Buena Vista Water Advisory Board Minutes of May 18, 2023 Call to Order Meeting called to order by Kelly Collins at 6:35 pm at BVPW meeting room & on a Zoom format Attendance and Introductions In attendance were: Roy Gertson, Kelly Collins , Shawn Williams, Rick Bieterman, Jeff Ollinger, Tony LaGreca, Joe Pedrie, Lisa Parnell-Rowe on Zoom Guest Dan Niemela ( hydrologist for Elk Run Subdivision) on Zoom Agenda Adoption Motion By Jeff , 2nd by Roy to approve agenda as presented, motion carried Approval of Minutes Minutes from April 20, 2023 Motion by Jeff , 2nd by Rick to approve the minutes. Vote by members approved. Public Comment; none Business : 1. Conservation Plan grant from CWCB was awarded to the Town for $ 50K. Kelly & Jeff researching RFP format from other comparable municipalities. They are preparing a list of requirements. Rick has contacted Eagle & Minturn on what is working for conservation efforts. Continuation of a formal RFP for next meeting. 2. Ivy League Corporation meeting with Stan Hachman , Abe Hackman, Shawn Williams & Joe Pedrie. Water distribution system needs to be evaluated and costs prepared to bring up o Town Standards. Leak detection is ongoing. WAB suggested to review water service agreement to change to a master meter billing process. 3. Elk Run Subdivision application for the Water Protection District issuing prepared by Dan and draft ready in 2 weeks. WrightWater Engineers will review. Dan mentioned the application is being revised to provide a higher level of OWTS treatment. (TL3). Also, Replacement field locations will be identified on the Site plan by the Engi- neer. Jeff will develop a OWTS worksheet on expectations and rules to be in- cluded on the Protection District application. 4. WAB reviewed the UAWCD augmentation Certificates comments. A for- mal response for the dedication & reservation of water sources will be prepared for Town Council at next meeting. Lisa wants a motion to approve the augmentation section of our comments. Town of Buena Vista Water Advisory Board Minutes – May 18, 2023 Other Business:. 1. The Cottonwood Lake expansion project as potential water storage for Buena Vista was mentioned , along with a new reservoir being developed by Aurora named Box Lake in Lake County. 2. Tony & Lisa mentioned the 3 mile plan , which is updated yearly. The WAB should have input in this plan update. The Water Protection District should be in- cluded is this plan for instance. 3. The WAB should be involved with the upcoming Comprehensive Master Plan update. This plan is integrated with the Water Master Plan and the 3 mile plan. 4. Kelly wants the WAB to review our comments on the available Google Drive. 5. Suggestion was made for Attorney Covell to prepare a timetable and status of our court cases, every yearly quarter. This may be sensitive and not available as public information. An executive session may be necessary if approved. WAB wants to use this info for water planning. For instance, Bray- Allen water right change case will take several years. Next meeting: June 15 , 2023 Seeing that there was no further business, a motion to adjourn was requested Motion by Roy , second by Tony to adjourn the meeting at 8:25 PM. Motion carried.
