Buena Vista Water Advisory Board Minutes of November 16, 2023 Call to Order Meeting called to order by Kelly Collins at 6:30 pm at BVPW meeting room & on a Zoom format Attendance and Introductions In attendance were: • Board Members Jeff Ollinger, Kelly Collins, Chris Sturm, Tony LaGreca, Liz Daigle • Town staff: Shawn Williams • Board of Trustees Andrew Rice • Public: Ann Bunting Board Members absent: Roy Gertson, Rick Bieterman All present introduced themselves Agenda Adoption Tony LaGreca moved to approve with spelling correction; Second by Liz Daigle, motion to adopt the agenda as corrected carried. Approval of Minutes Minutes from October 19, 2023 Minutes were approved via previous E-mail. Public Comment; None Business : 1. Source Water Protection Plan (SWP) and Other Plans of Interest to WAB Jeff Ollinger suggested that the WAB become more aware the SWP and other plans so that the WAB has a better baseline of understanding and any recommendations the WAB make have a foundation in the plans. The WAB can take a greater role in helping the Town implement these plans. Jeff provided a list of Plans in which the WAB has some role. The list of plans and documents will be added to the WAB Google Drive (2023 - Google Drive). Shawn noted that wells 3 and 4 have to be added to SWP. Chris Sturm suggested adding some County documents so the WAB is aware of what is going on in the watershed. Trying to get them to connect wildfire mitigation with floodplain. Chris will provide a list of applicable County documents to add to WAB Google drive. WAB members enthusiastically endorsed this “plan for plans”. 2. Conservation Plan RFP was advertised on Bid.net, Chaffee County Times, and firms familiar to WAB members. There was a 3-week advertisement period ending November 16. The bid opening is scheduled for November 29 at 11:00 am. Town of Buena Vista Water Advisory Board Minutes – November 16, 2023 Page 1  3. Water Department Report – Shawn Williams • Leak found by local plumber, It was before the meter so it did not register. • Leak detection company coming back in December for Town and Ivy League. • Ivy League has completed GPS locations of all service curb valves, found all the ball valves and mapped service lines. • Leak detection is ongoing. 4. Status of Developments - Shawn Williams • Elk Run has met most of the criteria for development in SWP area. One of the conditions is sampling domestic wells, and 2 monitoring wells. Wrapping it up and will have report on language soon. Legal review going on. Shawn will provide Al Smith review and Wright Water review. Summary of what the WAB suggested and how that was incorporated. WAB will provide recommendation for BOT. 5. Board of Trustees Liaison - Andrew Rice • Suggestion that a WAB representative present WAB recommendations to the BOT. Andrew agreed to provide a “heads up” when a water matter will be considered by the BOT. • The BOT Trustees complimented the WAB on getting approved minutes into the Trustee packet in a timely manner. • Planning Director Joel Benson has budgeted an update to the 2021 Water Resource Master Plan for 2025. Andrew suggested the plan update be budgeted in 2024. The WAB members endorsed moving the update of the 2023 Water Resource Master Plan to 2024. 6. Other Business: • WAB Member Application from Chris Sturm. Tony LaGreca moved to approve the application, Jeff Ollinger seconded the motion; motion carried unanimously 7. WAB Recommendations • Update to the 2021 Water Resources Master Plan be included in the 2024 budget Next meeting • Joint Planning and Zone Commission & WAB meeting December 6 at 7:00 pm • WAB meeting: December 21, 2023 at 6:30 (will cancel if not a quorum) Adjourn Motion by Chris , second by Liz to adjourn the meeting at 8:14 PM.
