Minutes for the Meeting of the Recreation Advisory Board Wednesday, November 15, 2023, 7:30-9:00 AM Call to Order: A special meeting of the Recreation Advisory Board was held on Wednesday, November 15, 2023 at the Community Center, 715 E. Main Street, and remotely via Google Meets. McKenzie Lyle called the meeting to order at 7:31am. Roll Call: Members in attendance were McKenzie Lyle, Gary Crowder, Rick Bieterman, Danielle Ryan, Luke Urbine, and Jan Johnson. Also in attendance, Recreation Director Shane Basford, Special Projects Manager Earl Richmond, Special Events Coordinator Annie Carlson, and Parks Maintenance Supervisor Chris Hartley. Also present was Brian Welch with The Crossing Development. Approval of the Agenda: Earl scheduled for a developer from The Crossing subdivision to join remotely at 7:45am to answer questions regarding the subdivision, on the agenda as ‘New Business’ item III. Gary motioned to approve the agenda as written. Motion was seconded by Danielle, and the motion passed unanimously. Approval of the Minutes: Luke Urbine motioned to approve October minutes as written. Motion was seconded by Gary Crowder, and the motion passed unanimously. Public Comment: No one was here for public comment. A public comment was made by a board member about all the new building developments bringing more kids, and posed the question - Can the Rec Department serve all the growth currently or will this all be reactionary process? This conversation was continued throughout the development review. New Business: I. Ashley Davis Board Resignation and Open Board Positions a. Ashley Davis has resigned due to her new job and family commitments. This leaves both alternate positions open. There have been no applications yet, but some interest. b. Rec’s plan is to update the website with openings and do more marketing in the next couple weeks on social media advertising open spots. II. The Homestead Development Review a. A primary focus for the RAB is to get on the same page with Parks and how we handle developer reviews and that it may be more impactful with a joint statement from Parks and Rec. b. There was discussion of Forest Square Park, a park that is always on the backburner, but we would love to care for and revamp existing parks before we keep adding new  ones. Chris mentioned that 4-5 trees will be taken out as a part of the pruning project. There was agreement that this park needs to be a priority in 2024. c. There was discussion of the pros and cons of town ownership of green spaces in Homestead and various developments – long term we will outgrow our current Town spaces, but in the short term is it too much for Town to take on. d. The recommendation McKenzie submitted is: The RAB wants to collaborate on the design of expansion of Millie Crimble. We would like this expansion to be completed by the developer. We would also recommend the green space be maintained by HOA with the exception of Millie Crimble. We recommend the grass be a mixed native/low irrigation seed. III. The Crossing Development Review a. McKenzie gave a summary of the development - Phase 1 is 112 or so units and the closest park to the development is McPhelemy. There will be approx. 500 people in this neighborhood when fully built-out. b. Brian Welch gave a 5-minute presentation/overview and answered questions. There were questions about the multi-family green space but that is in a future phase and there will be more time for feedback/input in the future. c. There was a discussion about various trails and non-vehicular paths including sidewalks and bike lanes. There will be detached sidewalks and Brian mentioned that bike lanes aren’t the safest but lower speed limits and bikes on the road are safer and what was recommended to them by the Town. d. The one-mile loop around the property is still planned, specifically on the north and west side and then using the road for east and south side. The north and west trail is crushed refined, and they are trying to keep as native as possible. There are some land issues with Teal Run HOA and connecting the west and north trails up at the corner. e. There was discussion about large green space in phase one. It is a recessed flat green area, about 2 feet down. There are also green spaces that serve as “front yard” of homes, these will be grassed and irrigated and maintained by the HOA. f. There was bigger picture conversation about getting on the same page about bike lanes. Currently in town, every street is different, and we want consistency. The RAB would like to talk to Planning and Public works about including a bike plan in the Comp Plan. This would give incoming developers better parameters. g. The recommendation McKenzie submitted is: Work with Teal Run HOA/landowners to connect the northwest corner trail, push for low water/native grass in green space and request a speed limit to 15 if bikes are in the road without a bike lane. Ongoing Business I. Recreation Staff Report Discussion a. BV Rec Staffing Updates i. Leslie Quilico has resigned to focus on other business and family commitments, Annie Carlson was hired internally to replace Leslie. Annie’s position as full-time Recreation Assistant will be posted soon, and the plan is to hire for that role in January. ii. There has been discussion on further developing and improving the Walton Loop & proposed Tater Tot Trail. The Tater Tot Trail is a singletrack trail through the disc-golf course. Rec would like this to be a larger discussion with Parks, Rec and the Disc Golf Club. Rec is also  working on updating the MOU with the Disc Golf Club as it is from 2010. iii. There was discussion of the proposed future shared parking lot with APES. Although this is a 2025 discussion it would create a loop around the old New Bees and give APES room to expand when needed and connect the Walton Loop from the tennis courts to the boat house. b. Billy Cordova Memorial Park Updates i. Should have 50% design from Valerian to present to town on Friday. Star was awarded the playground design and Rec is working with Kit at Star on alterations to maximize features for park. We could have a public review meeting as early as next week or after Thanksgiving. c. Budget Decisions i. Trustee Devin Rowe mentioned that sales tax are lower and have flattened. Phillip and Brian are making budget cuts. ADA is a primary focus for the town and the Legacy Stage Ramp will be funded and there was discussion about ADA doors at the Community Center. This is a priority over painting and carpet, which were cut from the budget. ii. The Arizona Street Trail and Bridge Project was first proposed in 2009, 1.2 million was the estimate and what was in the budget but, the initial bid is 3 million dollars. Town is regrouping, this is the longest project CDOT has had. d. ActiveNet Updates i. After some research it was determined that we can’t make changes through ActiveNet to allow for easier access to scholarships. The solution is that we are going to move up the scholarship bar on the webpage and people can apply without paying. II. Board Pulse Adjournment: McKenzie Lyle adjourned the meeting at 9:03 am.
