Buena Vista Water Advisory Board Minutes of June 21, 2024 Call to Order Regular Meeting called to order by Kelly Collins at 6:38 pm at Town Hall East meeting room Attendance and Introductions In attendance were: Kelly Collins, Roy Gertson, Chris Sturm, Jeff Ollinger, Liz Daigle, ,Tony La Greca, Andrew Rice P.E. ( Town Council) Shawn Williams ( BV Public Works Director) Al Smith P.E. & PaulYoung PE ( SwiftWater Solutions ), Agenda Adoption , Motion by Chris and 2nd by Jeff to approve agenda. Motion passed. Approval of Minutes Minutes ; May 2024 approved by e-mail & ratified with motion from Liz 2nd by Chris . Members approved. Roy to send to Town Hall Public Comment none Business : a. Al loaded the # 3 submittal for the Water Conservation plan on Water Board Drive folder and sent to members. Really need more timely response. Kelly men- tioned time line of 3 weeks, before next meeting. Submittal # 2 needs final comments. Jeff has comments concerning demand issues, efficient irrigation usage, , un-accountable water related to growth & correlation to tourist water use. Awareness should include the value of water,& outdoor water use. Landscape Planting guide should be referred in the Conservation Plan. Al- ison Hopkins along with staff review would be helpful. Andrew stated a customer water rate tiered to amount used , could curtail extreme outdoor watering. b. Shawn mentioned the concept to create a position of water conservation coordinator & inspector. Shawn reported :1. Cordova Park , located in Sunset 3 will commence soon. He is concerned with the soil amendments that are necessary for good water reten- tion and lower irrigation needs. Recreation Dept was very successful in acquiring the GOCO grant to construct the new park. 2. Water plant construction is continuing , but behind in schedule. 3 phase power was installed for the new infiltration Gallery pumping system. 3. Cottonwood Creek snowmelt was high , peaked flow on 6/9. Extended bridge checks & debris removal was ongoing. 4. UAWCD has provided 10 acre ft ( over 3.5 million gals) for well 2 pumping. c. . Chris presented a powerpoint on his work with the CWCB on post fire impacts, wildfire ready watersheds, and watershed health..Wildfire ready fire remediation Town of Buena Vista Water Advisory Board Minutes – June 21,, 2023 provides for effective methods to provide for water flow regime, fire debris deposition, and good watershed health. A site located in S. Cottonwood Creek has been identified for restoration to wildfire ready techniques. Discussed possible future funding with US For- est Service as matching “Dollar” partner and a CWCB grant project. The existing Source Water Protection Plan should be updated to include Wildfire Ready techniques. Chris loaded his presentation to the WAB drive folder. d. Letter from Ann Bunting acknowledging WAB progress on Buena Vista Water issues was appreciated. Other Business: 1. A joint meeting with P&Z is being considered with agenda items for the Conservation Plan. Meeting date not set until the 3rd submittal has been approved by WAB. 2. US Forest Service wants to meet this coming fall season to discuss their forest management plans within the Town’s water shed. 3. Jeff presented the Function and Focus agenda for the WAB to the Town Council with good comments. 4. Several Members of the WAB attended the open session of the Com- prehensive Growth plan update. The water resources station received special attention , attracting lots of public “Stars” on poster.The Comprehensive Growth Plan should in- clude the Water Conservation Plan. Tony mentioned the Conservation Plan should also be included in the Municipal Code . 5. Rick Bieterman resigned from the WAB. The Board Members thanked him for his years of service. Next meeting: July 19, 2024 Seeing that there was no further business, a motion to adjourn was requested Motion by Roy , second by Jeff to adjourn the meeting at 8:10 PM. Motion carried.
