Minutes of the Regular Meeting of the Buena Vista Planning and Zoning Commission August 3, 2022 CALL TO ORDER A regular meeting of the Planning and Zoning Commission was called to order at 7:00 pm, Wednesday, August 3, 2022 at the Community Center by Chair Preston Larimer. Also present were Vice-Chair Lynn Schultz-Writsel, Commissioners Tony LaGreca and Thomas Doumas (via Zoom), Craig Brown, Blake Bennetts and Tom Brown. Staff Present: Planning Director Joseph Teipel and Planner II Doug Tart. PLEDGE OF ALLEGIANCE Commissioner Larimer led in the Pledge of Allegiance. ROLL CALL Tart proceeded with the roll call and declared a quorum. AGENDA ADOPTION Commissioner Larimer called for approval of the agenda. Commissioner Craig Brown motioned to adopt the agenda as presented, Motion #1 seconded by Commissioner Schultz-Writsel. Motion carried. APPROVAL OF MINUTES Commissioner Craig Brown motioned for approval of the July 6, 2022 minutes as amended. Motion #2 was seconded by Commissioner Schultz-Writsel. Motion carried. PUBLIC COMMENT Public Comment was opened at 7:02 pm. With no public comments, public comment was closed at 7:02 pm. NEW BUSINESS Teipel presented the staff’s “cleaning up” of unplatted areas of Town. Staff is currently platting Lot 34, Block 30 through a Minor Subdivision, which includes the dedications of portions of Cedar Street and South Main Street. Due to the dedication of rights-of-way involved, the Planning and Zoning Commission and Board of Trustees are required to hear the dedication, with the Planning and Zoning Commission tasked with providing a recommendation to the Board of Trustees for approval. The parcel that includes the skate park, community center, South Main Street, pump track, etc. are all part of the unplatted area located in the southwest quarter of Section 9. Commissioner Craig Brown motioned to recommend dedication of the Cedar Street and South Main Street rights-of-way to the Board of Trustees. Commissioner Schultz-Writsel seconded. Motion #3 carried. STAFF / COMMISSION INTERACTION The next meeting on August 17th will include a presentation by the code consultants hired by the Town for the housing affordability code audit. Commissioners Tom Brown & Craig Brown are interested in going to the conference. Commissioner Larimer will let staff know if he will make it. Staff will set up reservations. Staff and the Commission briefly discussed the Chaffee County Housing Needs Assessment. ADJOURNMENT There being no further business to come before the Commission, Commissioner Schultz-Writsel motioned to adjourn the meeting at 8:04 p.m. Chair Larimer seconded.
