Buena Vista Water Advisory Board Minutes of June 15, 2023 Call to Order Meeting called to order by Kelly Collins at 6:34 pm at BVPW meeting room & on a Zoom format Attendance and Introductions In attendance were: Roy Gertson, Kelly Collins , Shawn Williams, Rick Bieterman, Jeff Ollinger, Tony LaGreca, Andrew Rice and Guest Dan Niemela ( hydrologist ) on Zoom Agenda Adoption Motion By Roy, 2nd by Andrew to approve agenda as presented, mo- tion carried Approval of Minutes Minutes from May 18, 2023 Motion by Jeff , 2nd by Rick to approve the minutes. Vote by members approved. Public Comment; none Business : 1. WAB reviewed the water dedication and Reservation responses, along with Shawn’s comments.. Kelly formalized the response in a memorandum entitled “Comments on Proposed Water Reservation and Dedication” to be sent to Town Council. Jeff made a motion to accept the document and Kelly 2nd motion. Approved by mem- bership vote. Dan ( representing S.Main) had some detailed concerns and questions to be addressed for the final plan, including Augmentation certificates percentage limits, Well 3 & 4 design goals, Are Augmentation certificates legal water rights; policies with UAWCD and augmentation certificate dedication values. These questions will be ad- dressed with the final plan development. Master Plan would need to be updated for use of augmentation certificates , along with actual growth rates, facility needs and water rights. WAB had some concern , who can finalize the Town plan, and policy in- cluding any Municipal Code Changes? Al Smith of Swiftwater Solutions could be a can- didate. 2. Conservation Plan update: Kelly presented ideas of the scope with additions from the WAB . A formal RFP will be developed 3. WAB involvement with Town water Rights: WAB would like to proceed with priority projects with the Town’s water attorney. Development of a procedural spreadsheet with criteria based on cost and benefits would also be very useful. Further discussion for next meeting. 4. Shawn & Jeff worked on the OWTS expectations & rules for the Water Pro- tection District guidelines. WAB Recommendations: 1. The Bray -Allen water right being tributary to the Ar- kansas River can apply for Return Flow credits from the BV Sanitation Outflow. Town of Buena Vista Water Advisory Board Minutes – June 15, 2023  2. Rick mentioned the new Kiosks along a walking path in McPhelmy Park, that could have various water education topics. Project is funded by a Common Ground Grant with Chaffee County. Project is being coordinated by the BV Recreational Board. Next meeting: July 20 , 2023 Seeing that there was no further business, a motion to adjourn was requested Motion by Kelly , second by Roy to adjourn the meeting at 8:22 PM. Motion carried.
