CALL TO ORDER Mary Therese called the meeting to order. II. ROLL CALL Suzy Kelly, Katy Welter, Mary Therese Anstey, Nancy Locke, John O’Brien, Jo Reese attended in person. Melanie Roth and Vic Kuklin attended via zoom. Joel Benson and Jamie Graves attended as Town of Buena Vista staff. III. AGENDA ADOPTION Katy made and Suzy seconded a motion to approve the agenda. The motion carried unanimously. IV. APPROVAL OF MINUTES – February 8, 2024 The minutes were amended to include notes from the discussion regarding 316 W Main. Suzy made and John seconded a motion to approve the minutes as revised. The motion carried unanimously. V. PUBLIC COMMENT VI. BUSINESS ITEMS A. The Pearl plaque ceremony. The Commissioners discussed two options for a plaque ceremony. Mary Therese will follow up the Groy family regarding the week of May 13-17. B. Discussion of possible MU-MS code revisions This Agenda may be Amended Posted at Buena Vista Town Hall and www.buenavistaco.gov  Mary Therese shared an example of design guidance from the City of Greeley and discussed their approach to preserving integrity in their downtown, which has a variation in architectural styles over time (as does Buena Vista’s historic Main Street). Mary Therese requested that we review the document she shared (included in minutes) and be prepared to discuss next month. Prior to the next meeting, John will talk with Dan Courtright about the approach to the MU-MS code revisions. C. Colorado Midland sign (204 East Main Street) The condition of the sign is deteriorating, and Mary Therese offered to write and send a letter to the owners of the building (Gary Gilman and Julie Stoxen) inquiring as to the condition of the building. D. Historic Preservation Month – May 2024 Mary Therese will update the proclamation of Historic Preservation Month and send to Jamie for the Town Administrator to consider. Jo Reese will post about this on Facebook and also submit information to the Chaffee County Times. For historic preservation month, there will be a community-wide art contest for kids. The Commissioners divided up responsibility for distributing to different schools, and Full Circle agreed to donated printed copies. We agreed to host Coffee with Commissioners weekly in May and will schedule the exact dates at the April meeting. Jo will then promote. Suzy, Jo, John, and Katy agreed to participate. There will not be a scavenger hunt this year. E. Updates on historic property discussions/local landmarking opportunities (316 W Main, 420 W Main, 226 S San Juan #11 and Pancho’s 215 US HW 24) Suzy talked to the owners of 316 W Main and they were interested, but didn’t take any immediate action. Katy shared information with Susan Ramsdell about preservation incentives associated with 420 W Main. No new updates on 226 San Juan #11. Suzy shared an article with a historic photo of Pancho’s. This Agenda may be Amended Posted at Buena Vista Town Hall and www.buenavistaco.gov  Suzy also shared some information about a farmhouse at the prison, built around 1876 by P.M. Weston using rocks on hills to the east. It almost looks like cinderblock stones. He sold it ~10 years later to Switzer, who grew up there and then sold it the Department of Corrections. Suzy spoke with Warden Lengerich about designating the house so that it might qualify for preservation incentives. F. Request for a letter of support from Watershed Inc. for the adaptive reuse of the Chaffee County Shop building. G. Updates from related organizations and general discussion Suzy shared that BV Heritage is having its 50th anniversary year and there will be 17 events. A gem show will take place on March 16th 7-9 pm. And many other events to follow, which can be viewed at the website: https://www.buenavistaheritage.org Katy requested a letter of support from HPC for applications for funding to support the Grove early childhood education project, which will be situated within the historic Chaffee County Shop building. HPC agreed to allow Mary Therese to sign such letters of support on behalf of HPC. John gave an update of the McGinnis Gym project, noting that the “scary stuff is over,” and the project is still on track for completion at the end of summer/early fall. H. Next meeting April 4, 2024 in the Aspen Room of the Community Center. VII. STAFF UPDATES Building applications are still coming in but have slowed down a bit. There are no new demo or sign permits for consideration at this time. VIII. ADJOURNMENT Mary Therese adjourned the meeting at 4:21 pm. Unlike previous years, where we have invited children to color an outline of an historic building, this year we are encouraging original art submissions: drawings, paintings, collages, photographs, posters, or other expressions. ************************************************************************************************** Contest Rules: 1. Use any art supplies: crayons, colored pencils, markers, paint, etc. 2. Submissions not to exceed 11 x 17 inches 3. Subject matter should relate to the history and/or architecture of Buena Vista 4. Remember to complete the entrant information box on the back of this sheet— submissions without this information will not be displayed or eligible for prizes 5. All entries due on or before Friday, May 10th in the big box at the BV Library 6. Winners in each age category will be chosen with public voting-- Invite your friends and family to the BV Library to vote for your artwork during three sessions: Friday, May 17th from 1:00pm to 4:00pm Saturday, May 18th from 10:00am to 1:00pm Saturday, May 18th from 2:00pm to 5:00pm 7. Winners will receive a gift card from a BV business and a framed, prize-winning entry 8.
