Minutes of the Regular Meeting of the
Buena Vista Planning and Zoning Commission
July 6, 2022
CALL TO ORDER
A regular meeting of the Planning and Zoning Commission was called to order at 7:00 pm, Wednesday,
July 6, 2022 at the Community Center by Chair Preston Larimer. Also present were Vice-Chair Lynn
Schultz-Writsel, Commissioners Tony LaGreca, Craig Brown, Blake Bennetts and Tom Brown.
Staff Present: Planner II Doug Tart and Code Enforcement Officer Grant Bryans (via Zoom).
PLEDGE OF ALLEGIANCE
Commissioner Larimer led in the Pledge of Allegiance.
ROLL CALL
Tart proceeded with the roll call and declared a quorum.
AGENDA ADOPTION
Commissioner Larimer called for approval the agenda. Commissioner LaGreca motioned to adopt the
agenda as presented, Motion #1 seconded by Commissioner Schultz-Writsel. Motion carried.
APPROVAL OF MINUTES
Commissioner Craig Brown motioned for approval of the June 15, 2022 minutes as presented. Motion #2
was seconded by Commissioner Schultz-Writsel. Motion carried.
PUBLIC COMMENT
Public comments opened at 7:02 pm.
Earl Richmond (106 River Run Dr.), Special Projects Manager for the Recreation Department, spoke briefly
about the Rodeo Grounds & Chicago Ranch Master Plan.
Public comment closed at 7:08.
NEW BUSINESS
Bryans presented an amendment to Section 16.3.3.4 of the Town’s Unified Development Code regarding
Home Occupations. Currently, the code requires the revocation of a Home Occupation license, resulting
from code violations and neighbor complaints, to go to the Board of Trustees. This proposal would move
this process from the Board of Trustees to the Town’s Municipal Court.
The previous land use code moved mostly everything to the Board as the decision-making body, and with
the development of the current UDC, much of this was moved from the Board’s purview. However, this
portion of the code remained in the Board’s discretion.
Commissioner LaGreca motioned for approval of the amendment to Section 16.3.3.4 as presented. Motion
#3 was seconded by Commissioner Bennetts. Motion unanimously approved.
STAFF / COMMISSION INTERACTION
Tart informed the Commission that he would be taking over the Planner II position. It was unknown at the
time when the Planning Technician vacancy would be filled.
Staff expected the Housing Needs Assessment to be ready for one of the upcoming Commission meetings
within the coming weeks.
Commissioner Tom Brown informed the Commission that he has accepted a position with the Chaffee
County Transportation Board and would also be serving as the 3-mile plan liaison for Buena Vista.
ADJOURNMENT
There being no further business to come before the Commission, Commissioner Schultz-Writsel motioned
to adjourn the meeting at 7:35 p.m. Chair Larimer seconded. Motion #4 was unanimously approved.
