April 17th, 2024
CALL TO ORDER
A meeting of the Planning and Zoning Commission was called to order at 7:00 p.m., on Wednesday, April 17th,
2024, at the Community Center by Chair Preston Larimer.

AGENDA ADOPTION
Larimer called for approval of the agenda. Commissioner LaGreca motioned to adopt the agenda as
presented and was seconded by Commissioner Craig Brown. Motion #1 passed.
APPROVAL OF MINUTES
Craig Brown motioned to approve meeting minutes from April 3rd, 2024, as presented. Blake Bennetts
seconded. Motion #2 passed.
PUBLIC COMMENT
Public comment was opened at 7:03 p.m. With no comments, public comment was closed at 7:03 p.m.
NEW BUSINESS
The first Public Hearing of the evening was opened at 7:03 p.m. for a Code change to allow storage of
manufactured goods in the I-1 Zone District as a Special Use. Bryans led the hearing by stating current I-1
zoning and Code does not allow for storage of manufactured materials built in Buena Vista to be stored on
vacant parcels. The presented Code change would allow for storage of manufactured materials finished within
Town limits to be allowed as a Special Use.
Public comment was opened at 7:12 p.m. and with no comments, was closed at 7:15 p.m.
After clarifying questions and deliberation by the Commission, LaGreca motioned to recommend the Code
change for storage of manufactured goods in the I-1 Zone District to be allowed as a Special Use to the Board
of Trustees. Larimer seconded. Motion #3 passed. The Public Hearing was closed at 7:20 pm.
The second Public Hearing was opened at 7:20 p.m. for a Special Use Permit to serve alcohol as a Bar or
Tavern at Brown’s Canyon Rafting at 28395 County Road 317. Brown’s Canyon Rafting is zoned I-1 and the
ability to serve alcohol as a bar or tavern is only allowed through a Special Use Permit. Byron Brown, on behalf
of Brown’s Canyon Rafting, shared details on his proposal to sell alcohol on the property. Some of these details
noted how the site will be set up, dates of operation, and screening practices of guests and employees to
prevent intoxication before a rafting trip. Mahoney presented and detailed the Special Use Criteria required by
Code and how Byron Brown had met the criteria.
Public comment was opened at 7:48 p.m. and with no comments, was closed at 7:48 p.m.
After clarifying questions and deliberation by the Commission, Blake Bennetts motioned to approve the Special
Use Permit as presented. Craig Brown seconded. Motion #4 passed. Public Hearing and new business were
closed at 7:51 p.m.
STAFF / COMMISSION INTERACTION
Updates on 700 E. Main Street, The Boulders, and Carbonate Street were provided to the Commission by
Mahoney and Bryans.

There being no further business, Blake Bennetts motioned to adjourn the meeting at 8:01 p.m. Thomas
Brown seconded. Motion #5 was unanimously approved.

MEMO
We have been contemplating what to do with the Camping proposal that came before Planning and Zoning last
year. The proposed Town of Buena Vista’s Seasonal Workforce Camping Policy is modeled after Crested Butte’s
Workforce Camping policy, which was furnished to the Commission on behalf of Thomas Brown in September of
2023. Below are camping guidelines we are contemplating specific to Buena Vista. These would be expressed in
a policy document that could be modified easily (or cancelled from one year to the next) and referenced by
means of the Municipal Code. These are ideas for discussion:
• Occupant must be a current or future employee within Chaffee County with proof of employment
• Operation dates are May 15th – September 30th each year
• Allowed in areas of Town that are not MU-MS, MU-2, and not adjacent to the Highway
• Tents and transient mobile homes* allowed
• Trailers are limited to a maximum length of 16’ (includes hitch)
• Camping structures cannot be placed on Town Right-of-Ways (streets, parking spaces, sidewalks)
• There will be a maximum number of camping structures on a parcel
• Occupant must reside behind a privacy fence (screening)
• Occupant must have property owner affidavit stating continual access to bathroom (and shower?)
• Occupant must comply with open burning restrictions
• Occupant must comply with 7 pm quiet times, trash, lighting, and other Code requirements
• Occupant must display permit on approved camping structure
• There will be a fee
• A site plan will need to be reviewed and approved
• Permit can be revoked at any time
*Transient Mobile Home also referred to as a travel camper, camper, camp trailer, travel trailer, recreational
vehicle, or motor home, means a living unit designed for temporary occupancy as moved from place to place,
often a recreational abode or vehicle, with or without sanitary facilities, and equipped or constructed for
repeated travel by wheels upon highways or roads; or which is a bus, truck, car or other motor vehicle converted
for sleeping or overnight habitation.
The I-1 Camping Ordinance 1-2020 is attached to this Packet only as a reference guide for existing regulations
within Town Limits.
TOWN OF CRESTED BUTTE
TEMPORARY CAMPING PERMIT
APPLICATION
OVERVIEW: The Town Council of the Town Crested Butte declared an affordable housing emergency
June 7, 2021, because the current lack of available, affordable workforce housing is threatening the
livelihood and character of the Town, its citizens, and its businesses. Under this order, the Town Manager
has authorized:
• Town permitted seasonal tent camping behind a privacy fence on the side, or rear yards, for the local
workforce, on all residentially zoned private property for within the Town of Crested Butte between May
1st to October 31, 2022.
• Town permitted transient mobile homes, for the local workforce, may be occupied seasonally on
residentially zoned private property within the Town continuously between May 1st to October 31, 2022.
DEFINITIONS:
Local Workforce means persons that are employed by a governmental entity, business, non-for-profit
physically located within Gunnison County.
Private residential property means any real property that is not public property located with Town of
Crested Butte’s residential zone districts.
Public property means any real property, public right-of-way, public park, recreation area or other area
owned, leased or under the control of the Town or other public entity.
Transient Mobile Home also referred to as a travel camper, camper, camp trailer, travel trailer,
recreational vehicle, or motor home, means a living unit designed for temporary occupancy as moved
from place to place, often a recreational abode or vehicle, with or without sanitary facilities, and
equipped or constructed for repeated travel by wheels upon highways or roads; or which is a bus, truck,
car or other motor vehicle converted for sleeping or overnight habitation
TENT CAMPING: Town permitted tent camping will be allowed behind a privacy fence on the side, or
rear yards, for the local workforce, on all residentially zoned private property for within the Town of
Crested Butte between May 1st to October 31, 2022. The tents shall not be visible from the public right-
of-way or the first floor of an adjoining property. The tent location shall ensure the privacy of the
camper, passerby, and neighbor.
TRANSIENT MOBILE HOME OCCUPANCY: Town permitted transient mobile homes, for the local
workforce, may be occupied on residentially zoned private property within the Town continuously
between May 1st to October 31, 2022. Transient mobile homes must be parked in designated parking
spots, on private property, in compliance with the property’s approved site plan. Transient mobile homes
may not be parked in public property, including the public right-of-way.
TRANSFERRAL OF OCCUPANT: If the property owner wishes to transfer the permit from a
previous occupant to a new occupant, a new application must be submitted to the Town.
PERMIT FEE: There is no fee associated with acquiring a Temporary Camping Permit.
DISPLAY: The camping occupant must display the Town issued Permit on their tent, or vehicle
dashboard while on-site.

APPLICATION
DURATION: The Temporary Camping permit will allow camping between May 1st to October
31, 2022.
CONDITIONS OF SITE APPROVAL:
• All sites must adhere to guidelines of occupant safety. This means the property owner agrees to provide
access to basic hygiene facilities (bathroom, shower), access to water, and an environment free from
potentially harmful physical hazards.
• The Transient Mobile Home site follows the property’s approved site plan and existing ordinances for an
appropriate parking spot and shall not interfere with a motorist’s line of sight for entering or leaving the
public right-of-way.
• The tent site must be behind a privacy fence in a rear, or side yard, not visible from the public right-of-way,
and must be considerate of the privacy of the camper, passerby, and the first floor of the adjoining
properties.
CONDITIONS OF CAMPING OCCUPANT APPROVAL:
The camping occupant agrees to provide proof of current or future employment within Gunnison
County. Examples include: pay stubs, a letter from an employer, or proof of an active job offer
for upcoming employment
CODE OF CONDUCT:
The camping occupant agrees to adhere to the rules of the property owner and to the common
courtesies of a neighbor.
Please note: The Town reserves the right to rescind a permit if:
1. Evidence is presented which would have justified denial of the permit in the original application (i.e.
falsifying employment information)
2. The tent or transient mobile home has fallen into a state of disrepair and has become a public nuisance.
3. The tent or transient mobile home has created a disturbance in the neighborhood due to the manner in
which it has been used.

Private Property Workforce Camping is Back
The Town of Crested Butte will allow members of the local workforce to camp on private property
again for the summer of 2022. Both tent and vehicle camping are allowed to take place on private
property under the following regulations:
Tents must be placed on side or rear yards and be behind a privacy fence, so they are not visible
from the public right of way
Vehicles must be parked in parking spots designated for the property and in compliance with the
property’s approved site plan
Vehicles cannot be parked in the public right of way
Property owners must agree to provide access to a bathroom, shower, and water
The camping occupant must provide proof of employment in Gunnison County
A permit must be acquired from the Town of Crested Butte
Permits are free
Temporary camping is allowed now until October 31st 2022
