Buena Vista Water Advisory Board Minutes of April 20, 2023 Call to Order Meeting called to order by Kelly Collins at 6:55 pm at BVPW meeting room & on a Zoom format Attendance and Introductions In attendance were: Roy Gertson, Kelly Collins , Andrew Rice, Shawn Williams, Rick Bieterman, Jeff Ollinger, Tony LaGreca, Lisa Parnell-Rowe on Zoom Agenda Adoption Motion By Tony , 2nd by Jeff to approve agenda as presented, mo- tion carried Approval of Minutes Minutes from March 30, 2023 as amended to accept Reed Dils resignation, Motion by Jeff , 2nd by Rick to approve the minutes. Vote by members approved. Public Comment; none Business : 1. Public Works ; a. Shawn reported good news about the new infiltration Gallery pump tests with approx. 1350 gpm. Existing gallery is producing 400 gpm now. New gallery pipe lines are slotted 6 inch PE pipe installed at 20 + ft depth. The Gorrel Meadow exist- ing data loggers will be used to analyze the groundwater levels. b. Wells # 3&4 are progressing with development. Well # 3 is receiving 3 phase power & expected flow of 600 gpm. c. Shawn mentioned the resources such as the Bray -Allen water right change case for municipal use. This Arkansas River water right is approx 50-80 acre ft./ year., but will depend on the Court’s new decree. Other resources include transfer to Mu- nicipal use of the Leesmaugh & Gorrel water rights, & Aquifer storage. The Town should pursue other water right purchases. d. An update of the Water Master plan should be a work item. 2. Conservation Plan grant from CWCB was awarded to the Town for $ 50K. The WAB will proceed with guidelines for a request for proposal (RFP). Andrew & Jeff will research existing plans to use as a template. 3. Planning Referral: Kelly sent a request to the Town for the WAB to be on the list to receive water related issues with development. Lisa did not know we went to monthly meetings , & WAB then can be an effective review of developments. PnZ will send the info to WAB at sketch plan phase. Tony will help facilitate communication. Jeff mentioned WAB needs a policy on what items will be reviewed. Town of Buena Vista Water Advisory Board Minutes – April 20, 2023 4. Elk Run Subdivision: WAB comments are being reviewed. Shawn presented a worksheet with OWTS requirements including locations, testing, systems in- stalled specifications, & maintenance. UAWCD will provide Augmentation Certificates for the subdivision. 5. Ivy League Subdivision; WAB is concerned with the water loss equat- ing to aprox. 4 MG /year. ( equates to 34 SFE). Shawn is meeting with Stan Hachman , Ivy League Corp which owns the water distribution & Golf Course. WAB suggested a cost analysis for distribution replacement.Pipelines in Par Ln & Birdie Ln have been re- placed. The Town does not use the master meter for billing, Individual homes have billing meters, according to the Town’s service agreement. Ongoing leak detection is a work item , that BV Water Dept has been providing. 6. Water Policy; WAB needs to prepare recommendations for the Town’s updated policy. Attorney Covell will review our comments. Discussion continued on issues: UAWCD Augmentation Certificates, long tern issues, integrate conservation and the master plan, climate change and water resources decline, enforcement, development signs with large irrigated sod parks,. 1- SFE equates to 292 gals/day/ residence. ADU’s require 0.6 SFE A new water policy will require Municipal Code changes and Public Hearings. Other Business:. 1. Water Dedication with reservations and Augmention Certificates should be separate discussions. 2. The “Water Buckets” have already been approved by Town Council and dedicate s SFE availability for the categories. Tony provided the current buckets via email; as of January 24,2023 SFE - 478.3 available Each bucket has a definition and identified in the Town’s Code Emergency use = 47.3 Infill = 90 Carbonate Housing Dev = 36 Economic Dev = 40 Public = 20 Multifamily rental = 65 Affordable housing = 75 General Development = 105 Next meeting: May 18 , 2023 Seeing that there was no further business, a motion to adjourn was requested Motion by Kelly , second by Roy to adjourn the meeting at 0910 PM.
