MINUTES: A motion to approve the minutes of the 12/14/2021 meeting as written is made by Marylynn Baker/Elizabeth Turman-Bryant. All are in favor; motion is carried. OPEN COMMENT Introductions. Those present make a brief round of introductions with welcome to new board representatives. Cori Peck’s appointment to the board was made official at council’s November 9 meeting. City Councilor Jamie Weiss will join Councilor James Stavig for 2022 and Councilor Scott Green will serve as the alternate. City Administrator Greg Young will offer his expertise to the board during Parks & Recreation Director Sarah Ward’s maternity leave. OLD BUSINESS Dog Park Progress Report. Greg Young states that with the board’s vote to recommend HBB Architects’ final rendering of the dog park concept plan to council, the next step will be to determine what components of the project can be accomplished utilizing the talents of the Public Works maintenance crews and which will need to be outsourced. An accurate cost estimate for the project can be obtained once that is determined. The drop-in style restroom building is already on order with an expected delivery time of spring 2022. Greg adds that he is looking into adjusting the original location designated for the restroom building, downslope versus upslope of the hill, which could result in cost savings. The goal is to have cost details prepared for presentation to council prior to spring so that the project is ready to move forward once the restroom building arrives. He will have further updates available at the next board meeting. Alpha Park Improvements. Greg Young shares that the City is currently pursuing a survey of Alpha Park. He says it will be important to distinguish property lines and right of ways between the park and its neighbors, one being BNSF Railroad, before talks of potential improvements proceed further. Ultimately, the intent is to make improvements that could draw people to Burlington’s downtown core. Ideas discussed at the board’s December meeting included:  addition of fencing along the north border between the park and railroad  an ‘Art in the Park’ feature  a meandering pathway and seating, 2/08/2022 Parks and Recreation Advisory Board Agenda Packet - Page 3 of 10   a large mural on the wall of the building next door to the east, and  a water feature of some kind, although concerns are expressed about the commitment needed for ongoing maintenance. In response to a question posed from Elizabeth Turman-Bryant, Greg says he is uncertain if the grant funding could be used specifically for murals, but that he would check into it. Elizabeth explains there is an area not far from her home between Fairhaven Market and El Gitano restaurant that frequently experiences graffiti. A mural was one idea posed by neighbors as a deterrent. Improvements at Alpha Park would align nicely with priorities expressed by city council members at their recent retreat and would also meet criteria for funding available through the State’s Complete Streets grant program. Coupled with other grant funds available from Skagit County, the City could have approximately $400,000 to work with for improvements. More info to come. SRP Irrigation / Boom Carts. Greg Young reports that a bid request has been initiated for the purchase of 2 boom carts to replace the current water cannon system used for irrigation at Skagit River Park playfields. Studies obtained from the consulting firm contracted by the City to explore irrigation options reflect the boom carts to be 40% more efficient at water delivery. Jamie Weiss asks if the boom carts will be self-moving. Greg responds that his understanding is that they will be pulled into starting position by staff, but will retract on their own. One quote has been received to date; Greg will wait for a few others before forwarding that information to council for consideration. He hopes to have that information ready for council’s next meeting. Technical specifications, staff training, and maintenance requirements will also be considered when evaluating the various quotes. He is uncertain about what a delivery timeline might look like given the current state of the nation’s supply chain constraints. NEW BUSINESS Election of Chair and Vice Chair. James Stavig/Scott Green nominate Darla Chafe for another year as Chairperson. All in favor, motion is carried. Election of Vice Chair is tabled until the February meeting.
