I. CALL TO ORDER
John called the meeting to order at 3:04 pm.
II. ROLL CALL
Mary Therese Anstey, Suzy Kelly, Vic Kuklin, Nancy Locke, John O’Brien, Jo
Reese, and Katy Welter attended in person. Melanie Roth attended via Zoom.
Joel Benson and Jamie Graves attended in person as Town of Buena Vista Staff.
Speir Falliers attended in person as a member of the public.
III. AGENDA ADOPTION
Mary Therese moved and John seconded a motion to approve the agenda. The
motion carried unanimously.
IV. APPROVAL OF MINUTES – November 2, 2023
Mary Therese moved and Suzy seconded a motion to approve the minutes. The
motion carried unanimously.
V. PUBLIC COMMENT
VI. BUSINESS ITEMS
A. Informal review of 300 East Main Street, fabric awning
Property owner Sharon Young requested an informal review of a proposed
exterior modification of 300 East Main Street to include an awning. The

commission reviewed the Architectural Design Guidelines that apply to
awnings.
B. Discussion of possible MU-MS code revisions
John lead a discussion of proposed changes to the BV municipal code to reflect
HPC’s priorities, including mass and scale, height, windows, exterior materials, and
primary entrances. There was discussion about whether it was appropriate to regulate
features such as windows and exterior materials for new construction on a Main Street
that reflects evolving architectural styles. Mary Therese will research how similar
communities have approached this issue (including Greeley). John and Mary Therese
will meet with Dan Courtright to discuss the proposed changes before bringing back to
HPC for approval.
C. The Pearl plaque ceremony
The Groy’s are very interested in hosting a plaque ceremony and would be
interested in doing so.
D. Saving Places 2024 Strategic Plan ideas – On the Road conference,
Preservation Month ideas and possible subcommittees.
Jo and Nancy would like to have the authority to meet with Colorado
Preservation Inc. about Buena Vista hosting the On the Road Saving Places
Conference. Also potentially hosting CPI’s annual meeting in September 2024. The
Commission agreed that this would be a good idea to explore.
E. Upcoming meeting schedule and annual elections
We are not going to meet in January and will need to move our February meeting
to February 8. Mary Therese is interested in serving as Chair of HPC; Jo would like to
continue as Vice-Chair; and Katy would like to continue as Secretary.
F. Updates from related organizations and general discussion
Vic shared that the Holiday Opening on December 2 was hosted by BV Heritage
and went well. Suzy shared that BV Heritage also has some holiday events coming up.
BV Heritage will start interior work in the Courthouse. Katy shared that the McGinnis
Gym has been fully abated and has now moved into the restoration phase with DSI as
general contractor. The project is still on track for completion by August 2024.
VII. STAFF UPDATES
Staff is busy with building permit applications. We may be receiving a
demo permit review in the new year.
