Buena Vista Water Advisory Board Minutes of February 22, 2024 Call to Order Members met at 4:30 for a Kick off Meeting with SwiftWater Solutions staff on the Conservation plan. Al Smith , Paul Young & Joyce Huang. Group presented the 1st deliv- erable task of Community Engagement procedure. 2 hr presentation and discussion of the community survey, with several ideas ,which included public outreach , education, and raising awareness of water use and conservation. Task 1 is on the Google drive. Al encouraged members to read the task concepts. Continued comments are welcome. Fur- ther meetings will be scheduled. Regular Meeting called to order by Kelly Collins at 6:35 pm at BVPW meeting room Attendance and Introductions In attendance were: Roy Gertson, Kelly Collins , Chris Sturm, Jeff Ollinger, Tony LaGre- ca, Rick Bieterman, Brian Berger ( Town Administrator) , Andrew Rice P.E. ( Town Council) Shawn Williams ( BV Public Works Director) Al Smith P.E.( SwiftWater Solu- tions ) Mickey Kavanaugh PE ( Providence Infrastructure Consultant) Agenda Adoption , Tony motioned to approve & Rick 2nd motion .Approved by mem- bers Approval of Minutes Minutes from January 11, 2023 were approved via previous E-mail & sent to Town Hall staff. Public Comment; none Business : 1. Mickey Kavanaugh PE from Providence consulting presented a power point on Distribution Hydraulic Modeling . The Model provides hydraulic analysis with the existing distribution system and planning issues with new development. Model uses Ark View GIS and is very user friendly. Shawn expressed the usefulness with future de- velopment design and developing a capital improvement plan. Fire flow is essential in the model considerations. Brian had the model developed for Poncha Springs and found very useful. Mickey will prepare a proposal and costs. 2, Jeff presented a 2024 Function & Focus list for the Members to look over , make suggestions for next month meeting approval. This List would provide a guideline of projects for the WAB . 3. Tony presented a power point identifying water resources and recommenda- tions within the existing Comprehensive Growth Plan. Members will participate on the Town of Buena Vista Water Advisory Board Minutes – February 22,, 2023 new development of a Comprehensive Growth Plan, with the objective to update water conservation issues. Brian mentioned the Comp Plan RFP is advertised with a March 18 open- ing. The grant for this project has been received and ready to start in 2024 through 2025. 4. Shawn reported on the upgrade for the Technical Manual of specifications related to water distribution. Shawn mentioned the Treatment plant’s Cottonwood Crk crossing is pro- ceeding but the US Corps of Engineers still needs to approve the creek crossing & im- pacts proposal. New pipelines for the infiltration gallery under the creek will be constructed. Creek will be diverted with a cofferdam and large piping during construction. Leak repair will start at Corner of Pine St & Hwy 24. Shawn had to apply to CDOT for an excavation permit. Other Business: none Next meeting: March 21, 2024, (Chris Sturm will preside as Chairman ) Seeing that there was no further business, a motion to adjourn was requested Motion by Roy , second byTony to adjourn the meeting at 8:37 PM.
