MINUTES FOR THE MEETING OF THE RECREATION ADVISORY BOARD Wednesday, 15, 2024 CALL TO ORDER: A special meeting of the Recreation Advisory Board was held on Wednesday, May 15, 2024, at the Community Center, 715 E Main Street. McKenzie Lyle called the meeting to order at 7:30am. Roll Call Members in attendance were McKenzie Lyle, Kelly Matkovich, Marcus Trusty, Gary Crowder. Also in attendance were Recreation Special Projects Manager Earl Richmond, Recreation Director Shane Basford, Recreation Program Coordinator Ryan Vaughn, and Trustee Liaison Devon Rowe. APPROVAL OF THE AGENDA: Marcus Trusty motioned to approve the agenda. Gary Crowder seconds. Motion passes unanimously. Approval of the Minutes Marcus Trusty motioned to approve April minutes. Gary Crowder seconds. Motion passes unanimously. Public Comment No public comments at this time. New Business Billy Cordova Memorial Park update from Shane Basford Saturday, June 15- 10:00am 5K and Fun Run, 12:00pm Groundbreaking Ongoing Business I. Recreation Staff Report Discussion a. Earl: Walton Loop and Tater Tot updates i. Both trails have been completed and are ready to use yet could not make Walton Loop connect due to Buena Vista High School being concerned about the school grounds getting more traffic from trail users. ii. Both trails are flat and wide, plenty of locals have been utilizing the new trails b. Earl: APES & DPCA River Safety Day i. 3rd Grade Students get a free PFD after participating in the River Safety Day at school and can eventually trade it in when they outgrow it. ii. DPCA gave BV Rec $500 towards river safety equipment. c. Shane: Recreation Program Updates i. Keeping Bewnie Buena went really well, lots of turnout and was smoother than last year ii. Youth soccer season was extended by a week due to a plethora of weather cancellations throughout the season. iii. Youth baseball and softball registration is open, softball numbers are a little lower than usual, but BV Rec is hoping this will lead to an organized season. II. Other Board Meeting Minutes Discussion  a. Trails Board – April and May i. Earl: Two people retired, two people stepped down, the trails board will be down four people. Hoping for more members to step up and fill those holes. b. Trees Board – April and May III. Document Review Project a. BV 2015 Rec Comp Plan i. McKenzie prepped the board on what they are looking for in the Rec Master Plan. What should be included in the survey, things we want to keep in our upcoming comp plan, and what we think should not be included. ii. Continue developing recreational programs. iii. Trails Master Plan recommendations iv. Rec & Events Center v. Continue to collaborate with BVSD vi. Fee in Lieu - What is the number of units in a subdivision to make parks a necessity (50 units? 100 units?) and not accept a fee in lieu? And recommend a fee in lieu increase?) vii. Transportation 1. Designated bike lanes and pedestrian crossings a. “pathways” b. Trails c. Designated bike lanes d. Safe Routes To School 2. Signage and education need to come with these things b. Salida Survey IV. Board Pulse a. Devon: Attended training and work session and gave an update about that. Topside has not been approved; it has been pushed. He continued the update on the project, which would include affordable housing behind the Fire Department. Concerned about traffic in the area. Water in the west is an issue. Wanting to diversify the town’s water portfolio. McKenzie: Have they thought about a roundabout where that 4 way is? Devon: They cannot put a roundabout where the railroad tracks are, but they have talked about connecting it to Steel/Gregg St. That is a bigger discussion. The light at Baylor may help or make it worse. b. Gary reminded the board that that land used to be where the prison dumped their waste, back in the 50s and 60s. c. Marcus: Brought up that the proposal reminded him of Moab, where it is a hodgepodge of everything, RV Parks, storage units, industrial buildings. Devon: Approved a little development by the airport, apartments up top and businesses on the bottom. Shane brought up how this will really impact the busy intersection 317 going into 313 in Johnson Village due to this development, as well as impacting 24 and S Railroad. d. McKenzie brought up the youth soccer cancellations were mighty and softer than it used to be. Shane: Our deciding line was typically windchill below freezing combined with wind. Snow and wind. Mostly due to how cold it was and factored in the ages of the kids attending practice. e.
