Courtroom April 26, 2011, 6:30 p.m. Mayor Robert Miller called the Plan Commission meeting to order this Tuesday evening at 6:30 p.m. Roll call: Alderman Robert Prailes; Commissioners Chris Reesman, Darrel Eisenhardt and Michael Deans and Student Representative Sarah Strong were present. Commissioner Lynch was excused. Student Representative Andrew Krismer was absent. Also present were City Administrator Kevin Lahner, City Planner Patrick Meehan, Alderman Katie Simenson and Zoning Administrator Patrick Scherrer. APPROVAL OF MINUTES Alderman Vos moved and Commissioner Eisenhardt seconded to approve the minutes of April 12, 2011. All were in favor and the motion carried. CITIZEN COMMENTS None LETTERS & COMMUNCATIONS None. PUBLIC HEARINGS None. OLD BUSINESS A. Consideration to approve a Site Plan Application from Horizon Retail Construction to create a sporting goods store at 1120 Milwaukee Avenue. ▪ Mayor Miller opened this issue for discussion. ▪ Alderman Prailes questioned if the only items to be addressed are lighting and pavement marking? Mayor Miller stated that is correct. ▪ Alderman Vos questioned if the sign height is still an issue. Mayor Miller stated Centro Properties, owner, is aware that if the sign is changed it will need to be lowered. ▪ Commissioner Eisenhardt questioned if the contentions from the April 12th meeting were clarified and resolved. Mayor Miller stated they had been resolved. ▪ There were no further comments.  Plan Commission April 26, 2011 Alderman Vos moved and Commissioner Eisnehardt seconded to approve a Site Plan application for 1120 Milwaukee Avenue subject to Patrick Meehan’s April 14, 2011 memorandum to the Plan Commission as follows:  Paving of Off-Street Parking and Loading Spaces: Pursuant to the requirementsofSection315- 48(E), the proposed off-street parking and loading areas shall be paved with either asphalt or concrete. Based upon photographs taken by the City Building Inspector on March 14, 2011 of the subject property which indicated that the existing paving is in need of attention, existing asphalt is very wavy at the loading dock area and needs replacement and all loose asphalt located in the rear loading/drive area of the building needs to be replaced.  Concrete Curb and Gutter: Pursuant to the requirements of Section 315-48(F) of the Zoning Ordinance, concrete curb and gutter meeting City specifications needs to be provided all proposed off-street parking areas. In order to meet these requirements and also based upon photographs taken by the City Building Inspector on March 14, 2011 of the subject property, many concrete car stops are missing and need to be replaced or concrete curbing installed.  Permanent Marking of Off-Street Parking Stalls: Pursuant to the requirements of Section 315- 48(G) of the Zoning Ordinance, all off-street parking areas serving five or more vehicles shall have all parking stalls permanently marked by painted lines or other approved material, and said marking shall be maintained so as to be legible at all times.  Parking for Persons with Disabilities: Pursuant to the requirements of Section 315-48(H) and Table 4 of the City Zoning Ordinance, off-street parking for persons with disabilities needs to be met and indicated on the Site Plan. A total of 166 off-street parking spaces is proposed and only five (5) spaces are proposed to serve persons with disabilities. Based upon the requirements of Table 4 of the City Zoning Ordinance, however, a total of six (6) off-street parking spaces to serve persons with disabilities is required. Therefore, a total of six (6) off-street parking spaces provided for persons with disabilities shall be marked to meet those dimensional requirements of Section 315-48(H) of the City Zoning Ordinance. A revised Site Plan shall be submitted to the City staff which indicates the new Site Plan layout meeting these requirements.  Sight Vision Triangle Requirements: Section 315-46(A)(2) titled "Traffic Visibility" of the City Zoning Ordinance indicates that: "In order to provide adequate vision clearance, no obstructions (such as structures, signs, uses, parking, or vegetation) shall be permitted in the required triangular vision clearance space as follows: In the B-1, B-3 and B-4 Zoning Districts only, within the triangular vision clearance space located between the heights of 2.5 feet and 10 feet above the plane through the mean edge of pavement grades and formed by any existing or proposed private drives and/or arterial and/or collector streets intersecting with other arterial and/or collector streets, the corner cutoff distances establishing the triangular vision clearance space shall be increased to 60 feet from the intersecting private drive and/or arterial and/or collector street right-of-way lines and a line joining the two points on such lines or as determined by using the standards set forth under the latest edition of the sight distance portion of Chapter IX of the American Association of State Highway and Transportation Officials (AASHTO) publication titled "A Policy on Geometric Design of Highways and Streets," whichever is greater, as determined by the review of the City Engineer. The applicant will need to assure that the installation of any new signage Page 2 of 3  Plan Commission April 26, 2011 (reviewed by the City Building Inspector) or landscape plant materials by the applicant meets this requirement.  Outdoor Storage, Location, and Screening: Section 315-26(M) of the City Zoning Ordinance indicates a number of requirements for outdoor storage in the B-1 District. The applicant has not indicated if outdoor storage is proposed. If outdoor storage is not proposed, then the applicant needs to indicate on the face of the Site Plan "NO OUTDOOR STORAGE IS APPLIED FOR" accordingly and a revised Site Plan submitted. However, if this should change in the future, the applicant shall meet all of the requirements of Section 315-26(M) of the City Zoning Ordinance regarding outdoor storage.  Sign Requirements: Article VII of the City Zoning Ordinance sets forth the various requirements for signage in the B-1 District. With respect to those requirements, the applicant will need to meet the various requirements of Article VII which is administered by the City Building Inspector.  Stormwater Calculations: The submitted plans need to meet the following requirements of Section 315-137(C) of the City Zoning Ordinance: Stormwater calculations may need to be submitted to the City for City Engineer review as may be required by the City Engineer. All in favor and the motion carried. B. Consideration to approve a revised Site Plan application from Cannella Response Television to construct an office building at 848 Liberty Drive. ▪ Mayor Miller opened this issue for discussion. ▪ There were no further comments. Alderman Vos moved and Commissioner Deans seconded to approve a revised Site Plan Application for 848 Liberty Drive. All in favor and the motion carried. NEW BUSINESS None.
