A meeting of the Planning and Zoning Commission was called to order at 7:01 p.m. on Wednesday, November
1st, 2023, at the Community Center by Chair Preston Larimer

AGENDA ADOPTION
Larimer called for approval of the agenda. Commissioner Bennetts motioned to adopt the agenda and was
seconded by Commissioner Schultz-Writsel. Motion #1 passed.
APPROVAL OF MINUTES
Schultz-Writsel motioned to approve meeting minutes from October 18th, 2023, as written. Craig Brown
seconded. Motion #2 was unanimously approved.

Public comment was opened at 7:04 p.m. With no comments, public comment was closed at 7:04 p.m.
NEW BUSINESS
Benson introduced new business by inviting Commissioners to provide feedback on the Comprehensive Plan’s
Request for Proposal (RFP) draft. This RFP will be revised and submitted to the Board of Trustees for final
discussions. Much of the feedback was reiterating the importance of the details in the drafted RFP, such as
receiving input from community members within the 81211 zip code, not just Town residents.
Taking ideas from previous Comprehensive Plans and other plans’ successes and challenges, it was
expressed there should be more advertising through social media platforms alongside traditional advertising
methods. There should also be more publicity on the results of the Comprehensive Plan. Additionally, there
were concerns the project completion timeframe listed in the drafted RFP were too restricting for a consulting
firm, so the date for completion was changed from March 31st, 2025 to May 15th, 2025.
STAFF / COMMISSION INTERACTION
Benson provided an update on development projects, such as The Boulders, The Crossings, and Carbonate
Street. Additionally, he mentioned the Planning Department has a set date of December 8th as the deadline
to review completed building applications to follow the 2015 IBC. If applications are incomplete or submitted
after December 8th, applicants may have to follow 2021 IBC requirements with Chaffee County.
Benson also mentioned 3 Mile Plan will be presented to the Planning and Zoning Commission on December
6th and to the Trustees on December 14th.
Several Commissioners’ terms are up for reappointment in 2024: Tony LaGreca, Blake Bennetts, Lynn
Schultz-Writsel, and Thomas Doumas. Schultz-Writsel and Doumas will be stepping down from the Planning
and Zoning Commission and their final meeting will be on December 6th, 2023. Schultz-Writsel’s and
Doumas’ contributions to the Commission, and Town as a whole, will be valued for many years to come.
Openings for two alternates will be posted online and in the newspaper.
Several meetings were also cancelled in preparation for the holiday season. Bennetts motioned to cancel
November 15th, December 20th, and January 3rd. Schultz-Writsel seconded. Motion #3 was unanimously
approved.

I. Summary of Request
State statute requires that that the Board of Trustees adopt a new Three-Mile Plan annually. The 2023 Three Mile
Plan is presented to have a plan in place for those areas within three miles of town limits should it annex any land
in the next year. After reviewing the proposed plan, Staff request that the Planning & Zoning Commission
recommends approval, denial or approval with amendments of the proposed 2023 Three-Mile Plan.

II. History and Background
Section 31-12-105(1)(e) of the Colorado Revised Statutes places limits on municipalities that annex land by
mandating that “no annexation may take place that would have the effect of extending a municipal boundary
more than three miles in any direction from any point of such municipal boundary in any one year.”
Section 31-12-105(1)(e) of the Colorado Revised Statutes also requires that, “prior to the completion of any
annexation within this three-mile area, the municipality shall have in place a plan for that area that generally
describes the proposed location, character, and extent of streets, subways, bridges, waterways, waterfronts,
parkways, playgrounds, squares, parks aviation fields, other public ways, grounds, open spaces, public utilities, and
terminals for water, light, sanitation, transportation, and power to be provided by the municipality and the
proposed land uses for the area.” In addition, municipalities adopting an annexation plan must update the plan on
an annual basis.
The previous Three-Mile Plan was approved by the Board of Trustees on September 27th, 2022.
III. Three-Mile Plan
The Town’s Three Mile Plan consists of an introduction and description of the plan, an explanation of how the plan
addresses state requirements and annexation maps. The Town’s Three-Mile Plan includes references to various
independent and applicable land use plans including but not limited to:

• Buena Vista Comprehensive Plan
• Buena Vista River Park Master Plan
• CDOT 2045 Regional Transportation Plan – San Luis Valley

All plans referred to in both this staff report are available at Town Hall for public access and review. Plans
developed by the Town are also available on the Town’s website; copies of the County’s plans are available on
their website or at their offices in Salida. The CDOT plan is available for review at the Colorado Department of
Transportation website.
IV. SUMMARY OF CHANGES
The Three-Mile Plan was last approved by the Board of Trustees on September 27, 2022 via Resolution No. 66. Minor
modifications have been made throughout the intent narratives and tables associated with each Area. For example, it had
been noted that Area 1 has Cottonwood Irrigating Ditch running through it, which is not accurate. Area 9 has been highlighted
for open space and water supply for the DOC, which matches long-running planning efforts, and the Rodeo Grounds Master
Plan has been completed so that language now reflects an adopted plan rather than proposed plan.
V. PROCESS
The Colorado Revised Statutes do not specify how public notice is provided for adoption of the Three-Mile Plan. It
is subject to each community’s regulations and practice. It has been Buena Vista’s practice to have the Planning
and Zoning Commission adopt the following Conclusion and Recommendation that the Board of Trustees approve
the plan. The Board of Trustees is then asked to approve the Planning Commission’s action with a resolution. The
Planning and Zoning Commission is asked to review the proposed plan at its December 6, 2023 meeting and make
a recommendation to have the Board of Trustees approve the 2023 Three-Mile Plan.
V. CONCLUSION AND RECOMMENDATION
Based upon the requirements of the Colorado Revised Statutes Section 31-12-105(1)(e), staff recommend that the
Board of Trustees find that:
A. The Town of Buena Vista Planning Department has updated the Three-Mile Plan; and
B. All annexations shall be evaluated based upon the content of the Town of Buena Vista Comprehensive Plan
and the 2023 Three-Mile Plan.
THEREFORE
If the Board of Trustees accepts the recommendation of the Planning and Zoning Commissions, the Board of
Trustees should APPROVE the 2023 Three-Mile Plan.

Three-Mile Plan - 2023
I. Introduction
This document constitutes the Three-Mile Plan (“Plan”) for the Town of Buena Vista, as required by and
in conformance with Section 31-12-105(1)(e) of the Colorado Revised Statutes (C.R.S.).
a. Statutory Requirements
In 1987, the Colorado legislature amended state statutes relating to municipal annexations. The change
restricts annexations from extending from a municipal boundary any more than three miles in any given
year. State statutes also require that municipalities have in place a Plan that generally describes
potential future growth within three miles of the municipal boundary and that the Plan be updated at
least annually. Colorado Revised Statute C.R.S. 31-12-105(1)(e) defines the plan as a document that
generally describes the proposed:
Location, character, and extent of streets, subways, bridges, waterways, waterfronts, parkways,
playgrounds, squares, parks, aviation fields, other public ways, grounds, open spaces, public utilities, and
terminals for water, light, sanitation, transportation, and power to be provided by the municipality and
the proposed land uses for the area.
b. Town Intent
The plan addresses land within three miles of the current boundaries of the Town limits in
unincorporated Chaffee County. The Plan briefly describes existing conditions and does not seek to
duplicate existing planning efforts that more thoroughly characterize extraterritorial areas. Instead, this
document references existing plans or policies that have been adopted by the Town, Chaffee County or
other entities. In addition to the factual description of existing conditions, the Plan lays forth a vision for
the Areas of Desired Growth (ADGs). This vision seeks to guide the types of development that may be
proposed for each area into the future. This is a living and public document which should evolve based
on new development, changes in Town, as well as community values and priorities. This Plan should be
a land use and growth reference document in future Comprehensive Plans as it can evolve more quickly
with the community.
The Three-Mile Plan does not assume, propose, or guarantee that any property within three miles will
be annexed by the Town. The process for annexation is extensive and is regulated by the requirements
of C.R.S. Title 31, Article 12. This plan does not propose specific improvements or land uses for
extraterritorial areas; if annexation is considered in the future, a more detailed analysis will be required.
Any development that occurs within town limits or outside of town limits with an annexation agreement
including those with an extraterritorial water allocation from Town, must be analyzed with an eye
toward water consumption and availability. It must be determined that the Town has sufficient future
water supplies to service any potential future development within the Three-Mile Growth Area, the
Area of Desired Growth, or the Municipal Services Area (MSA). Town will require that any connection to
the Buena Vista municipal water system must be accompanied by water rights, a secured and useful
water allocation from another water provider that seamlessly can be used within town limits, or a cash-
in-lieu fee.

completed so that language now reflects an adopted plan rather than proposed plan.
d. Definitions
Unless otherwise defined herein, all terms used use the definition as written in the included IGA or the
Town’s Municipal Code. For ease of reference, the definition of ADG and MSA have been copied from
the IGA and placed here.
Area of Desired Growth or ADG mean the area within the Town’s Three-Mile Plan that is designated for
annexation. As used in this Plan and the IGA, ADG shall only mean the portion of the ADG not included
in the Municipal Services Area.
Municipal Services Area or MSA means those areas within the Town’s Three-Mile Plan that are served
by or immediately capable of being served by the Town’s water infrastructure and are desirable for
annexation.
‘Immediately capable of being served by Town’s water infrastructure’ means that, with proper
engineering demonstrating compliance with the Town’s water infrastructure specifications and
demonstration of adequate water supplies, the Town’s current water system could service the MSA.
This designation as MSA does not infer the Town has sufficient resources nor plans for extending water
service to the MSA.
II. Three-Mile Boundary
The Three-Mile boundary area is shown on the maps with this plan. The land areas described by this
document include properties in unincorporated Chaffee County located within the Three-Mile boundary
and area of desired growth. C.R.S. 31-12-104 includes contiguity requirements for annexation. Certain
areas of unincorporated Chaffee County are within three miles of the Town but are not eligible for
annexation because they do not meet contiguity requirements.
III. Existing Plans
In acknowledgement of the work completed by various boards and commissions which may affect the
development of the three-mile area, and in the spirit of coordinating planning within the three-mile
area at the edge of Town with potentially affected jurisdictions, the following plans will be considered as
part of annexation procedures as appropriate.
Airport Master Plan
The Town of Buena Vista adopted the 2016 Airport Master Plan on March 28, 2017 via Resolution No.
28. This plan denotes new facilities, land acquisition and federal airspace requirements. If annexation
proposals in or around the Central Colorado Regional Airport are submitted, staff will evaluate the
proposal based on this plan.

Buena Vista Community Trails Master Plan
The Town of Buena Vista adopted the Trails Master Plan on February 24, 2015 via Resolution No. 18.
The plan highlights the existing and proposed trails within current municipal limits and in the county. If
any land within the Three-Mile area is proposed to be annexed in the future, annexation proposals will
be evaluated based off this plan for trail connectivity.
Buena Vista Comprehensive Plan
The Town of Buena Vista most recently updated its Comprehensive Plan in 2015. This long-range
planning document includes goals and policies that help direct development within the Town. The
comprehensive plan does not identify future land uses for any area outside of the municipal boundary.
If any land within the Three-Mile area is proposed to be annexed in the future, annexation proposals
would be evaluated against the Town’s comprehensive plan for compatibility with surrounding land use
patterns.
Buena Vista River Park Master Plan
The Town of Buena Vista adopted this master plan in 2013 and amended on September 8, 2020. The
plan outlines the proposed park improvements and identifies that a land swap with the Bureau of Land
Management (BLM) is needed. The intent of that swap is to simplify ownership to the BLM along the
east side and the Town along the west side of the Arkansas River to alleviate confusion on land
ownership. The Town of Buena Vista would most likely initiate the process for the land swap and
annexation petition.
CDOT 2045 Regional Transportation Plan – San Luis Valley
Adopted by CDOT in November of 2020, this plan provides overall priorities for the region and is vital for
securing funding for transportation projects. This plan helps to inform decisions that the Colorado
Department of Transportation (CDOT) makes about the state’s transportation system which includes
Highway 24 and Highway 285. If any land abutting CDOT right-of-way within the Three-Mile area is
annexed in the future, annexation proposals would be evaluated with this plan.
Chaffee County Comprehensive Plan and Zoning Map
Chaffee County adopted a new Comprehensive Master Plan in December 2020. The County’s current
plan has divided unincorporated land into four subareas: the Buena Vista Sub-area, the Mid-Valley Sub-
area, the Salida Sub-area, and the Poncha Springs Sub-area. If any land within the Three-Mile area is
proposed to be annexed in the future, annexation proposals would be evaluated using the Town’s Plans,
the Buena Vista Sub-area Plan, the property’s current zoning and any intended uses within the Town of
Buena Vista as guidance for future land uses during its consideration for annexation. The Town of Buena
Vista may have future uses that differ from the County’s as its zoning allows for more dense
development using water and sewer systems than the County.
Chaffee County Trail Master Plan
Chaffee County adopted its Trails Plan in 2003 and it outlines trail connections outside the current town
limits. If any part of or abutting land within the Three-Mile area is proposed to be annexed in the future,
annexation proposals would be evaluated based off this plan.
Town of Buena Vista Source Water Protection Plan
The Town of Buena Vista adopted this master plan in 2016. The plan identifies the source water
protection area for the Town’s water supplies in Cottonwood Creek. The area identified in the plan is
where Buena Vista and the community have chosen to implement source water protection measures. In
addition, the protection plan establishes a strategy for prioritizing the water sources and potential
contaminant sources to which the source water management approaches will be applied. The plan

highlights the Water Supply Protection District and Source Water Plan Protection areas along creeks
feeding into the Town’s water supplies. If any land within the Three-Mile area is proposed to be
annexed in the future, annexation proposals within the plan’s limits would be evaluated using this plan.
Transportation Master Plan
The Town of Buena Vista adopted this master plan in 2004. The plan highlights municipal road
connections, upgraded roadways, intersection improvements and trail expansions. The plan is out-of-
date and needs to be redone. Even though this plan is the most up-to-date and would guide annexation
proposals, any evaluation must be carried out in context with the current conditions of Buena Vista.
2021 Water Resources Master Plan
This plan, adopted October 26, 2021, outlines the Town of Buena Vista water system including system
improvements to meet future water needs of the town. If any land within the Three-Mile area is
proposed to be annexed, use and zoning would be evaluated against this plan to ensure water and to
evaluate potential proposals to bring in new water to the Town.
2022 Rodeo Grounds & Chicago Ranch Master Plan
The Rodeo Grounds and the Chicago Ranch Master Plan was completed in 2022.

V. Three-Mile Land Use Planning Areas
a. Area 1 – Buena Vista North Gateway.
Area 1 Vision: Town proposes a commercial gateway into the North end of Town that may be
complemented by small or large multi-family housing development serving the local workforce. Some
areas may be industrialized as appropriate.
The expansion of the Buena Vista commercial districts to the north of the existing Highway Commercial
zone district in Town could provide an expanded tax base and provide larger commercial opportunities.
Area 1
Streets: Local streets will need to be brought up to town standards. Refer
to the Transportation Master Plan and CDOT 2045 Regional
Transportation Plan. Coordinate access and design with Chaffee
County for CRs 356, 383, and 384A as well as CDOT US 24.
Subways: No subways are present or planned.
Bridges: No bridges are present or planned.
Waterways:
Waterfronts: No new waterfronts are present or planned.
Parkways, playgrounds, Refer to the Town of Buena Vista Comprehensive Plan and
squares, parks, and open Master Trails Plan for guidance for these elements.
space:
Aviation fields: Existing aviation facilities in the Town are sufficient and no new
facilities are necessary. Refer to the Airport Master Plan.
Other public ways, and Refer to both the Town and County’s Trail Master Plans.

Public Utilities: Utilities will need to be extended to service any new uses within the
area.
Terminals for water and Water service will need to be expanded to provide service for
transportation provided by existing properties as well as any future lots. Refer to the Water

Land Uses: Commercial and small & large multi-family uses are desired. Refer to
Chaffee County and Town of Buena Vista Comprehensive Plans and
the Chaffee County Zoning Map.

b. Area 2 – County Residential.
Area 2 Vision: Town proposes maintaining low-density development in this area honoring the current
development patterns while new street connections allow for better connectivity throughout. The
Buena Vista Golf Course is an important asset to the community. It has an extra-territorial water service
from The Town with subpar infrastructure.
Increasingly connected bike and pedestrian trails could offer alternatives to County Road 306 for
entering and leaving Town. The majority of land is already developed as residential land uses. Known
flood plains and floodways exist in the area. Annexations in this area would provide additional
residential land for the Town of Buena Vista.
Area 2
Streets: Local streets will need to be brought up to town standards. Refer to
the Transportation Master Plan. Coordinate access and design with
Chaffee County for CRs 306, 330, 331, 337, 338, 339, 361 and 371.
Subways: No subways are present or planned.
Bridges: Two existing bridges cross over Cottonwood Creek. No new bridges
are planned at this time.
Waterways: Cottonwood Creek and multiple ponds are
present. No changes or expansions are planned.
Waterfronts: Cottonwood Creek and ponds are present and future expanded
water detention is not planned at this time.
Parkways, playgrounds, Park and open space abutting Cottonwood Creek are desired for
squares, parks, and open trails, flood control and recreational amenities. Refer to the Town of
space: Buena Vista Comprehensive Plan and Master Trails Plan for guidance
for these elements.
Aviation fields: Existing aviation facilities in the Town are sufficient and no new
facilities are necessary.

c. Area 3 – Town Adjacent County Residential.
Area 3 Vision: Town proposes a variety of housing densities for development infilling currently low-
density areas with considerations for existing open spaces and improving quality of life. Town proposes
that new development increases North/South connectivity along with public trails to allow for safe non-
motorized connections among open spaces, County Roads 306 and 350, and Town. Mixed income
housing developments are encouraged. Known flood plains and floodways exist in the area. The area
known and identified on the MSA map as The Big Meadow is subject to the 1974 Ivy League water
services agreement and currently irrigates using the Town’s Leesmaugh ditch water right.
Area 3
Streets: Local streets will need to be brought up to town standards. Refer to
the Transportation Master Plan. Coordinate access and design with
Chaffee County for CRs 306, 321, 330, 331, 332, 337, 350, 371, 371A
and 371B.
Subways: No subways are present or planned.
Bridges: Two existing bridges cross over Cottonwood Creek. No new bridges
are planned at this time.
Waterways: Cottonwood Creek and multiple ponds are
present. No changes or expansions are planned.
Waterfronts: Cottonwood Creek and ponds are present and future expanded
water detention is not planned at this time.

d. Area 4 – County Road 313.
Area 4 Vision: Town proposes medium-to-high density housing development while maintaining the
commercial uses along County Road 317. Interconnectivity of Trails and Town are emphasized with
pedestrian and bicycle safety on County Roads 317 and 313 prioritized. This area is highly desired for
annexation from the Town standpoint because most of the land is abutting Town limits and any
development in these areas would cause impacts to the Town of Buena Vista. Road connectivity should
be provided in place of cul-de-sacs, and increased river access should be explored.
Area 4
Streets: Streets will need to be brought up to Town standards with limited
local roads needed to future uses depending on density. Refer to

Area 5 Vision: Town proposes maintaining a significant portion of this area as open space which will
support wildlife corridors. Should the correctional facility ever shut down, Town should attempt to work
with the State on the future of the grounds and facilities.
The DOC Facility is currently outside the Municipal Limits of the Town of Buena Vista. This area is not
desired to be annexed at this time because it is owned by the State of Colorado and operates as a state
corrections facility.
Area 5
Streets: Streets will need to be brought up to Town standards; no new
public street or rights of ways are needed or planned if the State
still owns the property. Coordinate access and design with
Chaffee County for CR 313.

Area 6 Vision: Town proposes low-to-medium density housing development on connected streets that
incorporates safe and efficient trail connections to County Road 313 and the river. Conservation
easements preserve open space while housing utilizes alternative approaches like tiny homes and
mobile homes to provide affordability.
This area has its own set of challenges and benefits to the Town of Buena Vista. Casa Del Rio subdivision
has a private sewer service that does not meet the Buena Vista Sanitation District standards. It also has
a private water system that may not meet the Town’s standards. There would be cost for the Town to
bring the streets up to town standards, water line expansion and code enforcement within the area. The
land would provide additional housing options in the Town of Buena Vista as well as recreational
options.
Area 6
Streets: Streets will need to be brought up to Town standards, but no new
public street or rights of ways are planned. Refer to the
Transportation Master Plan. Coordinate access and design with
Chaffee County for CRs 310, 312, 313, 314, 314A, and 314B, and
with CDOT for US 285.

This area is desired for future commercial growth of the Town of Buena Vista. At the current time, it is
located significantly far from the current Town of Buena Vista municipal boundaries.
Area 7
Streets will need to be brought up to Town standards. No new

Area 8 Vision: Town proposes an industrial and commercial area including housing where appropriate,
served by municipal infrastructure and connecting the Town’s economy to that of the region and state
through the Central Colorado Airport. The majority of the area to the East of County Road 319 is owned
by the Town of Buena Vista. Annexation of this area is focused on municipal airport operations and
supporting increased economic activity at the Airport. Part of this area is owned by Colorado Parks and
Wildlife and would require land acquisition. The land to the West of CR 319 is privately owned.
Area 8
Streets: Streets will need to be brought up to Town standards with limited
local roads needed to future uses depending on density. Refer to
the Transportation Master Plan and CDOT 2045 Regional
Transportation Plan. Coordinate access and design with Chaffee
County for CRs 319, 320, 320A, and 320B, and with CDOT for US
24.
Subways: No subways are present or planned.
Bridges: Highway 285 bridge over the Railroad right-of-way is present.
Refer to CDOT 2045 Regional Transportation Plan. No new bridges
are planned.
Waterways: The Cottonwood Irrigation Ditch exists in the area. Refer to the
Airport Master Plan.
Waterfronts: No new waterfronts are present or planned.
Parkways, playgrounds, No parkways, playgrounds, squares, parks, or open space are

Area 9 Vision: Town proposes conserving the portion of Area 9 to the West of Highway 24 in open
space, while the area East of the highway can be used as open space to protect the DOC water system
with some potential residential development to the north and east. If the Public Utilities Company
approves, a fourth crossing of the railroad tracks to connect with the highway at Steel/Gregg Drive
would be ideal.
Area 9
Streets: Local streets will need to be brought up to town standards. Refer to
the Transportation Master Plan and CDOT 2045 Regional
Transportation Plan. Coordinate access and design with Chaffee
County for CR 317 and with CDOT for US 24.
Subways: No subways are present or planned.
Bridges: No bridges are present or planned.
Waterways: Cottonwood Irrigation Ditch is present, and no changes are planned.

Area 10 Vision: Town proposes medium density housing including a new neighborhood park and integral
Peaks View Trail connections. Pleasant Avenue acts as an important North/South connection to Gregg
Drive while wildlife corridors are preserved.
This area is desired for annexation from the Town standpoint because the majority of the land is already
surrounded by Town limits and any development in these areas would cause impacts to the Town of
Buena Vista.
Area 10
Streets: Streets will need to be brought up to Town standards with local
roads needed to serve future uses depending on density. Pleasant
Avenue is planned to connect from Meadow Lane on the north end
to Gregg Drive to the south end. Refer to the Transportation Master
Plan.
Subways: No subways are present or planned.
Bridges: No new bridges are currently planned. Possible culverts may need
to be installed with development for Irrigation Ditches.
Waterways: Cottonwood Irrigation Ditch is present. No changes to the

This area is specific to the Chicago Ranch along both sides of Rodeo Road just south and southeast of
the Buena Vista Rodeo Grounds. In 2020, the property was acquired by the Tri-View Metropolitan
District for its water rights. The lands east of Rodeo Road and south of the former Colorado Center PUD
could possibly become non-recreational uses in the long-term should water and sewer be developed on
CR 319 or through the former Colorado Center properties.
Area 11
Streets: No streets are needed at this time. Refer to the Transportation
Master Plan. Coordinate access and design with Chaffee County
for CRs 321 and 328.
Subways: No subways are present or planned.
Bridges: No bridges are present or planned.
Waterways: None present at this time and no changes are planned.
Waterfronts: None present at this time and no changes are planned.

A RESOLUTION OF THE BOARD OF TRUSTEES FOR THE TOWN OF BUENA VISTA,
COLORADO, ADOPTING AN UPDATED THREE-MILE PLAN
WHEREAS, C.R.S. § 31-12-105(1)(e) requires that a municipality have a plan in place
for an area within three miles of the municipal boundaries prior to completion of an annexation,
known as a “Three-Mile Plan” and that such plan should be updated at once annually;
WHEREAS, the Three-Mile Plan should generally describe the proposed location,
character, and extent of streets, subways, bridges, waterways, waterfronts, parkways, playgrounds,
squares, parks, aviation fields, other public ways, grounds, open spaces, public utilities, and
terminals for water, light, sanitation, transportation, and power to be provided by the municipality
and the proposed land uses for the area;
WHEREAS, in accordance with C.R.S. § 31-12-105(1)(e), the Town desires to adopt the
Three-Mile Plan attached hereto as Exhibit A.
BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF BUENA
VISTA, COLORADO, as follows:
Section 1. The Three-Mile Plan attached hereto as Exhibit A is hereby approved and
adopted.
