CALL TO ORDER At 3:03, Mary Therese called the meeting to order. II. ROLL CALL Commissioners Mary Therese Anstey, Jo Reese, Suzy Kelly, Nancy Locke, John O’Brien and Katy Welter attended in person. Joel Benson attended on behalf of the Town. Susan Ramsdell and Karlie Ramsdell attended the meeting in person. III. AGENDA ADOPTION Suzy made and Nancy seconded a motion to adopt the agenda as amended. IV. APPROVAL OF MINUTES – April 4, 2024 Jo made and Nancy seconded a motion to approve the minutes as amended. V. PUBLIC COMMENT None. VI. BUSINESS ITEMS A. County Shop building informal review. John, in his capacity as Director of Watershed Inc., presented for informal input on the demolition of the non-historic addition of the county shop building as part of the Buena Vista School District Early Childhood Education facility. The project expects to be applying for a demo permit this summer. B. 420 West Main Street design consult. Susan Ramsdell, Karlie Ramsdell, and their architect, Diem Tran with Shape Architecture. Susan noted that she and her husband purchased 420 W Main and would like to use the building as a restaurant. Diem presented the plans for HPC input. The HPC agreed with the proposed changes to paint color (recommending choices from the Sherwin Williams palette listed in the Design Guidelines) and alteration to a rear window. Joel Benson answered questions from the applicant and architect regarding parking requirements (cars and bikes). This Agenda may be Amended Posted at Buena Vista Town Hall and www.buenavistaco.gov C. 418 Highway 24 patio demo permit discussion HPC discussed the possible demolition of the patio at the former “Evergreen Cafe” building. Since the patio was not original, HPC agreed it was acceptable for the owners to remove it, and that, per the Secretary of Interior Standards on Rehabilitation, efforts should be made to restore the front of the building to its historic appearance (historic photographs). D. Possible MU-MS code revisions John discussed the proposed revisions, which attempt to marry the design guidelines with the Town’s Unified Development Code. Town Planning Director Joel Benson had provided a number of clarifying comments and questions, which need to be addressed. The consensus was that John would revisit a draft for the HPC’s review before scheduling a work session with Planning E. Historic Preservation Month – May 2024 Jo shared that Coffee with the Commissioners was a success. Jo, Mary Therese, John attended, as well as several members of the public. We have filled all the slots with Commissioner volunteers. There has been a solid response to the Historic Preservation Art Contest. The Mayor read the proclamation announcing Historic Preservation May. Jo has been posting updates about Historic Preservation Month on social media. F. HPC Vacancy Vic Kuklin resigned from the HPC as he will be moving out of the area, so Mary Therese asked for clarification on the process for filling vacancies. The HPC discussed the need to fill both alternate roles. G. Update on edits to Historic Preservation Forms Katy provided comments to Town and HPC on the Historic Preservation forms after the April meeting, and will email Jamie to see if she needs any help with updating the forms. H. Savings Places Update Nancy spoke with Colorado Preservation Inc. about BV hosting CPI’s annual meeting and/or serving as an on-the-road location for Saving Places. They are planning about 3 years out for the on-the-road locations. Jo and Nancy will continue to help organize and volunteer, and Jo will aggregate information. H. Updates from related organizations and general discussion Suzy shared that BV Heritage will be engaged in many events to celebrate the 50th anniversary. The events calendar is accessible at www.buenavistaheritage.org. Tomorrow night is the 50th annual meeting. I. Next meeting – June 6, 2024 VII. STAFF UPDATES Joel shared that there’s a lot going on in Town, especially in the planning department, but there were no major demo permits or new construction on East Main.
