II. Minutes of Meeting JOHN C. THOMPSON MOTIONED TO ACCEPT THE MINUTES FROM THE MEETING HELD ON MARCH 15, 2022, SECOND BY NICK WHITAKE, ALL SAY AYE. III. March 2022 Financials March 2022 financials were presented. JOHN RUDD MOTIONED TO ACCEPT THE MARCH 2022 FINANCIALS AS PRESENTED, SECOND BY JOHN C. THOMPSON. Expenses were discussed about the Pool Pak and $10,000.00 warranty repairs. Total figures look off but will be where they should by the end of the first quarter and funds will even out. Credit card processing fees have increased, and staff will look at ways to pass on the fees. Several commission members asked that we not charge for usage of the credit card and look at different ways to offset the fees. ALL SAY AYE, FINANCIALS PASS. IV. Programs BMX – Weather only canceled one weekend race and everything else is going well. Children with special needs joining the group was discussed. Travis Young will get the group in touch with Community Connections to get more information. June 1st will start the 10-week program of races. Jordan Miller, CPR Programmer, gave the update on parks programs. All sports had several dates of cancelations due to the weather. Registration for youth tennis, adult flag football, co- ed volleyball, and adult basketball will open on May 2nd. Flag Football – The Secretary and Vice President were present to give the report. Two hundred and ninety-one children have registered to participate in the season with fifty-six coaches volunteering. The expenses for the group were discussed. All documents have been sent to state department that oversees the 501c3 associations. The parks department has no say or legal binding with the issue of the 501c3. The money left in the account was to go the Special Olympics according to their by-laws. (is the new board or old) Travis Young stated that the parks department will help in any way they can. The insurance policy for the group was discussed. Panther Flag Footballs minutes will be published along with the Cabot Parks and Recreation Commission minutes each month. V. Old Business Tackle Football Update – The parks department has been meeting with the previous boards for a smooth transition. The parks will be working very closely with Cabot High School football program coaches to ensure that teaching the fundamentals are following the same guidelines. Age groups will be moved around for the children’s safety and the program will begin a little earlier than in past season to allow the school coaches more time to assist the volunteers. Staff will begin marketing the 2022 fall programs before the end of the current school year. No cost programs will be offered for the children to attend and volunteer coaches will still be needed. RFQ Branding Update – A total of five companies presented to the selected committee and were ranked 1-5. The company chosen was MHP/Team SI out of Little Rock, who has done work with the Arkansas Department of Tourism. A meeting will be held with the CEO and Project Coordinator. Travis Young discussed the process the project will take and looking at groundbreaking toward the end of July or first of August. The logo should be complete by groundbreaking. The park department, City of Cabot and Cabot A&P will work together to make the plan work. MHP/Team Si will take Cabot Parks and Recreation to the next level with regional advertising. Construction/Directors Report The Aquatic Park repairs, to include the staples and plaster, should be completed before the park opens. The City of Cabot currently has and RFQ out for construction management and the parks will be utilizing the selected firm. Travis Young will check on the process with the City of Cabot which will be voted on at the May 2022 City Council meeting. Structural steel will need to be ordered as soon as possible. Travis Young reported that the park department held its first 5K run/walk with 112 racers registered and all went extremely well. A 2nd race is scheduled for December. Funding Recaps: Downtown Christmas: Amanda Kincade was here to give a funding recap of Downtown Christmas. She mentioned that there was a great turnout and submitted a roster with how the money was spent. Cabot City Beautiful was given $32,000 on behalf of Cabot City Beautiful and they spent all the money. First Security did hot dogs for everyone. Porchlight did hot cocoa, Red River did S’mores and the city did the sound system and decorations. She said that they get the ornaments and wreaths at wholesale price through Curly Willow. They did sweatshirts for the volunteers. They did a window wonderland for the businesses to decorate their windows and the winners were given a prize. Cabot Christmas Parade: Shelby Glover was here on behalf of Cabot City Beautiful and said that they had 5 bands this year because the 6th band had to cancel. This was the longest length of parade that they had ever had. It was a great event with a great turnout. She mentioned that they had a refund to give the A&P for $1,786 and then gave us the check for the refund. Minutes- The commissioners reviewed the minutes from the March 2022 meeting. Motion to accept was made by Greg Jones after taking the line with the business name out in the general discussions portion of the minutes and the 2nd was made by Brian Knowles, all voted, and March 2022 minutes were accepted. Financial Report - Jay mentioned that the numbers were down just a bit from the previous month. Motion to accept the financials was made by Greg Jones and a 2nd made by Stephen Redd. All vote and the March 2022 financials were accepted. Chamber Report – Sarah Brown was here and mentioned that our “Bowling for Business was a super success” Our membership cookout went great as well. She also mentioned that we have been invited to be a sitting member on the Eagle Scout board review. She said that they voted in the first female in the state of Arkansas. Our Youth Leadership Council went around to local businesses here in town in March and it was great. It shows these kids some opportunities that are available here at home. In April, we will be taking them to the state capital. We had our Easter Egg Selfie Scavenger this past weekend and had a great turn out. We had to move our golf tournament due to rain. We moved it to May 4th. We had 11 new members in March, which is the biggest that we have quite possibly ever had in one month. Funding Request – Cabot Parks & Recreation – Travis Young was here. The total funding request is for a total of $58,916.48, which is broken down into 2 separate ones, it we so choose. The first request is for $33,857.40 for additional staples, power wash the crack, inject waterproofing form along the length of crack, install basecrete mesh tape and polymer cement to necessary finish grade for plaster overlay and repair 100 LF of small surface cracks with a two-part epoxy. 64 The 2nd is to demo waterline around rec pool and spa, demo tile on spa spillover, prepare outer surface of spa for waterproofing, apply waterproofing material on outer wall of spa, repair tile bed as necessary, install a 6”x 6” waterline tile on pool and spa, install a 6”x 6” frost proof tile on outer wall of spa, install 6”x 6” frost proof tile on spillover wall from spa to rec pool. Travis mentioned that after all this work, it would be a brand-new pool. Motion to fund the full $58,916.48 was made by Brian Knowles and a 2nd was made by Matt Webber. All voted and it was accepted. Cabot Parks & Rec – Travis Young said that their first 5K looks to be great, with 112 registered already. Looking at a 2nd 5K around Christmas. There are 2200 participating in spring sports, baseball tournaments are going great. Memberships for the community center are looking great as well. He said that their goal is to have all the bond projects completed by June 2023. City of Cabot Economic Development- Alicia Wilmoth was here and spoke about the city’s community branding meeting that they had. She said that in 3 months or so, we should be seeing our new logo. They will be putting up new banners around the town with the new logo as well. Alicia mentioned that there is a website called visitcabot.com that has not been touched in a long time. She said that the city is also revamping that where it will be very tourism consistent. The city will be holding a job fair on 4-27-22 from 11-2 at the event center. Lonoke County has at least 450 job openings. There will be over 60 businesses that will be there. General discussions – Stephen mentioned that Jay, Gina, and he had a conference call with Pay Simple to go over the fees for using PaySimple. He mentioned that we are not getting a lot of credit card payments but are getting a lot of ACH payments. “We are charging 2.5% per credit card transaction. On the ACH, it is a .65 ACH fee plus $.75 batch fee no matter if you have one or twenty and there is a fee that is tacked on top of that of 1.5%” “Right now, we are doing better using the lockbox.” He said that “we are waiting for them to send us a list of our fees and we will see about adjusting some of the fees.” Jay mentioned that he had seen a couple of new B&B rental places that have popped up on Expedia for here in Cabot. He said that they will not reveal their address until you book it. But he said that if they are doing this, that they need to pay A&P taxes too. He said that he saw it on SOSarkansas. Clint said that the one that was so far behind, did come by and pay, but Gina was not in the office, so they said that they would come back. The two 5 months, he said that Gina had contacted. The event was successfully streamed through YouTube. 1. Call to Order Chairman Young called to order the regular meeting of the Cabot Planning Commission at 7:01 PM.. Opening prayer and the Pledge of Allegiance was led by Commissioner Young. 2. Roll Call A roll call was conducted.
