All in favor, motion carried. NEW BUSINESS: Parks and Recreation Board Minute Taker: Kati Klerekoper brings to the Board that Director Sarah Ward would like a Board Member to be responsible for taking the minutes at each monthly Parks and Recreation Advisory Board Meeting. Sarah uses this process for the Library Board, and it is her preference for this to happen moving forward, starting at the next Advisory Board Meeting. Board Member Kelsey Freeman volunteers to be the minute-taker for the board. UNFINISHED BUSINESS: Jason Boerner Memorial Park – Travis Schwetz talks about the need to remove the play structure at the park for safety, which will happen in the next couple of weeks. There will be improvements to the park coming, but the exact timeline isn’t set quite yet. Based on the community feedback received last year, there are identified needs including a basketball court, new play structure, picnic shelter and walking path. The Parks and Recreation Department has submitted a grant to the State’s Recreation and Conservation Office on behalf of this park. Once we know if we were successful in receiving grant money, next steps will be determined. STAFF REPORTS: Parks Report – Travis reports that we’re through the bulk of the tournament season, with event organizers being pleased with a few changes that the crew has made regarding traffic flow through Skagit River Park. Travis states that we’re heavy into soccer season now with user groups that include an Adult Men’s Soccer League, Northwest United Select Teams and the Burlington Parks and Recreation Youth Soccer Program using the fields weekly for practice and games. He mentions that fall turf maintenance at Skagit River Park will begin in the next few weeks. Travis provides an update on the Rotary Park Inclusive Playground stating that the concrete pad is finished, in addition to the sidewalk perimeter. The project is on schedule for the installer to arrive on September 9 to install the playground equipment, which will take a few weeks. The rubber surfacing for the playground will be installed in October. Jamie Weiss asks about the traffic flow through Skagit River Park for tournaments. Travis says that the improvements that the Parks Crew made for the most recent tournament seemed to work well for the traffic flow. He states that the roadways through the park need to be finished properly. 09/10/2024 Parks and Recreation Advisory Board Agenda Packet - Page 3 of 4 Jamie asks about the Technical Review for the Maiben Park updates and specifically about the sewer line that was scoped from the Maiben Park bathrooms, to ensure the proper connection to the sewer system. Travis reported that the Sewer Department did scope the pipeline and test for connection. They found an issue with connection, and they will be fixing it right away. Elizabeth Turman-Bryant mentions that she’s eager to make permanent versus temporary changes to the park once we know whether we’ll be receiving grant money from RCO. Travis states that changes are coming, including fixing the bathrooms and spray park housing that exists in the current restroom building in Maiben Park. Elizabeth mentions that she’s not sure the natural playground works well with the spray park and has spoken to a firm in Portland who designs natural playgrounds who says that sand and water (in a spray park type setting) don’t mix. She says that she would like to talk about other options that work well for water, such as water misters in the summertime as an alternative. Travis states that the spray park gets heavily used in the summer months and the board discusses options for creating a space that allows for the sand nature playscape elements to coincide with the existing Kiwanis Spray Park. The conversation concludes with the board agreeing that a nature playscape expert, or other city’s Parks Departments who have these features in them already would be worth contacting for more information regarding maintenance of this type of recreation opportunity. Recreation Report – Kati reports that the Summer Nights Concert Series has been well-attended over the summer, and with just a few concerts left for the season. She mentions that Christi Kinney is working on the coordination of B’town Fall Fest which will take place on September 28 and 29 this year, with our 3rd Annual PupKin 5K Fun Run happening on Sunday, September 29. Additionally, planning for the Veterans Day Parade on Saturday, November 16 has started with the Veterans Day Planning Committee. In sports, our Burlington Parks and Rec Youth Soccer Season has now begun, with more than 430 kiddos ages 5-13 in our program this fall. They have an eight-game season that will kick off on Saturday, September 7. OPEN COMMENT: Karly Gruendle mentions that somebody tagged the Roots to Rise Mural. Jamie mentions that the railroad bridge on Whitmarsh Road was tagged this week as well. Elizabeth gives an update that the City is ordering trash cans that look like the ones at the Library, aiming to keep a consistent feel across the city in regard to trash cans. Elizabeth states that the Council will be looking at budgeting next Thursday and looking at the 2025 Budget for Capital Improvement Projects. Chadd Tripp asks about whether a park on the west side of town is being brought up as a need in the CIP. Travis talks a bit more about how the CIP works, and states that we need to make sure that those projects are up to date. Projects can be funded through different means, but most major capital projects need to be in the CIP to even be eligible for funding. Marylynn Baker mentions that she’d like to see Tami Wilson Trail as a priority on the CIP to address safety in that area. Elizabeth mentions that the Burlington Bicycle Coalition met this past month and plans to give a map to the City that outlines its preferred bike lanes. Chadd asks about the noise complaints at the volleyball court and if that had been resolved. Marylynn states that she doesn’t have any other information from the groups who had initially made the complaint to her. ADJOURNMENT: Chairperson Marylynn Baker adjourns the board meeting at 7:00pm.
