CALL THE MEETING TO ORDER
Mayor Bill Krawietz called the meeting to order at 6:30 PM.

2.A. Presentation of a Proclamation in recognition of Farm Animal
Appreciation Day – Winding Branch Ranch.
Mayor Bill Krawietz presented a Proclamation in recognition of Farm Animal
Appreciation Day to Winding Branch Ranch.
2.B. Recognition of Planning Director Danny Batts for ten (10) years of
service to the City of Bulverde.
Mayor Bill Krawietz presented a plaque of recognition to Planning Director
Danny Batts for his ten years of service to the City.
2.C. Police Department: Summary of February 2025 Activities and
Presentation of the Annual Bulverde Police Department Report
Report given by Police Chief Gary Haecker.
2.D. Finance Department: Monthly Financial Report
Report given by Finance Director Sharon Nelson.
2.E. Planning Department Update: Summary of February 2025 Activities
Report given by Planning Director Danny Batts.

CONSENT AGENDA ITEMS
3.A. Consider approval of the Regular City Council Meeting Minutes from
February 11, 2025.
3.B. Acknowledge and receive the City of Bulverde Police Department 2024
Racial Profile Report in accordance with the Code of Criminal
Procedures.
Motion: Mayor Krawietz made a motion seconded by Council Member,
Place 4 Hays to approve the Consent Agenda.
Vote: Motion carried (6) ayes to (0) nays.
REGULAR AGENDA ITEMS
4.A. Presentation by Samir Chehade on behalf of STS Partners, LP, on
proposed development for McCarty Ranch, located at 31575 US HWY
281 N Bulverde, Tx 78163, and discussion by Council on same.
A presentation was made by Samir Chehade, on behalf of STS Partners,
LP, for proposed development for McCarty Ranch.
No action was taken.
4.B. Hold a public hearing and consider an ordinance of the City of
Bulverde, Texas approving a Special Use Permit at 2471 Bulverde Rd,
Bulverde, TX 78163 to permit the operation of live music as an
accessory use; amending the zoning ordinance; directing the
amendment of the zoning map; repealing conflicting ordinances; and
providing a severability clause and an effective date.
Mayor Krawietz opened the Public Hearing at 8:02 PM. Five (5) comments
were received by Council. Mayor Bill Krawietz closed the Public Hearing at
8:11 PM.
Motion: Mayor Pro Tem, Place 1 Morkovsky made a motion seconded by
Council Member, Place 4 Hays, to approve an ordinance granting
a Special Use Permit at 2471 Bulverde Rd, Bulverde, TX 78163
to permit the operation of live music as an accessory use;
amending the zoning ordinance, with the following conditions:
That all activities authorized by this special use permit may only
be conducted on the days and at the times specified below:
Sunday, 1:00pm to 7:00pm
Monday to Thursday, 4:00pm to 8:00pm
Friday and Saturday, 2:00pm to 10:00pm
Federally Recognized Holidays, 2:00pm to 10:00pm
Vote: Motion carried (6) ayes to (0) nays.

4.C. Hold a public hearing and consider an ordinance of the City of
Bulverde, Texas approving a Special Use Permit at 4476 US HWY 281
N, Spring Branch, TX 78070 to permit the operation of a food truck as
an accessory use; amending the zoning ordinance; directing the
amendment of the zoning map; repealing conflicting ordinances; and
providing a severability clause and an effective date.
Mayor Krawietz opened the Public Hearing at 8:23 PM. There being no one
wishing to speak, the public hearing was immediately closed.
Motion: Mayor Krawietz made a motion seconded by Council Member,
Place 6 Goth, to approve an ordinance of the City of Bulverde,
Texas approving a Special Use Permit at 4476 US HWY 281 N,
Spring Branch, TX 78070 to permit the operation of a food truck
as an accessory use; amending the zoning ordinance.
Vote: Motion carried (6) ayes to (0) nays.

4.D. Hold a public hearing and consider the approval of an ordinance
granting a variance Section 3.08.102(a)(2) of the City of Bulverde Code
of Ordinances, at 4820 US Hwy 281 N, Spring Branch, TX 78070.
Mayor Krawietz opened the Public Hearing at 8:28 PM. One comment was
received by Council. Mayor Bill Krawietz closed the Public Hearing at 8:30
PM.
Motion: Mayor Krawietz made a motion seconded by Council Member,
Place 5 Alexandre, to approve an ordinance granting a variance
Section 3.08.102(a)(2) of the City of Bulverde Code of
Ordinances, at 4820 US Hwy 281 N, Spring Branch, TX 78070.
Vote: Motion carried (6) ayes to (0) nays.

4.E. Hold a public hearing and consider an ordinance of the City Council
of the City of Bulverde, Texas, amending Chapter 14, Zoning, City of
Bulverde Code of Ordinances, by amending Article 14.07.002,
Buffering Requirements, and Article 14.13.015, Structures Permitted
within Setbacks, to permit drainage and detention facilities within
required buffer yards and building line setbacks.
Mayor Krawietz opened the Public Hearing at 8:34 PM. There being no one
wishing to speak, the public hearing was immediately closed.
Motion: Mayor Krawietz made a motion seconded by Council Member,
Place 6 Goth, to approve an ordinance amending Chapter 14,
Zoning, City of Bulverde Code of Ordinances, by amending
Article 14.07.002, Buffering Requirements, and Article 14.13.015,
Structures Permitted within Setbacks, to permit drainage and
detention facilities within required buffer yards and building line
setbacks.
Vote: Motion carried (6) ayes to (0) nays.

4.F. Discuss and consider possible approval of the final proposal for the
replacement of the toddler playground area in Bulverde Community
Park, located at 29815 Bulverde Lane, Bulverde, Texas.
Motion: Mayor Krawietz made a motion seconded by Mayor Pro Tem,
Place 1 Morkovsky to table the possible approval of the final
proposal for the replacement of the toddler playground area in
Bulverde Community Park, located at 29815 Bulverde Lane,
Bulverde, Texas.
Vote: Motion carried (6) ayes to (0) nays.
4.G. Discuss and consider possible action to rescind the directive given to
the City Manager and City Attorney to retain an outside consultant to
conduct an operational assessment of the Bulverde Police
Department.
At 9:01 PM the City Council convened into Executive Session to discuss

At 9:31 PM the City Council reconvened from Executive Session and took
the following action on items discussed in Executive Session.
Motion: Mayor Krawietz made a motion seconded by Council Member,
Place 2 Chapman, to rescind the directive given to the City
Manager and City Attorney to retain an outside consultant to
conduct an operational assessment of the Bulverde Police
Department.
Vote: Motion carried (6) ayes to (0) nays.
PUBLIC COMMENTS NOT RELATED TO POSTED AGENDA ITEMS
Mayor Bill Krawietz opened the meeting for public comments not related to posted
agenda items at 9:39 PM. There being no one wishing to speak, the public
comments were immediately closed.
REPORTS BY ELECTED OFFICIALS AND CITY STAFF ON ITEMS OF
COMMUNITY INTEREST
Mayor Krawietz announced the upcoming Musik in the Park event to be held in
April. Additionally, he invited all to attend his last Mayor’s Town Hall event at the
Mammen Library on April 3, 2025.
Council Member, Place 2 Chapman announced an upcoming candidate forum.

There being no further business to come before the City Council, the meeting was
adjourned.
