All in favor; motion is carried. UNFINISHED BUSINESS NEW BUSINESS Learning Lab – Capital Project Primer. Sarah Ward discusses information provided in handouts to the board. The information describes the underpinnings of capital projects, which is a subject that can often feel complex. Provided in the handouts is a (1) glossary of frequently used terms associated with capital projects, as well as a list of the most common park classifications… i.e. ‘Community’ park, ‘Neighborhood’, ‘Pocket’…; (2) a reference sheet provided by Municipal Research and Service Center (MRSC.org) that outlines three types of services typically associated with capital projects and the criteria that drives the process for procuring the service; (3) an explanation of a PROS Plan’s relevance, and (4) a list of grants available through the State Recreation and Conservation Office (RCO), typically in a biennial cycle. Jamie Weiss comments that he would find a map reflecting Burlington’s park locations and their classifications helpful as a visual aid. Sarah believes the current PROS Plan includes such a map, but if not, can see the benefit of one. She adds that in early 2025 a needs assessment will be performed in the Burlington community which will inform an update to the PROS Plan required by 2026. ‘Level of Service’ is a frequently used term in capital project planning. In park project planning, it refers to the quantity & quality of park spaces that are necessary to meet the city’s current and future needs. The term is also used to evaluate a Level of Service as it relates to park maintenance and staff resources that will be needed to meet a standard of upkeep. MRSC is an organization offering a variety of resources for municipal agencies in Washington state. Among the resources offered to its users is a hub for capital project planning and bidding, a reference library of operational guidelines and procedures created by agencies, and a listing of ordinances adopted by those agencies. Board members and staff engage in a question & answer period concerning aspects of the capital project process. Marv Pulst offers examples and insights gained from his years of experience with Public Works projects. While the process of moving a capital project forward can seem complex, the process is intended to insure equity and transparency. Portland Loo Restrooms | Inclusive Playground Project at Rotary Park. Marv Pulst reports that another provider of the Portland Loo-style restroom has surfaced very recently, The Sidewalk Bathroom Company. 02/13/2024 Parks and Recreation Advisory Board Agenda Packet - Page 3 of 4 Marv intends to hit pause on pursuing the Portland Loo order until he can more thoroughly investigate the product offered by the Sidewalk Bathroom Company, who also offers a slightly more attractive price point. Jamie Weiss shares that he recently enjoyed a visit to Bellingham’s Barkley Village Park which has a Portland Loo stationed within. He noticed that the unit had what looked like a motion sensor attached, which Marv says is likely the sensor for the automatic light that illuminates to indicate the unit is in use. Jamie observed that the park was well lit and that surveillance cameras were in use. While he is not generally a fan of surveillance, he could see that its use in public areas is likely a beneficial deterrent to vandalism. He noted that the day of his visit was cold, wet, and windy, yet this park was packed with users – testimony to a park well built. Election of Chair/Vice Chair. After a brief discussion, Marylynn Baker is nominated as Chairperson by Jennifer Eddleman/Mike Yeoman. All in favor, motion is carried. Elizabeth Turman-Bryant/Mike Yeoman nominate Jennifer Eddleman as Vice-Chairperson. All are in favor, this motion is carried as well. STAFF REPORTS OPEN COMMENT Google Adwords. Sarah Ward shares that she is looking into the possibility of working with the Library Foundation to tap into Google’s Adwords which is a system that helps to boost non-profit agencies’ marketing reach. She sees this potentially benefiting the city’s community events. More info to come. Retirement Luncheon. Jim Rabenstein’s last day of work with the City before retirement is January 19. Board members are invited to a farewell luncheon on that Friday, 11:00am-1:00pm at City Hall. Parks Signs. Marylynn Baker has noticed that the new park signs have been set. Jim Rabenstein says that the Parks crew were finally able to set the last 6 recently. Pickleball RFQ. Jamie Weiss asks about the status of the RFQ. Marv Pulst answers that a designer has been selected, however the project is on hold until a suitable location can be identified. Recreation. When asked for an update on current Rec plans, Kati Klerekoper mentions that she is deep into programming for the 5th/6th Grade Girls Basketball session. Registration recently closed with nearly full rosters for each of the 6 teams. She is pleased with the growth from last year’s basketball session which is about 30% up. She says Christi Kinney is currently firming up the Summer Nights Concerts’ lineup. They have the Daddy & Daughter Skate Night event coming up on February 4 and a similar Mom & Me Skate Date in May. When asked about sponsorship dollars received in 2023, Kati answers that it was approximately $15,000 with an additional $8,000 in youth soccer sponsorship. RCO Grant Update. In response to Jamie Weiss’ enquiry about progress with the inclusive playground project, Sarah Ward replies that a recent meeting with Public Works and Building staff was very productive. Engineering’s Ryan Spurrier is now working on a site plan for all project components. Given the target audience of the inclusive project, additional ADA parking and expanded general parking will also be needed. Parks & Rec staff will meet with the Planning Department next week to ensure all permits have been accounted for. An onsite walk-thru at Rotary Park is scheduled with the playground installer on Tuesday, January 23. In response to James Stavig’s question about cost, Marv Pulst answers that it is still a little early to have an accurate number. A progress report is due to RCO by January 31.
