Buena Vista Water Advisory Board Minutes of February 25, 2021 Zoom Format 755 Gregg Dr. Call to Order Meeting called to order by Chairman Hamilton at 6:05 p.m. on a Zoom format Attendance and Introductions In attendance were: Harley Hamilton, Dr,Jerome Steinaur ,Roy Gertson, Kelly Collins , Reed Dils, Andrew Rice, Shawn Williams, Al Smith, , Phillip Puckett, Cindie Swisher ( BV Town Council member ) & Joel Benson . Guests Joe Pedrie (BVWater Dept), Eleanor Farney, & Richard Hood ( Rep. from JVA engineers) Agenda Adoption Motion by Kelly and 2nd by Andrew to approve agenda. Motion car- ried by vote Approval of Minutes Minutes from January 21, 2021 Motion by Kelly , 2nd by Reed to approve the minutes. Vote by members approved. Public Comment Chairman Hamilton called for public comments. Richard Hood mentioned he is just ob- serving. Their company JVA has submitted a SOQ for BV’s new water treatment plant. Business Items A. Water Treatment Plant Expansion Project Review , SOQ Engineering review Some members have not reviewed the applications. Al wants the matrix forms , next Tuesday. Andy has recused himself from the evaluations due to his position with CDPHE and having a family member working at Providence. Harley asked if members understood the rating matrix. Kelly asked for guidance for what to look for from the applications. Al & Andy responded going over each criteria and responses. Including Project approach, working w/ staff, project design and interest, ex- perience with treatment plants, size of plants experienced, manager and staff available and their experience. Response to start & completion dates. Funding & CDPHE regula- tions. Al & Shawn want to decide on top three firms, then ask for cost base proposal. The Town Council will decide on the firm selected. Joel & Phil both stated the Ad- visory Board is very valuable with this review. Jerry include a chat memo during the Zoom , relating to possible treatment for Dental protection to be discussed for the new treatment plant. Al & Shawn will tabulate the Matrix results and provide the top three applicants. Town of Buena Vista Water Advisory Board Minutes – February 25 2021  B. Water Resource master Plan Wright Water Engineers have provided a scope and cost for an updated Master Plan. Joel asked for the Water Board to make comments on the scope. WWE did not participate in the SOQ for the Treatment Plant Project. Phil mentioned some added scope including water conservation, water loss, and code revisions. Joel wants more detail and clarification on past water rights use or restrictions. A eight week process is envisioned. WWE included ; Lawn irrigation return flow determination would be beneficial. Kelly asked about public outreach and public hearing process at the draft stage. Harley encouraged members to review and make comments. Board/staff interaction 1. Reed stated the Town should very clear on the conditions of the water rights being purchased north of Town ( Dry Creek). This is an Arkansas River source equating to 70 acre/ft/year. An Augmentation Plan will be required. Harley asked if the land was included with the water right for purchase. Joel stated yes , the land will be purchased with the water right. A long term process is envisioned. Joel asked for any thoughts or ideas from the Board. 2. Shawn has been working with Ivy League Subdivision, especially Stan Hachman, on leak issues and detections. 3. Phil thanked the Water Board involvement with these exciting times and their good energy. Phil mentioned his discussions with the School District on growth and was mis- quoted on water right quantities. He really said that the Town needs to continue diversifying and obtaining water rights for future growth. Current growth rate is about 70 plus new residents / year. Next meeting: March 25, 2021 , 6:00 pm Zoom Seeing that there was no further business, Chairman Hamilton called for a motion to adjourn.
