Call to Order/Roll Call Greg Sled called the meeting to order at 6:30 pm. Present: John Redd, Greg Sled, Nick Whitaker, Sheila DeArmond, Ashley Little, Tricia Ambeau II. Minutes of Regular Meeting Minutes from the meeting held on April 20, 2021, were presented. NICK WHITAKER MOTIONED TO ACCEPT THE MINUTES OF APRIL 20, 2021, SECOND BY TRICIA AMBEAU. ALL SAY AYE. III. Financials General Director Travis Young presented the April 2021 financials. TRICIA AMBEU MOTIONED TO ACCEPT THE APRIL 2021 FINANCIALS AS PRESENTED, SECOND BY NICK WHITAKER. General Director Travis Young stated the department has received a check back from GovDeals which makes it look like we have a negative balance but the check brings us to a positive balance. Memberships continue to go up, and we are as busy now than we have been all year. The switch to fountain drinks at the concessions are doing very well. Concessions are averaging $5000.00 more in sales than in past years. Line items on the financials were discussed. ALL SAY AYE IN PASSING THE JANUARY 2021 FINANCIALS. IV. Programs General Director Travis Young presented the report. Youth tennis has 38 players signed up to date. Spring sports will finish the season within the next couple of weeks. All is going well with the biggest issue being lack of officials. Commissioners will be notified of the end of season tournaments. V. Old Business General Director Travis Young provides an update. The Bond Committee met tonight before the regular meeting. A rendering of the proposed items for bond was presented. The logo will be decided soon and another meeting with the city will be held. The park department will work with the school district to help us promote the bond and draw more children to the district. After the June 8th Lonoke County elections, the campaign for the bond will kick off June 14th. VI. New Business None VII. Construction/Directors Report Two pools are being recoated. The big pool did not get recoated as there is a crack that needs to be repaired once the season is over. A new fryer will be installed at the Sports Complex 31  concessions. Bids will go out for pickleball courts along with the Fitness Park that is part of the outdoor recreation grant program. The city passed a resolution to approve the Federal Transportation Alternative Program for the Mountain Bike Trail. We are adding asphalt to the softball trails around the park. Top dressing sports fields was discussed. Next year we will recoat the waterslides. Nick Whitaker discussed the need to learn from past mistakes and watch who we hire as General Contractor. John Rudd discussed insurance policies related to construction flaws. RFQ vs. bid process was discussed. VIII. Subcommittee Reports None IX. GENERAL MANAGER’S REPORT: Water Projects: Crews continue leak repairs, meter installations and meter changeouts. Hwy 321 Project – crews continue relocating the water main on Hwy321. Wastewater Projects: Crews continue identifying I&I problems and correcting as they go. Regions Bank Project - Sewer line replacement pending Bank remodel. Polk/Grant St Project – Crews completed laying 1591 ft of collapsed sewer line. final cleanup will start when it dries up. W Elm to 4th St Project – Crews will start on project June 1st to replace 634 ft of 8in sewer line. Discussed the survey of customers without sewer service. FINANCIAL REPORT: Bruce presented the April Financial Report. Bert Mayer made a motion to approve the Financial Report, 2nd by Jim Burk, Motion Carried Unanimously. BUSINESS ITEMS: Mike Cobb reviewed the Draft 2020 Audit. No audit findings. Staff will continue review of the 2020 Audit. A motion was made by Bert Mayer to approve the Resolution to reappoint Richard Gray to the commission through June 2028, 2nd by Jim Burk. Motion Carried unanimously. A motion made by Bert Mayer to approve the Resolution to appoint David Butler to the commission for the remainder of Jim Burk’s term, 2nd by Jon Steelman. Motion Carried unanimously. Minutes- The Commissioners reviewed the minutes from the April 2021 meeting Motion to approve was made by Bryan Knowles with Stephen Redd making the second. The commission voted and the April 2021 minutes were approved. Financial Report - The Commission reviewed the April 2021 financial report. Bryan Knowles made a motion to approve the financial report, Greg Jones made the second, the financial report for April 2021 was approved. Funding Requests: Cabot Chamber of Commerce – We were asking for $18,018.69 for the directory, printing, and mailing. Sarah Brown spoke about the directory and how many people it would reach and talk about our city to draw people from all over to our town. Matt Webber spoke that he had seen one at the rest stop in Corning and Jay Lallu said that he had seen one at the rest stop in Lake Village, AR. Sarah talked about how this directory hits all the points for A&P funding. Jay said that the Chamber would still make a profit with this and that if they gave us the money, that it would be nothing but profit for us. Jay asked why we did not use Al Canelli for the directory anymore and it was explained to the commission that we brought it in house to try and recoup lost revenue due to not having Cabotfest in 2020. Sarah did explain that this directory would be a yearly thing, Bryan Knowles mentioned that this might be a yearly budgeted item. Jay continued to say that this is a chamber publication and that he did not feel that it was a Cabot directory. Sarah told him that it was in fact geared to Cabot, showcasing many different areas of Cabot that is mailed out to 10,000 plus people. Greg Jones mentioned that maybe the A&P should just fund a portion of the amount requested. Greg said that he could make a motion for a dollar amount and then it could be discussed as to how much to approve. Greg made a motion to approve $3,000 of the $18,018 asked for, Candace Tomboli made a 2nd, and it was approved. There were no more discussions. Cabot Country Cruisers – Janie Smith was here to ask for a funding request for Family Track Nights, she said that the A&P normally funds their Spring Fling and that did not happen due to COVID. They sponsor track nights every Monday night, catering more to kids that cannot necessarily afford to play sports or gymnastics. We give shirts, medals, water, and popsicles to all that participate. It is a fun thing for families to do together. They are asking for $750 to help to offset the costs. We have estimated our cost to be just over $1,700. In 2019 there was roughly 150 kids come out. We are hoping for at least 200 this year. Bryan Knowles made the motion to approve the $750 request and Greg Jones said that the A&P needed to be on the shirts and Stephen Redd made the 2nd all voted and it was approved. Chamber Report – Sarah Brown mentioned that we have our golf tournament coming up on June 30th. We have the Ice Cream Social that will be in July. We also are working on Cabotfest already. We had 5 new members and we currently have two ribbon cutting coming up. One on June 1st for State Farm, Chas Tamburo and one on June 11th for Buff City Soap. 36 Cabot Parks & Rec – Travis Young was here and said that they have a huge ball tournament in town this weekend with 205 teams. We had so many, that they had to send some teams to Conway and that has never happened, and they were not going to be able to have a tournament until we did this. They are also having a big Memorial Day softball tournament as well and will have teams from all over the country. Our league stuff is going great. Flag football finished up this past weekend. Because of the turf, we have been able to play some nights that nobody else could be due to the weather. Since A&P paid to fix the mess ups at the aquatic park, he told us that the dive well has been re-coated, and it looks great. The main pool, when we drained it, it had a crack in the bottom of it. We will hold off on coating that until we can fix it, so it will be coated after Labor Day. We will also probably do our lazy river then as well. It will make the whole park look brand new. General Discussion – Jay Lallu mentioned that he has spoken to the Little Rock Chamber and the NLR Chamber and they both recommend MUNIrevs to do the online A&P payments. They are out of Colorado. I have spoken to IDM about doing a website for us and they would post the link to payments and it would send you to the MUNIrevs site and you could continue to do your payment. The payments would go directly to their accounts in Quickbooks. It would be $12,500 a year. $2,000 for the set up and a $10,000 hosting fee yearly. For IDM, there are two different options. Option one would be $800 per phase or $2400 for all three phases listed, plus a yearly hosting fee of $175 and yearly domain fee of $20. Option 2 would be $225 per month with a one time $500 upfront set up fee. Jay says that he feels Option 1 is the best option for us. Jay asked if we need to proceed or wait until we talk to Bentonville to see if they use someone differently? Greg said he would like for Jay to get some more information and discuss this again at the June meeting. Bryan Knowles commission expires on July 1, 2021. Bryan said that he would like to continue as a commissioner. Stephen Redd made the motion to reappoint Bryan to another term. Jay Lallu made the 2nd, all voted, and it was approved. Clint said that he would do a resolution and submit it to the city. Clint said that the delinquencies had been held up with code enforcement delivering the letters. He was waiting to hear back from Ben Hooper. He feels that it will be worked out very soon. Jay asked if the commission had a surety bond to protect the commissioners. Clint suggested that we check with the city. The next A&P meeting will be June 15, 2021. The motion to adjourn the meeting was made by Jay Lallu with Bryan Knowles making the 2nd. APPROVED ___________________________ 37  Exhibit E Planning Commission “There Is No Limit To The Amount Of Good You Can Do If You Don't Care Who Gets The Credit.” ~Ronald Reagan~ 38 Cabot Planning Commission Meeting Minutes May 25, 2021 – 7:00 p.m. Veterans Park Event Center 508 North Lincoln * Cabot, Arkansas 72023 AGENDA ITEMS In response to the 2020 COVID-19 outbreak and restrictions placed on social distancing by the Centers for Disease Control, the City of Cabot moved the monthly Planning Commission Meeting to the Veterans Park Event Center, 508 North Lincoln. This allowed for ten feet of spacing between chairs as suggested. The meeting was both open to the public and an online meeting with video through the web-based video conferencing tool Zoom. 1. Call to Order Chairman Young called to order the regular meeting of the Cabot Planning Commission at 7:00 PM, at the Veterans Park Event Center. Opening prayer and the Pledge of Allegiance were led by Commissioner Young. 2. Roll Call A roll call was conducted. The following persons were present: Commission members Liz Bird, Chuck Prater, Ronny Loe, Claude Irvin, Mitch Ward, Matt Moudy and Chairman Young and City Attorney Ben Hooper, Halff – City Engineer Brian Vines. Present via Zoom was Garver – City Planner Courtney McNair and Mayor Ken Kincade. 3. Approval of Minutes from Last Meeting and Other Matters The minutes of the April 2021 Regular Planning Commission meeting were approved with a motion by Mr. Prater and a second by Ms. Bird, Motion passed unanimously by a Roll Call Vote. 4. Planning Commission (Public Hearing) a) Rezone – 454 Diederich Lane from, R-1 to C-2 – (Mr. and Mrs. Richard House) After a brief discussion on downgrading the zoning request from C-2 to O-1 zoning, a Motion to approve zoning from R-1 to O-1 by Mr. Moudy, second by Mr. Ward, motion was approved unanimously by Roll Call Vote, 6-0-0 and is now passed to City Council. 5. Planning Commission (New Business) 39 a) Site Plan – Lot 1R, Cabot Commerce Center (Lemons Engineering)  After a brief discussion, a Motion to approve with contingencies by Mr. Ward, second by Mr. Loe, motion was approved with contingencies unanimously by Roll Call Vote, 5-0-1 with the following contingencies: The proposed sidewalk along Jayden Commercial Court must tie into the existing sidewalk at the landing and not at the ramp on Arkansas State Highway 38; The drainage and grading need to be updated to include the addition of the sidewalk along Jayden Commercial Court; Cabot Waterworks requires a signed Developers Agreement prior to construction of water and sewer facilities. Claude Irvin abstained from voting. b) Final Plat – Greystone Estates – (Lemons Engineering) After a brief discussion, a Motion to approve with contingencies by Mr. Prater, a second by Mr. Moudy motion was approved unanimously by Roll Call Vote, 6-0-0 with the following contingencies: The sidewalk along Corbin Circle must be replaced from the damage that occurred on 5/5/2012; Provide recorded easement document for the off-site utility easement on the sewer extension; Street lights must be installed or a letter from the electric company stating their intent to install street lights and when they intend to install them; The entire street of sub-grade must be proof-rolled and pass density testing; Curb and gutter and asphalt must be installed; Final Mandrel Test and camera inspection on sewer mains must be done. 6.
