Buena Vista Water Advisory Board Minutes of March 25, 2021 Zoom Format Call to Order Meeting called to order by Chairman Hamilton at 6:31 p.m. on a Zoom format Attendance and Introductions In attendance were: Harley Hamilton, Dr. Jerome Steinaur, Roy Gertson, Kelly Collins , Reed Dils, Andrew Rice, Tony LaGreca, Shawn Williams, Al Smith, , & Joel Benson . Guests Joe Pedrie (BVWater Dept), Rick Bieterman, ( candidate for an alternate member ) & Richard Hood ( Rep. from JVA engineers) Agenda Adoption Motion by Kelly and Chairman accepted agenda Approval of Minutes Minutes from February 25, 2021 Motion by Kelly , 2nd by Jerry to approve the minutes. Vote by members approved. Public Comment; none Business Items A. Water Treatment Plant Expansion Project Review , SOQ Engineering applications were evaluated by a matrix format by Water Board members & Town staff. Top three were Plumber, JVA, & Roaring Fork Engineers. Each were notified to sub- mit a Request for proposal report. Shawn appreciated the Water Board member’s time on the process, and very fortunate to have such qualified engineering candidates. A final recommendation of award to the final Engineering firm at the Town Council Meeting April 13, 2021. The applications will be sent to the Water Advisory members by April 5th for their re- view. Harley asked about Al’s role , since he is no longer the Town Engineer. Al responded that he has established an engineering firm and has contracted with the Town for his ser- vices. Al is also the Town’s ORC ( operator of responsible charge). Jerry had written a letter to the Water Board expressing his concerns of the project. He said he was on the Town Council when the existing surface water treatment plant and gallery were constructed., which have provided the Town’s water supply for the last 40 + years. He would like to see the existing surface plant utilized , but improved for the new CDPHE requirements. Jerry is also concerned about customer rate increases with the im- provement project. Al responded to Jerry’s comments , that the existing surface treatment plant was evalu- ated for an update and it resulted in the highest cost per gallon treated compared to the other scenarios of expansion. This would involve several costly improvements. The Town of Buena Vista Water Advisory Board Minutes – March 25 2021 Gallery is targeted for improvements and expansion providing for increased treatment capacity. The surface plant improvements would be a redundant supply and could provide some possibilities of blending the sources. B. Water Board vacant seats Water Board has two alternate openings. Rick Bieterman introduced himself and would like to be involved with the water board. Rick does own property ( previous Springer Ranch) and water rights just adjacent to the town’s newly purchased Dry Creek water right. He also is a educational teacher in chemistry and physics. Rick also serves on the Town’s Recreational board. Reed made a motion to recommend Rick as an alternate member. Kelly seconded the motion and the member vote was approved. Board/staff interaction; 1. Harley asked about The Gallery water hardness ,as he has noticed mineral buildup on his humidifier. Al responded that any type of evaporation will precipitate min- erals. Roy stated that gallery water was sampled in the 1980s , when the water quality of the gallery was evaluated. Hardness was not problem , with results around 80 ppm. 2. Jerry is concerned about the utility of the newly purchased Arkansas Water Right Dry Creek. In the 1970’s a water tank was perceived on Midland Hill in relation to eleva- tions needed to provide water pressure to Town. Jerry is now thinking this tank is not the answer for the newly purchased Arkansas River water right. 3. Shawn asked members to suggest agenda for future meetings. The Source Water Protection Plan was mentioned. Next meeting: April 21, 2021 , 6:30 pm Zoom Seeing that there was no further business, a motion to adjourn was requested Motion by Jerry , second by Reed to adjourn the meeting at 7:15 PM.
