Buena Vista Water Advisory Board Minutes of March 21, 2024 Call to Order Regular Meeting called to order by Chris Sturm at 6:38 pm at Town Hall East meeting room Attendance and Introductions In attendance were: Roy Gertson, Chris Sturm, Jeff Ollinger, Rick Bieterman, Liz Daigle, Andrew Rice P.E. ( Town Council) Shawn Williams ( BV Public Works Director) Al Smith P.E.( SwiftWater Solutions ), Gina Lucrezi ( Town Council) Guests Wendy Gordon, Ann Bunting Agenda Adoption , Liz motioned to approve & Roy 2nd motion .Approved by mem- bers Approval of Minutes Minutes from February 22, 2023 were approved via previous E-mail from members of WAB & sent to Town Hall staff. Public Comment; Wendy Gordon ( Chaffee County’s Environmental & Natural Re- sources Planner ) presented a new program and organization within Chaffee County, a chapter of Colorado Native Plant Society, and requested support from the WAB. Use of Native plants will enhance the Conservation Plan. (NOTE The Town’s Planting guide does reflect native plants and is being revised by the Tree Board.) Business : 1. Al Smith discussed the 2nd submittal for the Conservation Plan ( estab- lishing a baseline for BV) wanting the WAB to review and comment. Comments due April 4. Some discussion of the % of new taps versus Population growth. Since a lot of Taps are either vacation or 2nd homes , population % growth is low. Andrew mentioned to keep Water Master Resource planning separate from the Conservation Plan. Al said the 3rd Technical submittal will be drafted by April 5th. 2. Jeff reviewed the annual work items draft of the WAB, labeled Function & Focus. Several comments were changed. Jeff to present the revised draft at next meeting. 3. Andrew discussed the newly approved allocation policy placing water SFE in the different ” buckets”. April meeting will discuss for comments & contingency is- sues. Policy to be reviewed each year with triggers for allotment. 4. Shawn reported on a major leak repair at corner of Jan’s Restaurant( Pine St & US Hwy 24). A- 6 inch beam break was repaired . Leak was estimated at 80 gpm. Con- tinued leak repairs have been lowering the unaccountable water value. Town of Buena Vista Water Advisory Board Minutes – March 21,, 2023  Shawn is working on a 5 year Capitol Improvement Plan. Well # 4 is progressing with a RFP being advertised. Other Business: 1. Shawn presented the Distribution Modeling proposal from Provi- dence engineering. The WAB has realized the importance of such a planing tool for de- velopment as well as Capitol improvements. Motion by Roy to recommend approval of the proposal to Town Council, 2nd by Jeff. Motion carried bt the members. 2. Members discussed the possibility of moving our evening meeting to a day time. Further discussion for the April meeting. Board does want to meet in the Community Center for next meeting. Next meeting: April 18 , 2024 Seeing that there was no further business, a motion to adjourn was requested Motion by Roy , second by Liz to adjourn the meeting at 8:09 PM. Motion carried.
