Buena Vista Water Advisory Board Minutes of February 23, 2023 Call to Order Meeting called to order by Kelly Collins at 6:39 pm at BV Community Center & on a Zoom format Attendance and Introductions In attendance were: Roy Gertson, Kelly Collins , Andrew Rice, Shawn Williams, Rick Bieterman,, Al Smith & Mark Jenkins , Lisa Parnell Rowe ( Town Administrator) on Zoom. Guest Jeff Ollinger Agenda Adoption Motion By Roy , 2nd by Andrew to approve agenda as presented, motion carried Approval of Minutes Minutes from November 17, 2022 Motion by Roy , 2nd by Rick to approve the minutes. Vote by members approved. Public Comment; none Business : 1. Board Chair Kelly Collins was re-appointed by motion from Andrew & 2nd from Roy and approved by vote of members 2. Shawn presented a comprehensive report of Annual water production of 176,973 MG and a average unaccountable water of 13 %.Ivy League Subdivision is showing 48% loss at 3.784 MG, annually 2022 Milestone included : SWPP IGA with Chaffee County Water treatment plant expansion funding through Grants & loans Infiltration Gallery Expansion piping installed by DeWind Ivy League Pumping Station operating to fill upper zone tanks 2023 to do list : Construction of Treatment Plant well # 3 upgrade Stormwater Master Plan Technical Manual development upper tank exterior painting Well #4 engineering UAWCD agreements for Resources Water Advisory Board Conservation Plan with funding from CWCB grant Discussion continued on the Elk Run subdivision ( 46 homesites) Water- Supply Protection District application and requirements to protect water quality of the groundwater just upstream of the Town’s Infiltration Gallery. Of concern are the onsite individual waste water systems and stormwater runoff. Ideas included maintenance in- spection reports, septic tank pumping, providing for a replacement adsorption field site Town of Buena Vista Water Advisory Board Minutes – February 23, 2023 on the property, monitoring wells and sampling, and yearly nitrate sampling on each resi- dence well. Lisa stated the Town will be involved with the Chaffee County ground water study. Discussion on the Ivy League leakage issues and the annual loss of 3.784 MG. A new agreement with mandatory leak repair should be pursued. 3. What is the WAB purpose? Kelly & Andrew met with Town officials on how the WAB can be useful. Water rights and Augmentation were suggested. Lisa provided the Municipal Code on duties of the WAB. One concept is to develop the protocol of how items are presented to the WAB for study and recommendations. Motion By Kelly & 2nd by Roy to place the WAB on the Town’s referral list of projects related to water issues . This would be accomplished by the Town’s Planning Department. Motion passed by vote of members. 4. Conservation Plan grant from CWCB was prepared by Kelly & Rick for $ 50K. Award is pending. The grant would provide for a professional contractor to develop a conservation plan. Rick is pursuing educational kiosks in the schools and library. Kiosks would be educational on water topics and could be updated as needed. Other Business: 1. Jeff Ollinger presented his application and experiences with water related topics. He has previously served on the UAWCD for 18 years. Motion by Kelly and 2nd by Andrew to forward Jeff’s application to Town Council for appointment. Mo- tion passed by vote of members. 2. Jeff pointed out the Town is an “ex officio” member of the UAWCD and should have a representative attend their meetings. Shawn agreed to attend the monthly meetings. Next meeting: March 30, 2023 Seeing that there was no further business, a motion to adjourn was requested Motion by Kelly , second by Roy to adjourn the meeting at 8:25 PM. Motion carried.
