City of Bulverde, Texas City Council Meeting Tuesday, April 8, 2025 Meeting Duration: 6:30 PM to 11:23 PM CALL THE MEETING TO ORDER Mayor Bill Krawietz called the meeting to order at 6:30 PM. Members of City Council Present: Mayor Bill Krawietz Mayor Pro Tem Mark Morkovsky, Place 1 Council Member Yvonne Chapman, Place 2 Council Member Clint Hays Place 4 Council Member Joe Alexandre, Place 5 Council Member Christopher Goth, Place 6 Members of City Council Absent: City Staff Present: City Manager Charles West, City Attorney Tate Saunders, City Secretary Sandra V. Ham, Chief of Police Gary Haecker, Planning Director Danny Batts, and Finance Director Sharon Nelson REPORTS AND PRESENTATIONS 2.A. Presentation of a Proclamation for Sexual Assault Awareness Month (SAAM) – Crisis Center of Comal County. Mayor Bill Krawietz presented a Proclamation in recognition of Sexual Assault Awareness Month to the Crisis Center of Comal County. 2.B. Presentation of a Proclamation for Child Abuse Prevention Awareness Month. – Children’s Advocacy Center of Comal County. Mayor Bill Krawietz presented a Proclamation in recognition of Child Abuse Prevention Awareness Month to the Children’s Advocacy Center of Comal County. 2.C. Police Department: Summary of March 2025 Activities Report given by Police Chief Gary Haecker. 2.D. Finance Department: Monthly Financial Report Report given by Finance Director Sharon Nelson. 2.E. Public Works Department: Summary of March 2025 Activities Report given by Public Works Director Aaron Martinez. 2.F. Planning Department Update: Summary of March 2025 Activities Report given by Planning Director Danny Batts. 2.G. Parks & Recreation: Report from Parks & Recreation Advisory Board Report given by Parks & Recreation Advisory Board Member Angie Krawietz. 2.H. Economic Development Foundation: Report for March 2025 No report given. CONSENT AGENDA ITEMS 3.A. Consider approval of the Regular City Council Meeting Minutes from March 11, 2025. 3.B. Consider approval of the Special City Council Meeting Minutes from March 18, 2025. 3.C. Consider approval of a resolution authorizing the submission of a grant application to the Office of the Governor for Officer Vest Upgrade Grant #53464-01. Resolution #355 Motion: Mayor Krawietz made a motion seconded by Council Member, Place 1 Morkovsky to approve the Consent Agenda. Vote: Motion carried (6) ayes to (0) nays. REGULAR AGENDA ITEMS 4.A. Consider acceptance of the annual audit of the City’s Financial Statements for Fiscal Year 2023-2024. Motion: Mayor Krawietz made a motion seconded by Council Member, Place 4 Hays, to accept the annual audit of the City’s Financial Statements for Fiscal Year 2023-2024. Vote: Motion carried (6) ayes to (0) nays. 4.B. Presentation on Comal County Water Availability and Water Issues. Presentation on Comal County Water Availability & Water Issues by John Hidore. 4.C. Hold a public hearing and consider an ordinance of the City of Bulverde, Texas approving a Special Use Permit at 4400 US Hwy 281 N, Suite 1, Spring Branch, TX 78070 to permit the operation of a Bar / Tavern / Private Club as an accessory use; amending the zoning ordinance; directing the amendment of the zoning map; repealing conflicting ordinances; and providing a severability clause and an effective date. Mayor Krawietz opened the Public Hearing at 7:25 PM. There being no one wishing to speak, the public hearing was immediately closed. Motion: Council Member, Place 4 Hays made a motion seconded by Council Member, Place 5 Alexandre, to approve an ordinance approving a Special Use Permit at 4400 US Hwy 281 N, Suite 1, Spring Branch, TX 78070 to permit the operation of a Bar / Tavern / Private Club as an accessory use. Vote: Motion carried (6) ayes to (0) nays. Ordinance # 801 EXECUTIVE (CLOSED) SESSION At 7:27 PM the City Council convened into Executive Session to discuss the following: The City Council will convene into executive session as follows: 5.B. Pursuant to Texas Government Code Section 551.071 consultation with attorney and 551.072 discussion of matters related to real property. REGULAR AGENDA ITEMS At 8:05 PM the City Council reconvened from Executive Session. 6.A Hold a public hearing and consider an ordinance of the City of Bulverde, Texas approving a Special Use Permit at 1015 E Ammann Rd, Bulverde TX, 78163 to permit the operation of an Elevated Water Storage Tank; amending the zoning ordinance; directing the amendment of the zoning map; repealing conflicting ordinances; and providing a severability clause and an effective date. Agenda item was withdrawn by the applicant. No action taken. 6.B Hold a public hearing and consider an ordinance of the City of Bulverde, Texas approving a Special Use Permit at 23494 State Hwy 46 W, Spring Branch, TX 78070 to permit the operation of a Church or other place of worship; amending the zoning ordinance; directing the amendment of the zoning map; repealing conflicting ordinances; and providing a severability clause and an effective date. Motion: Council Member Place 6, Goth made a motion to approve an ordinance approving Special Use Permit at 23494 State Hwy 46 W, Spring Branch, TX 78070 to permit the operation of a Church or other place of worship, with additional restrictions as discussed. Motion withdrawn due to lack of second. Mayor Krawietz opened the Public Hearing at 8:32 PM. Twenty-one (21) comments were received by Council. Mayor Bill Krawietz closed the Public Hearing at 9:50 PM. Motion: Mayor Krawietz made a motion seconded by Council Member, Place 1 Morkovsky, to table an ordinance approving a Special Use Permit at 23494 State Hwy 46 W, Spring Branch, TX 78070 to permit the operation of a Church or other place of worship. Vote: Motion carried (6) ayes to (0) nays. 6.C Discuss and consider an ordinance of the City of Bulverde, Texas amending the Storm Drainage Design Criteria Manual to provide revised standards for drainage analysis of single-family home construction, repealing conflicting provisions, adopting a severability clause, and establishing an effective date. Motion: Council Member, Place 4 Hays made a motion seconded by Council Member, Place 6 Goth, to approve an ordinance of the City of Bulverde, Texas amending the Storm Drainage Design Criteria Manual to provide revised standards for drainage analysis of single-family home construction Vote: Motion carried (6) ayes to (0) nays. Ordinance # 802 6.D Discuss and consider possible approval of the final proposal for the replacement of the toddler playground area in Bulverde Community Park, located at 29815 Bulverde Lane, Bulverde, Texas. Motion: Council Member, Place 4 Hays made a motion seconded by Council Member, Place 5 Alexandre, to approve the final proposal from Playwell for the replacement of the toddler playground area in Bulverde Community Park, located at 29815 Bulverde Lane, Bulverde, Texas. Vote: Motion carried (6) ayes to (0) nays. PUBLIC COMMENTS NOT RELATED TO POSTED AGENDA ITEMS Mayor Bill Krawietz opened the meeting for public comments not related to posted agenda items at 10:11 PM. One comment was received by Council. Mayor Bill Krawietz closed the public comments at 10:14 PM. REPORTS BY ELECTED OFFICIALS AND CITY STAFF ON ITEMS OF COMMUNITY INTEREST City Manager Charles West announced the upcoming “Big Trash Day”. Chief Gary Haecker announced Movie in the Park on Friday, April 11th. EXECUTIVE (CLOSED) SESSION At 10:15 PM the City Council convened into Executive Session to discuss the following: The City Council will convene into executive session as follows: 5.A. Pursuant to Texas Government Code Section 551.074 to deliberate the appointment, employment, and duties of the City Manager. At 11:23 PM the City Council reconvened from Executive Session and took the following action on items discussed in Executive Session. No Action Taken.
