MINUTES: A motion to approve the minutes of the 05/11/2021 meeting as written is made by Rob Norman/Bill Black. All in favor; motion is carried. OPEN COMMENT First Steps Shelter. Bill Black enquires about the status of the new homeless shelter on Pease Road. Jim Rabenstein shares that the new opening date is scheduled for June 14. Friendship House is still trying to fill a few key personnel positions, but the shelters will be ready to open once that is resolved. Once the shelter opens, it will be a resource for the growing homeless population in the County. OLD BUSINESS Dog Park RFP. A streamlined Request for Proposal (RFP) was launched on 05/21/21. The submittal deadline is this Friday, June 11. The RFP invites landscape design consultants to submit ideas for what a dog park could like look in Burlington’s Jack & Helen Doyle Memorial Park so that a bid packet can ultimately be created for its construction. Jim Rabenstein shares that he has received two general enquiries from design consultants, but no submittals to date. He says there is no specific budget set for the project as of yet. The City’s CIP has $25,000 earmarked, but Sarah Ward says there is also a substantial amount in Parks’ REET fund that can be used for its development. NEW BUSINESS Cemetery Report. Jim Rabenstein shares that he was impressed by the Parks Crew’s outstanding work in preparing the cemetery grounds for Memorial Day weekend, even while being short staffed. One of the most time consuming tasks for Memorial Day setup is the placing of U.S. flags on veterans’ graves. Keith Chaplin asks whether there is a marker that could be left at each veteran grave that could be used as a reference point from year to year. Jim responds that he would worry about markers being lost over time, but will check in with other area cemeteries to see if they have alternative methods that are working. Jim shares that the Columbarium was recently vandalized. Jim says it will be expensive to repair because the stone and 3 of the 4 niche containers will need to be re-retched. He is waiting on a cost estimate, but it will no doubt be several thousand dollars. Jim adds that vandalism at the cemetery is rare, thankfully. The City does not currently have surveillance cameras on the cemetery grounds. 07/13/2021 Parks and Recreation Advisory Board Agenda Packet - Page 3 of 8  Rec Report. Sarah Ward reports that there are currently 186 children registered for the City’s fall soccer league with 3 more weeks left for open registration. She says team sponsorship donations are rolling in and will be accepted through July 15. She asks board members to spread the word. There are 23 camps being offered this summer, all with contracted instructors/coaches. There are several events, formatted to suit Covid restrictions, planned for the summer: Burlington’s Treasured Past which is a city wide scavenger hunt; a bike rodeo hosted in partnership with Burlington Police and Fire Departments; and a week of Harvest Festival events. The Pumpkin Pitch event has been retired from the festival as interest in it has waned in recent years. Sarah says they have some great fresh ideas for this year’s festival including a “Pupkin” Run which invites participants & their pups on a 3-mile jog (pumpkin costumes optional). She adds that a few of the features found with the Berry Dairy Days festival will move to the Harvest Festival for 2021 - event goers will enjoy a fireworks show, food trucks, and family-friendly kids zone. Christi Kinney, the City’s Recreation Coordinator, will present Rec program highlights to Burlington Rotary at their morning club meeting on June 18. Boat Launch Mischief. Jim Rabenstein reports that a recent uptick in mischief at the Tjeerdsma Boat Launch has the City considering options for auto-lock gates. This mischief comes in a wide variety of forms, but includes drug use, sales, and authorized fires. Jim has made enquiries about the options and says he’s had some struggles getting return phone calls, much as he did when working on the City’s new park signage. The auto-lock mechanism would need to be substantial in order to handle what Jim describes as massive gates. SRP Irrigation/Temp Meter. Jim Rabenstein reports that Skagit PUD will not allow the City use of a temporary hydrant meter to irrigate Skagit River Park’s west lobe as it has in past years. Jim explains the reasoning behind the decision goes back several years and is multifaceted, but ultimately has been influenced by the City’s lack of progress with finding an alternate irrigation source for the playfields. Plans are proceeding to install a permanent PUD waterline at Skagit River Park that will service the west lobe. Jim says the waterline would have played some part in an irrigation plan eventually. While an exact figure is yet to be determined, a rough cost estimate is just over $100,000. Conversation with Jones Corp regarding their Nagatani property’s water rights is on hold until a determination is made by DOE on how much of the 29 acres would be available. Retention ponds, interruptible water rights and a syphon from the river are still being discussed as secondary sources. James Stavig asks whether there are grants available to help with the project. Jim responds that there aren’t any that he has come across recently that target this type of project. Sarah Ward adds that the City has money available in the REET fund to help with project costs; it is money that is specifically designated for park projects and cannot be used in the general fund.
