MINUTES: A motion to approve the minutes of the 02/09/2021 meeting is made by Darla Chafe/Marylynn Baker. All in favor; motion is carried. OPEN COMMENT OLD BUSINESS SRP Irrigation, Update. Jim Rabenstein says he is disappointed that he does not have more detail to share at this point. Public Works Director Marv Pulst is still pursuing the possibility of interruptible water rights and also retention ponds as options for playfield irrigation. Progress is slow, but he will bring information to the board as it becomes available. Park Entrance Signs, Update. Jim Rabenstein reports that he has received four estimates from various companies. One, a local company, was substantially higher in cost than the other three and offered only limited options. A second does not include mounting brackets with their signage which Jim feels could bring challenges. The remaining two companies, Soldura Products and Vacker Sign, offer similar products and pricing. Board members spend time discussing the options presented by each company and ultimately feel the simplicity of Vacker’s is the most appealing. Jim will work with Vacker Signs to obtain conceptual drawings that reflect color & mounting options. His hope is to present the drawings to the board at the April meeting for their recommendation. Dog Park Project. Sarah Ward shares that a hurdle has detoured the intention to pursue the S. Section Street property across from Rotary Park as a location. The property is used to spread the city’s Sewer Treatment Plant end-process byproducts; they would otherwise have to pay to have it trucked away. Jack & Helen Doyle Memorial Park was considered as an alternative, but Jim Rabenstein feels that its limited parking and options for shared use make it an unfavorable dog park candidate after closer inspection. All things considered, board members feel the original S. Section Street property just north of the Sewer Treatment Plant is still the ideal choice. Jim would like to pursue further conversation with the treatment plant to see what alternatives might be mutually beneficial. He will also contact Dike District 12 to inquire about the possibility of a partnership that may give dump site options for the plant’s end-cycle byproducts. Park Improvement Priorities. Jim Rabenstein references the priority list presented at the February meeting which outlines the city’s various parks and the projects currently identified at each. He would like to revisit the list with board members to see if they feel the project priorities ascertained during the PROS Plan’s outreach in 2018 and 2019 are still an accurate reflection of 04/13/2021 Parks and Recreation Advisory Board Agenda Packet - Page 3 of 4  the community’s needs. Those present agree that the list as presented is still a good depiction of overall priorities. Lessons learned after a year living with Covid-19 have shifted focus more towards neighborhood parks. Keith Chaplin suggests picking a project from each of the parks to pursue in the near future with his top priorities still being irrigation at Skagit River Park and the playground at Rotary Park. Sarah Ward shares that she hopes to meet with the State’s RCO representative for our region later this month to learn more about potential grant opportunities. She underscores the need to recognize this priority list as changeable, adaptable as funding opportunities become available. NEW BUSINESS Spring Playfield Use. Jim Rabenstein reports that the city’s playfields opened to organized use on Monday, March 8th. He says it feels good to be one step closer to normal and also to see people enjoying the parks. The department has received applications from seven different league organizers representing baseball/softball, lacrosse, soccer, and football. Some have begun turnouts this week, most will begin games in April. Skagit Valley Horseshoe Club hosted their first matches at the Whitmarsh Shelter this past weekend. Jim says the eco-blocks placed nearly a year ago on Rotary Park’s sand volleyball courts will be removed this week. The blocks were set combat crowds that continued to gather during Covid quarantine. Reopening of BPR Business Office. Sarah Ward reports that as of March 1st, staff have returned to Parks & Recreation work after a nearly year-long closure. While staff are now available by phone and email, the office doors remain closed to in-person visits from the public for the foreseeable future. Staff focus is currently set on getting things in motion for playfield usage, summer programming, and public outreach. ADJOURNMENT: Sarah Ward adjourns the board meeting at 7:05PM.
