All are in favor; motion is carried. UNFINISHED BUSINESS Update on SOQs/Projects. Maiben Park. MxM Architects recently met with Sarah Ward and Jim Rabenstein to present initial drafts of 3 concept plans. The concept plans will be refined once staff has had an opportunity to review and offer feedback. Tentatively, a presentation of the 3 refined concept plans to the advisory board and council members is scheduled for November 14. MxM will be in attendance and available to respond to questions from board and council members. Rotary Park. Marv Pulst reports that one of the required tasks as an RCO grant recipient is a site evaluation for culturally significant artifacts. The Request for Qualifications from cultural resource consultants was launched in early September with a deadline for submittal on October 2. Marv says now that he has returned after a week away, he will connect with City Engineer Brian Dempsey to review the 3 submissions received and ultimately select the best qualified firm to perform the evaluation. The Focus Group who helped guide the grant submission will reconvene on Wednesday evening, October 11 to offer insight on best practices in creating a fully inclusive playground facility. The Group is comprised of community members with particular knowledge of the needs of differently-abled people. NEW BUSINESS STAFF REPORTS Recreation Report. Sarah Ward reports on Recreation highlights over the last month: • B’Town Fall Fest was a tremendous success with very positive feedback received; • 5th/6th Grade Boys Basketball registration is going well with 59 students currently registered; • Youth fall soccer is off & running smoothly with over 450 registrants and 50 teams. The regular season began on Saturday, September 9 and will conclude on Saturday, October 28. Teams from the U11 & up divisions will compete in the County’s End of Year tourney on November 4. 11/14/2023 Parks and Recreation Advisory Board Agenda Packet - Page 3 of 4  Orlando Macias comments that he and his family had a great time at the fall festival. He suggests beefing up its marketing. Orlando adds that an acquaintance at Home Depot expressed interest in donating equipment/supplies for the 2024 event. Marylynn Baker asks if roadway improvements to help ease parking & traffic flow concerns during large events is a priority. Jim Rabenstein answers that adding a roadway which runs east-west behind the Cedars housing complex is intended. Marv Pulst says that design of the exit-only road is on Engineering’s to-do list and will likely be incorporated into the city’s annual paving program. OPEN COMMENT Project Timeline. Jamie Weiss asks whether a milestone timeline has been prepared for the Maiben Park project, as requested. Marv Pulst replies that he would prefer to get through this initial phase of concept plan development before establishing a timeline. A concept plan will help to inform decisions regarding prioritization of the various improvement components. Jamie, Marylynn Baker, Karly Gruendle, and Jennifer Eddleman express their frustration over what they perceive is lack of progress. Pickleball Courts. Marv Pulst reports that concerns over the noise pickleball play generates in a residential neighborhood have been raised. Worries have surfaced from a few Burlington residents as well from municipalities experiencing legal action because of noise complaints. Staff will evaluate further before dedicating resources to the Maiben location. Board members express their concern that the pause over pickleball courts will impact progress with other Maiben Park improvements.
