All in favor, motion carried. UNFINISHED BUSINESS: Maiben Park Update – The conversation begins with Travis Schwetz updating the Board on the repairs that will be happening to the existing bathroom at Maiben Park. He would like to make repairs so that the bathroom can open and be used as soon as possible. It will take approximately $30K to make the repairs with updates that are necessary including clean-up, stainless-steel sinks, stainless-steel toilets, etc. The decision on a long-term fix will be decided and discussed at a later date. Karly Gruendle asks if we’ll be keeping the main exterior doors on the bathrooms. Sarah Ward mentions that safety is a big deal when considering the future design of the bathroom. She plans to work with the Police Department and get advice on the different options to consider as the next steps are evaluated. Next, Travis briefly discusses that the current spray park will be ready to use this summer. He’ll plan to have the Parks Crew replace a few parts that are broken and clean up the parts that need cleaning so that the spray park is ready to use, and open for Memorial Day weekend. Finally, Travis mentions that the staff would like to improve the grass at Maiben Park, meaning it should be tilled, graded, re-seeded, and sprinkler irrigation added so that the community can enjoy some nice green space at Maiben Park. He would like to make this change as soon as possible. Elizabeth Turman-Bryant asks about the timeline of this project. Travis states that if work can be done by our Parks Crew, we could do much of the work soon, or possibly this fall. He summarizes that three of the immediate needs for Maiben Park that we can complete without high upfront costs are the bathrooms, the spray park, and the grass improvement. Especially while RCO Grants are currently being pursued by MxM, these select projects will get the park to a nicer and more usable condition, quicker. NEW BUSINESS: Capital Improvement Projects – Travis begins by talking about the nature of the CIP as a long-term planning document. This document is valuable, for when projects are documented in the CIP, it allows certain funds of money to be accessed for park-specific purposes. He reminds the Board that if projects are not documented in the CIP, they may not be eligible for grant funding from certain identified sources. Projects can be shifted around from year to year, based on recommendations from Staff, Parks and Recreation Advisory Board, or Council. Jaime Weiss mentions that a few items had previously been on the CIP as placeholders, but now they are not; such as the trail system at Burlington Hill and the boat ramp improvement as a future project. Sarah states that she’ll look into putting them back on the CIP so they will 05/14/2024 Parks and Recreation Advisory Board Agenda Packet - Page 3 of 5 be eligible for future funding. She asks the Board for any additional amendments to the document before it becomes certified. Additionally, Sarah talks about the path of the CIP. Once approved by the Parks and Recreation Advisory Board, this document goes to the Planning Department, and then to the Council for approval. Additionally, Sarah mentions that the City will be engaging in a Community Needs assessment that will help inform the planning of projects across the City. Specifically, she will work on the PROS (Parks, Recreation and Open Space) Plan update as a sub-portion of the larger Community Needs Assessment. With the data collected from the Community Needs Assessment, she’ll develop a joint Library and Recreation Strategic Plan. Jason Boerner Park – Sarah talks about a recent development with funding for Jason Boerner Park, in that the City is applying for an RCO Grant to help fund the basketball courts element of this park renovation. If we are awarded funding through an RCO grant, that money would be distributed in 2026. Two full-size basketball courts are in the plans to be added to Jason Boerner Park, costing roughly $55K. We have cost estimates for the covered pavilion, and the walking trail; we’re waiting for a more detailed estimate for the new play structure, which will include swings. Sarah is also working on getting park updates out to the people who participated in our survey last summer, so that they can see the progress made and the direction that we’re heading with park renovation. Jamie asks about the operational costs for maintenance of this park with its new features. Sarah refers to the new process in place for parks projects. At the beginning of each project, a project brief will be prepared. This brief outlines the history of the project, maintenance projections, project costs and funding sources, among other aspects. This document will help keep project goals clear and concise, and bring in a high level of organization to each project that the City pursues. STAFF REPORTS: Parks Report – Travis reports that the parks are already being used for spring tournaments. Little League Baseball and the Horseshoe Club have been hosting games and events. The Parks Crew has been working hard to make sure everything is ready to go for park user groups; the parks are looking great. The Rotary Park baseball diamonds have been updated and the fields are ready for use. In Skagit County, 70ft. and 80ft. baseball diamonds are in low supply. Thanks to the work of the Parks Crew, we now have a multi-use field that can accommodate 70ft., 80ft. and 90ft. field requests for baseball. Regarding the Inclusive Playground at Rotary Park, Travis mentions that we are in the permitting process right now and are ready to get started on construction. Sarah says that there is a contract for the concrete work from TRICO, and a contract for the bathrooms from Portland Loo that will be coming to Council for approval momentarily. Recreation Report – Christi Kinney gives an update for community event, Thriftopia. The Parks and Recreation Department has received a large response in interest for this event, and a lot of traction on social media. The event is almost sold out with 58 vendor booths. Berry Dairy Days Lawnmower Races will be back this summer and racer registrations are already coming in. Also, she is organizing Skagit County’s first ever Drone Show, which will have 200 drones and be part of the festivities for the Berry Dairy Days Kick-Off on Friday, June 14 at Skagit River Park. Lastly, she has been working on updating the online recreation catalog, “Civic Rec” to have a refreshed format so that the user experience is better and easier to use. OPEN COMMENT: James Stavig mentions that he went to ATTIC (Adult Transition to Independence Center) this week, and he interacted with someone who commented that they haven’t been able to use Maiben Park because of the lack of bathrooms. Additionally, they mentioned that they do enjoy the use of the spray park at Maiben Park in the summertime. Jamie Weiss asks about the bathroom alternative to the Portland Loo, and if any additional information has been collected regarding an alternative product. Sarah comments that staff were not able to go to Everett to view an alternative as originally planned. Travis mentions that the alternative “Sidewalk Bathroom” is regular, painted steel and the product is a lesser build all-in-all; the quality is not the same. The Portland Loo is stainless steel, a thicker gauge, and is the superior unit. Jamie asks Travis about the cemetery use as of late, and if it has been similar to what he had been seeing in months 05/14/2024 Parks and Recreation Advisory Board Agenda Packet - Page 4 of 5 prior. Travis says that you can’t really schedule funerals in advance. When they happen, they happen. The Parks Crew responds as needed by sending two staff to go to the cemetery and help with the burial. Jamie comments on Jack and Helen Doyle Dog Park, if the graffiti issues had been resolved. Travis mentions that he believes that it has been resolved and things are functioning as normal. Elizabeth Turman-Bryant mentions she has recently watched The Blue Zone documentary and wants to reiterate the importance of creating spaces for connection and movement, as they create healthier populations. Additionally, Elizabeth asks about the progress of forming a Parks Foundation. Sarah states that she and Christi are currently working on organizing this effort and hope to have the paperwork filed for the Parks Foundation by 2025. She will begin recruiting for board members at that time. ADJOURNMENT: Chairperson Marylynn Baker adjourns the board meeting at 7:14pm.
