All in favor, motion carried. UNFINISHED BUSINESS: Inclusive Playground Rotary Park Update – Sarah Ward reports that the groundbreaking for the Inclusive Playground has been moved back slightly because of complications with permitting. She mentions that we’re still on track to complete the project by the RCO Timeline of October 2024. Jamie Weiss comments that the original timeline of the project was to have shovels in the ground in May. Sarah recognizes the project has been pushed back, and shares that we are now on the equipment installers timeline for installation of equipment in September. She mentions that our newly implemented Project Brief will address these details moving forward with a technical review process so that we can expect smoother and more accurate timelines for future park projects. Portland Loo Order – Travis Schwetz mentions that the Portland Loo order has been placed. Once the concrete work is complete by TRICO, Travis and his crew will construct the pad for the Portland Loo and the unit will be placed. The bathroom will be placed in the northwest corner of the park. NEW BUSINESS: Maiben Park Renovations – Travis presents some initial park projects that staff would like complete at Maiben Park to get it to a usable condition. Depending on when and if we receive grant funding, this plan is the most cost-effective way to improve the park. He would like to update the existing bathroom which includes new sinks, paint, locks, doors, lighting, and it will be done with mostly in-house work by city staff. He plans to get the spray park the parts necessary so that it will function as intended. Travis plans to put in irrigation so that the green and open space at Maiben is in a usable condition. He states that Wilbur-Ellis has done a soil sample, so that we can add in the necessary soil and supplements to the existing turf. He plans to move forward with field maintenance at Maiben Park in a similar way to what is done at Skagit River Park; thus, maintaining better quality fields. The ADA sidewalk addition will add a sidewalk from the spray park to the bathrooms. The approximate total for these renovations will be approximately $150K. Jaime asks about the turf at Maiben Park, and why it hasn’t been kept up with like the fields at Skagit River Park. Travis mentions that while he has just been maintaining Parks for about four months, he believes that it was mostly because of the revenue associated with Skagit River Park. Maiben Park simply does not bring in that kind of revenue as a community park. Elizabeth Turman-Bryant asks if there’s anything else that we can do in the meantime before we get the grants. Travis states that developing this area is a great foundation for the future and desired redevelopment at Maiben. 06/18/2024 Parks and Recreation Advisory Board Agenda Packet - Page 3 of 4 RCO Grants Update – Sarah talks about the grants that we have submitted and shares briefly about the process. She states that we’ll have a technical review and presentation to the Recreation and Conservation Office Advisory Board, and then we’ll wait for our ranking as to whether we might receive funding for our projects. She mentions that we do have three grants submitted in total; two for athletic field improvements, which are a covered basketball court at Jason Boerner Park and covered basketball courts at Maiben Park (YAF Grants), and one for the Nature Play area and ADA Improvements at Maiben Park (WWRP Grant). Sarah mentions that working with consultant MxM was a tremendous help throughout the process, and staff working with them to complete the project was an excellent partnership. STAFF REPORTS: Parks Report – Travis mentions that the Parks Crew is preparing the cemetery for Memorial Day. Next, they’re working on the turf maintenance program at Skagit River Park. They’ll be helping out with Berry Dairy Days and as they prepare to be support staff for the weekend’s events. The Parks Crew will be helping with the event staffing for the Drone Show and the Lawnmower Races. Lastly, the crew is ready to begin excavating the Inclusive Playground site at Rotary Park. Travis mentions that Ryan Spurrier in engineering prepared the CAD drawings for this site; Sarah mentions as well that Ryan has been excellent in making sure that the area is radically inclusive and deeply understood the spirit of the project. Finally, Travis points out that tournament season is upon us, with many sport user groups at our parks. Recreation Report – Christi Kinney talks briefly about Thriftopia and reports that the event was a huge success. Vendors were pleased and Skagit Gleaners were also happy, picking up the donations from vendors at the end of the event. She reports that soccer registration is currently underway for our Fall 2024 Season. Christi reports that this year for the Berry Dairy Days Friday Night Kick-Off the city will have a 10 minute long Lighted Drone Show. The Kid Zone is going to expand into a Teen Zone, and we are partnering with the Library and Burlington Healthy Communities Coalition for staffing the event. On Saturday, once again this year we will be hosting the Lawnmower Races. She mentions that the track will be pushed back for expanded parking. Lastly, the Summer Nights Concert Series is coming up in July, with the addition of the Library’s Summer Days Concert Series for kids. The Library and Recreation Departments will plan to market the events simultaneously to the community. OPEN COMMENT: Jennifer Eddleman announces that she is resigning from her position on the Parks and Recreation Advisory Board. Chadd Tripp brings up geocaching as an option for a recreation program to drive foot traffic to the park. Kati Klerekoper states that a Share Point folder has been created for the Parks and Recreation Advisory Board that we plan to fill with current and relevant documents for the board. Sarah Ward mentions that the city will undergo a large-scale Community Needs Assessment in the coming year. This will primarily address needs such as infrastructure desires, park safety improvements, services and facilities offered. She requests that the board plans to participate and advocate for this assessment. Travis Schwetz mentions the slide and play structure at Jason Boerner Park are in desperate need of repair. Sarah states that we have gathered a quote for the playground, and it was quite expensive. She recognizes fully the need for improvement at that park. Elizabeth asks about how the Foundation work is coming along and suggests it as a possibility for grant funding. Sarah mentions that her plan is to have the Park Foundation in place by January 2025. Elizabeth talks about the possibility of a park on the west side of town. ADJOURNMENT: Chairperson Marylynn Baker adjourns the board meeting at 7:18pm.
