Board of Trustees Meeting Minutes
December 2, 2014
In attendance: Jane Sneeringer, Maria Magana, Jerry Mullerstuen, Heidi Yeoman, Maria Pickering and
Maggie Buckholz.
Call to order at 5:58pm
Jane motioned to approve the November meeting minutes. Jerry seconded. Motion passed.
Communications:
• The technology issues with the vending machines in the lobby have been resolved, so this
Friends of the Library project can move forward.
• The new STEAM and Lego programs are very popular. Participants are coming from all over the
County. We will need more staff to handle all the kids as the program grows.
• Financial report is current and balanced.
Incident Reports - None to report.
Unfinished Business
• 2015 budget has not been passed by City Council, so it is now scheduled for adoption on Dec
11th.
• Jerry motioned to approve the weeds and discards. Maria Magana seconded. Motion passed.
• Jerry motioned to approve the bills. Jane seconded. Motion passed.
• Policy changes considered and adopted
1. Fine and Fees: Jane motioned to approve changes to the library fine and fees policy, and to
submit the following changes to the library fine and fees schedule to the City Council for
adoption in the 2015 City of Burlington Fines/Fees Resolution. Jerry seconded. Motion
passed.
a. Increase nonresident library cards to $80 per household (including the options for $25
three month card, $45 six month card, and $60 card for households with family member
over age 62.)
b. Eliminate the 10 cents per day late fees (fees accrued prior to new policy will remain in
effect.)
c. Eliminate the $2.50 postage fees for interlibrary loans
d. Add $10.00 for test proctoring service
e. Add $1.00 fee for courtesy items such as ear buds and blank CD-RWs
2. Internet Access - Age of Consent: Heidi motioned to approve the changes to the Public
Internet Access policy as follows. Maria Magana seconded. Motion passed.
a. Changing the age requiring parental permission access internet computer from age 18
to age 13.
b. Adding language that gives parents/guardians the option of blocking computer access
for their minor children.
c. Updating and clarifying the language for the Internet Users Agreement including
improved security controls for the Information Technology Dept.
3. Library Cards - Age of Consent: Jerry motioned to approve the changes to the Library Card
Rules policies as follows. Jane seconded. Motion passed.
a. Changing the age that individuals are eligible to obtain a library card without parental
permission from age 18 to age 13.
b. Adding language that gives parents/guardians the option of blocking library card access
for their minor children.
c. Updating and clarifying the language for Cardholder Responsibilities
d. Increasing age for access to STAR collection from age 15 to 17.
4. Patron Confidentiality and other policy changes: Jane motioned to approve the changes to the
Circulation Operations policies that include updates and clarification. Jerry seconded. Motion
passed.
a. Circulation of Materials – old material types (VHS, etc.) removed
b. Interlibrary Loan – updated to reflect new procedures
c. Protection of Privacy of Library Client Records - Expanded
d. Changing authority to accept subpoena, per City Legal Council recommendations
5. Library Hours of operation for 2015: Jane motioned to approve approve opening of library at
10am pending City Council funding for new staff position in 2015 Budget.
