Call to Order
Meeting called to order by Chairman Hamilton at 6:00 p.m. on a Zoom format
Attendance and Introductions
In attendance were: Harley Hamilton, Dr,Jerome Steinaur ,Roy Gertson, Kelly Collins ,
Reed Dils, Andrew Rice, Shawn Williams, Al Smith, , Phillip Puckett, Cindie Swisher
( BV Town Council member ) & Joel Benson . Guest Tony LaGreca
Agenda Adoption Motion by Reed and 2nd by Kelly to approve agenda. Motion carried
by vote
Approval of Minutes
Minutes from July 11, 2019 motion by Kelly , 2nd by Reed to approve the minutes. Vote
by members approved.
Public Comment
Chairman Hamilton called for public comments. No public comment.
Business Items
A. Public Works Staff report; Shawn reviewed his comprehensive report dated Jan-
uary 21, 2021. Obligated water services were discussed., showing 1267 remaining
obligated water services with the various approved subdivisions. Joel mentioned that
we need a new term other than “obligated water services” that would pertain to sub-
divisions & infill development. Now , we do not have a written legal commitment to
supply water service. Subdivisions are not guaranteed water services until they are
approved. Cindy ask about Crossmans addition with no development for years , are
we obligated to supply water?
Shawn provided a detailed map of the Town’s developments. Joel reviewed the areas.
Andrew asked about the differences of consumption and leak un-accountable vol-
umes, from Shawn’s chart on monthly production & unaccountable water volumes. The
Chart does show rational for high unaccountable water associate with leaks and aging
infrastructure.Yearly average was 21% of total volume produced.
Further discussion of high un-accounatble water & leaks at the Ivy League Subdivision
of 48.8 %.. Shawn discussed leak problems and ongoing leak detection & assistance from
Public Works. Jerry asked about this assistance & possible unmetered services. Jerry also
related to the question of obligated water service, and a resolve.
Roy asked about the Growth Trend chart using a high volume of SFE of 721 g/d com-
pared to the average SFE of 293 god. The 721 g/d is the peak 7 day average, and this vol-
ume is a design factor to be capable of providing at peak flows. Roy mentioned conser-
vation measures would be helpful in lowering the SFE g/d average.

Harley asked about the status of well #4. Shawn stated the well design and site feasibili-
ty are complete ,but not constructed.
Reed asked if the Town is still buying SEWCD Frying Pan Project water? Shawn said
yes with UAWCD managing our portfolio on well # 3. Well # 3 was strictly used for irri-
gation last year at 30 acre/ft of consumption. The well can also be pumped for potable
demand at another 30 acre/ft if needed.
Kelly asked about the Water Resource Plan update. Shawn wants to revise our current
growth trend , provide for an accurate water model., and a rate analysis. The Water Ad-
visory Board will have input for the update.
B. 2021 Water Advisory Board members
Harley, Roy, Reed & Jerry terms have expired, but all want to continue as Board
Members. Kelly moved that the four members should be reappointed by the Town Coun-
cil. Andrew 2nd motion. Motion passed
Tony La Greca introduced himself and desired to serve on the Water Advisory Board.
Motion by Harley and 2nd by Reed to recommend to Town Council for his appointment.
Motion approved by members vote.
C. 2021 WAB Action Plan
The Town has produced a Request for Qualifications (RFQ). Shawn has communicat-
ed with several firms capable of providing engineering services for the upcoming Water
Treatment Expansion Project. Proposals due February 16,2021 and a selection by March
9th. Water Board to help review qualifications of the applicants and have 3 firms for the
formal ranking score decision matrix.
Phil implied that the Water Board input was very important to the process and Town
Council
Kelly was impressed with the very professional format of the RFQ.. She also asked
about references. Board agreed to include for review if needed for close matrix scores.
Shawn to coordinate the review process and e-mail out RFQ proposals to Board
members, Al & Andrew will prepare the ranking score matrix.
D. Board/staff interaction
Joel said the Town is looking at water right potentials on Cottonwood Crk & Ar-
kansas River with some creative uses. Asked Board members for any suggestions of wa-
ter right procurements
Joel is also working on water dedication fees charged to developers.
Reed asked about a trade of water rights of the Leesmaugh water right with Selbys
portion of the Leesmaugh. Joel said Selby will have transfer to the Town if he develops
property associated with the Leesmaugh right.
Reed also asked about a mural painting on the 750 ,000 gal tank along CR 306 & Cr
361 . Chaffee County Arts may be interested.

Seeing that there was no further business, Chairman Hamilton called for a motion to
adjourn.
Motion #2 by Kelly , second by Jerry to adjourn the meeting at 7:24 PM.
