARAGON BUSINESS.” The Board will consider an amendment to the Sunset Vista Master Development Agreement. (Estimated time – 10 minutes) H. Public Hearing - Municipal Code Changes Should the Board of Trustees approve the adoption of Ordinance No. 21, Series 2024, entitled "AN ORDINANCE OF THE BOARD OF TRUSTEES OF THE TOWN OF BUENA VISTA AMENDING MULTIPLE SECTIONS OF CHAPTERS 11, 16 AND 17 OF THE BUENA VISTA MUNICIPAL CODE TO UPDATE AND CLARIFY CODE PROVISIONS." The Board will consider amending multiple Chapters of the Municipal Code to update and clarify code provisions. (Estimated time – 10 minutes) Should the Board of Trustees approve the adoption of Ordinance No. 22, Series 2024, entitled, "AN ORDINANCE OF THE BOARD OF TRUSTEES OF THE TOWN OF BUENA VISTA AMENDING SECTION 16.05.5.3.6 OF THE MUNICIPAL CODE CONCERNING WATER DEDICATIONS." The Board will consider adopting Ordinance No. 22, amending a section pf the Municipal Code related to water dedications. (Estimated time – 10 minutes) I. Town Facilities Office Hours Should the Board of Trustees authorize an alteration to the regular office hours of Town facilities to include closing at noon on Fridays.
