Call to Order
Meeting called to order by Kelly Collins at 6:45 pm at BV Community Center & on a
Zoom format
Attendance and Introductions
In attendance were: Roy Gertson, Kelly Collins , Andrew Rice, Shawn Williams, Rick
Bieterman,, Al Smith, Jeff Ollinger, Danielle West ( Public Works Administration )
Guests include Bruce Kramer and Dan Niemela representing Elk Run Subdivision .
Agenda Adoption Motion By Andrew , 2nd by Rick to approve agenda as presented,
motion carried
Approval of Minutes
Minutes from February 23, 2023 Motion by Andrew , 2nd by Rick to approve the min-
utes. Vote by members approved.
Public Comment; none
Business : 1.Kelly related the Town Council work session on water topics. Wright Water
presented as well as Terry Scanga ( Upper Arkansa Water Conservancy District. Shawn ,
Andrew , Kelly & Jeff attended. Several topics included UAWCD ability to provide water
resources with their argumentation plans , South Main ’s concerns with water availability.
Jeff had comments about the Town’s Master Plan and resource planning.” System not
broken , do not jump into a desperate situation.” Andrew thought the session provided
good water background information and growth issues. Al mentioned the concept of
Arkansas River augmentation certificates from UAWCD as the best avenue to provide
future water, with wells along the River Corridor.
2. Discussion continued on the Elk Run subdivision ( 46 homesites).
Bruce and Dan proceeded with their concepts of their development. They have used
Marcin Engineering and BBA Water Consultants to review the Water Supply Protection
District application and requirements. Dan with BBA has performed a comprehensive
analysis of the hydrogeology of the area. Bruce and Dan emphasized they want to protect
the water resource and “do it right”. Shawn mentioned he has been impressed with the
hydrology study that Dan has researched. Dan mentioned two lots that are hydraulically
connected to the Town’s Infiltration Gallery with the remaining 44 lots flowing ground-
water north of the Gallery.
Of concern are the onsite individual waste water systems and stormwater
runoff. Ideas included maintenance inspection reports, septic tank pumping, providing for
a replacement adsorption field site on the property, monitoring wells and sampling, and
yearly nitrate sampling on each residence well. This yearly sampling involves each

homeowner and educates them on water quality. Nitrate sampling is important to show
failing systems and provide data for other possible contaminations , such as endocrine
disruptors.
A draft of the WSPD application is forth coming. Shawn and Al will pro-
ceed with the review. Road design & analysis has been submitted in draft form for re-
view. Stormwater runoff is a concern.
3. Conservation Plan grant from CWCB was awarded to the Town for
$ 50K. The grant would provide for a professional contractor to develop a conservation
plan. The WAB will proceed with guidelines for a request for proposal (RFP)
4. Kelly presented slides for the WAB guidance including outreach
education, listen to what the Town desires, improve communication with Town staff and
attend Town Council meetings .other work items include familiarity with Policies, Ordi-
nances , Comprehensive plan , Master Plan , Water Treatment, the upcoming Town /
County groundwater study , and development projects review.
Other Business: 1.Kelly will send a letter requesting the WAB be on the Planning /Zon-
ing developments review list for comments on water issues.
2. A future discussion will be scheduled for Argumentation Certifi-
cates versus Water Rights for Buena Vista.
3. Next meeting agenda should have an item to discuss a Special Im-
provement District to construct a new water distribution system for Ivy League Subdivi-
sion. Ivy League Subdivision presently has leakage and unacceptable water loss of 3.5
MG /year.
4. The WAB has decided to have monthly meetings
Next meeting: April 20, 2023
Seeing that there was no further business, a motion to
adjourn was requested
Motion by Kelly , second by Jeff to adjourn the meeting at 8:35 PM.
