MINUTES HISTORIC PRESERVATION COMMISSION TOWN OF BUENA VISTA, COLORADO October 7, 2021 3:00 PM In-person Meeting will be held at the Buena Vista Community Center at 715 E. CALL TO ORDER Meeting was called to order at 3:05 pm. II. ROLL CALL Commissioners John O’Brien, Suzy Kelly, Dan Courtright, and Mary Therese Anstey attended in person. Commissioners Melanie Roth and Katy Welter attended via zoom. Member of the public Matt Fox attended in person. Nancy Locke joined the meeting in person at 3:13 pm. III. AGENDA ADOPTION Suzy moved to approve; Mary Therese seconded. The motion carried unanimously. IV. APPROVAL OF MINUTES – September 2, 2021 Dan moved to approve the minutes as amended to correct a date in the minutes; Suzy seconded. The motion carried unanimously. V. PUBLIC COMMENT VI. BUSINESS ITEMS A. Maxwell Schoolhouse presentation Melanie shared that she/Chaffee County Heritage Area applied for grant funds to hire Tom and Laurie Simmons / Front Range Research Associates to complete the National Register nomination. For those who were unable to attend the National Register dedication last month, Suzy read her notes from the presentation she made. The property is owned by the Colorado State Land Board and leased to the Rooks family. The school is built from hollow cement blocks that were constructed on site—possibly by reformatory inmates. Teachers This Agenda may be Amended Posted at Buena Vista Town Hall and www.buenavistaco.gov were all women except for one man. They tended to live with the ranch families. The school operated until May 1933. BV Heritage re-roofed the school in the 1990’s and donated by the Bailey family. The windows came from the Cogan ranch and were installed by local volunteers. The bell was protected by Troy Kelly, and it remains with the Kelly family for safekeeping. A $5,000 match has been offered toward funds raised to restore the schoolhouse. Mary Therese indicated that Colorado schoolhouse nominations can be shared via an online database. B. ADG lessons learned webinar presentation Dan will be presenting on lessons learned from BV ADG’s via a History Colorado webinar in November. Dan Courtright began by asking staff to search for the ADG’s online, to see how easy or difficult it is to find the ADG’s. They were fairly easy to find, but it is difficult to determine which projects are subjected to the guidelines. A discussion around the best way to provide feedback ensued. Mark suggested slating that for around January or February, with a goal of sharing input on the substance and process of ADG’s and the question of adopting the ADG’s as regulatory. C. Elevator pitch discussion Mary Therese shared her elevator pitch notes to help communicate what HPC does and who HPC is in a short period of time. (Enclosed) The group agreed to practice responses and also incorporate this document into the HPC/Town of BV website. D. CLG annual report John requested that everyone share their education and training received in the past year for the annual CLG report. E. Town budget request discussion November 9th The HPC would like to request $3,000 in funding for training and also to request permission to explore grant funding for further architectural surveys. F. Next meeting date and location: November 4, 2021 3:00 pm. VII. STAFF UPDATES A. Book Nook — Town has received a local landmark application from the owners of the Book Nook. Might potentially be ready for review in November; but more likely in December. In terms of other local landmarking of Town-owned property, the Town Hall would likely be the next step. VIII.
