City of Bulverde, Texas City Council Meeting Tuesday, August 13, 2024 Meeting Duration: 6:30 PM to 7:44 PM CALL THE MEETING TO ORDER Mayor Bill Krawietz called the meeting to order at 6:44 PM. Members of City Council Present: Mayor Bill Krawietz Mayor Pro Tem Mark Morkovsky, Place 1 Council Member Yvonne Chapman, Place 2 Council Member Charles Hughes, Place 3 Council Member Clint Hays Place 4 Council Member Joe Alexandre, Place 5 Council Member Christopher Goth, Place 6 Members of City Council Absent: City Staff Present: City Manager Charles West, City Attorney Megan Santee, City Secretary Sandra V. Ham, Chief of Police Gary Haecker, Public Works Director Tim Parker, Finance Director Sharon Nelson, Planner Heath Edwards and Planner Bailey Dorn REPORTS AND PRESENTATIONS 2.A. National Payroll Week-Alamo Chapter of Payroll Professionals Mayor Bill Krawietz presented a Proclamation in recognition of National Payroll Week to Carlyn Davis of the Alamo Chapter of Payroll Professionals. 2.B. Police Department: Monthly Report Report given by Police Chief Gary Haecker. 2.C. Finance Department: Monthly Report Report given by Finance Director Sharon Nelson. 2.D. Public Works Update Report given by Public Works Director Tim Parker. 2.E. Parks & Recreation Update Report given by Parks & Recreation Advisory Board Member Dominic Perez. 2.F. Economic Development Foundation Report given by Economic Development Foundation Executive Director Paula Stakes. CONSENT AGENDA ITEMS 3.A. Consider approval of the Joint City Council and Planning & Zoning Commission Workshop Minutes from July 9, 2024. 3.B. Consider approval of the Regular City Council Meeting Minutes from July 9, 2024. 3.C. Consider approval of the City Council Meeting Budget Workshop Minutes from July 27, 2024. Motion: Mayor Krawietz made a motion seconded by Council Member, Place 4 Hays to approve the Consent Agenda. Vote: Motion carried (7) ayes to (0) nays. REGULAR AGENDA ITEMS 4.A. Discussion and possible approval of an Ordinance of the City Council of the City of Bulverde, Texas granting a Special Event Permit to Bulverde Musik in the Park for the use of the Bulverde Community Park on September 21, October 12, and November 2, 2024, and a waiver or modification to Chapter 15, Parks and Recreation, Sections 15.03.001, 15.02.008, 15.03.002, and 15.03.009(17), Code of Ordinances of the City of Bulverde Texas to waive personal liability; allow the use of vehicles to access the gazebo; waive established fees; and operate or use noise-producing devices. Motion: Council Member, Place 4 Hays made a motion seconded by Council Member, Place 2 Chapman to approve an ordinance granting a Special Event Permit to Bulverde Musik in the Park for the use of the Bulverde Community Park on September 21, October 12, and November 2, 2024, and a waiver or modification to Chapter 15, Parks and Recreation, Sections 15.03.001, 15.02.008, 15.03.002, and 15.03.009(17), Code of Ordinances of the City of Bulverde Texas to waive personal liability; allow the use of vehicles to access the gazebo; waive established fees; and operate or use noise-producing devices. Vote: Motion carried (7) ayes to (0) nays. Ordinance #765 4.B. Hold a Public Hearing and consider an ordinance of the City of Bulverde, Texas approving a zone change from Commercial (C-2) District to Planned Development Zoning District (PDD), with a base zoning of C-2, to establish landscaping buffer requirements at 20419 State Hwy 46 W, Spring Branch, TX 78070. Mayor Krawietz opened the Public Hearing at 7:26 PM. Two comments were received by Council. Mayor Bill Krawietz closed the Public Hearing at 7:29 PM. Motion: Mayor Pro Tem, Place 1 Morkovsky made a motion seconded by Council Member, Place 5 Alexandre to approve an ordinance approving a zone change from Commercial (C-2) District to Planned Development Zoning District (PDD), with a base zoning of C-2, to establish landscaping buffer requirements at 20419 State Hwy 46 W, Spring Branch, TX 78070, as amended. Vote: Motion carried (7) ayes to (0) nays. Ordinance #766 4.C. Discussion and consideration of appointment of members to the City’s Charter Review Commission. City Manager West requested to Council to continue submissions for nominations to the Charter Review Commission. No action taken. 4.D. Receive the 2024 Tax Rates and schedule Public Hearing and Adoption Dates for the Budget and Tax Rates for FY2024-2025. Motion: Mayor Krawietz made a motion seconded by Council Member, Place 2 Chapman to adopt the de minimis rate of $0.229807 per $100 for Tax Rate FY2024, and to hold a Public Hearing for the Budget and Tax Rates for FY2024-2025 on September 5, 2024 and Public Hearing and Adoption at the September 10, 2024 City Council Meeting. Vote: Motion carried (6) ayes to (1) nay, Mayor Pro Tem, Place 1 Morkovsky opposed. 4.E. Discuss and consider a resolution ratifying the approval and adoption of Ordinance 641 by the City Council on April 13, 2021 and directing the City Manager to properly enroll with the City Secretary and take any other action as needed. Motion: Council Member, Place 4 Hays made a motion seconded by Council Member, Place 5 Alexandre to approve a resolution ratifying the approval and adoption of Ordinance 641 by the City Council on April 13, 2021 and directing the City Manager to properly enroll with the City Secretary and take any other action as needed. Vote: Motion carried (7) ayes to (0) nays. Resolution #349 PUBLIC COMMENTS NOT RELATED TO POSTED AGENDA ITEMS Mayor Bill Krawietz opened the meeting for public comments not related to posted agenda items at 7:43 PM. There being no one wishing to speak, the public hearing was immediately closed. REPORTS BY ELECTED OFFICIALS AND CITY STAFF ON ITEMS OF COMMUNITY INTEREST No reports given.
