MAY MEETING Conference Room In-Person and via Zoom Attendees: Gary Walker, John Woodall, Bert Mayer, Bruce Brown, Karen Ballard and Tim Joyner. David Butler attended by phone. Baxter Drennan by Zoom Gary Walker called the meeting to order at 6:30 P.M. Bert Mayer led the opening prayer. John Woodall made a motion to approve the minutes from March 23, 2023, 2nd by Bert Mayer, Motion Carried unanimously. GENERAL MANAGER’S REPORT: Water Projects: Crews continue with leak repairs, meter installations and utility locates for the City Fiber installation. Wastewater Projects: Crews are 65% complete with the Hudson Branch sewer replacement with 15” pipe through Fortson Trailer Park. Contractor started Internal Coating two manholes were completed. He will return once the rain has stopped. ARPA grant – Hwy321 sewer extension – Contractor signed the contract and is scheduled to move onsite May 1st weather permitting. FINANCIAL REPORT: Bruce presented the March Financial Report. David Butler made a motion to approve the Financial Report, 2nd by Bert Mayer, Motion Carried Unanimously. Cobb & Suskie will present the 2022 Financial Audit at the May meeting. BUSINESS ITEMS: A motion made by John Woodall to approve the Resolution to reappoint David Butler to Commission, 2nd by Bert Mayer. Motion Carried Unanimously. NON-AGENDA ITEMS: An update on future water sources and the timeline was discussed. Next meeting will be held on Thursday, May 18, 2023. Funding Request- City of Cabot – 4th of July Celebration (BUDGETED), APA Committee (BUDGETED) Funding Request Recap- None Minutes- The commissioners reviewed the minutes from the March 2023 meeting. Motion to accept was made by Jay Lallu and the second was made by Brian Knowles, all voted, and March 2023 minutes were accepted as written. Financial Report - There was discussion regarding the finalization of the CD. Motion to approve the Financials for March 2023 was made by Jay Lallu and second made by Greg Jones. Financial report was accepted as written. Chamber Report – Gina Jones stated member meetings are going very well. They are also dropping into businesses and giving a Facebook shout out, which seems to be well received. Morning Brew is tomorrow morning at 7:30 at IDM Printing. The Chamber golf tournament is April 27th at Rolling Hills Country Club. March brought eight new members. The Honor Banquet will be held tomorrow at the Event Center. It’s the first year back since Covid. Yesterday we had a ribbon cutting at Ablaze Fitness on Pine Street. It was well attended. Ablaze is owned by Shalee Uhl and Courtney Burton. Cabot Parks & Rec – Travis Young said it’s business as normal. They are trying to gear up with new things coming on board this summer. They will be hosting a mini-summer camp for kids and also a new summer fitness theme offered to their members. The new sports facility building pad is about 90% complete. Once the footers are built, they will be ready for plumbing and electrical. City of Cabot Economic Development- Alicia Payseno stated she wanted to commend the Chamber for hosting the solar eclipse meeting, which is very important for our community. Strawberry Fest is gearing up and will take place in two weeks. The planning commission last month approved the Chick-fil-A site. Permits have been issued to hopefully demo that building within the next thirty days or so. Seven Brew has gone through their final site plans of their location on Main Street. Jersey Mike’s has finished their build out. The city is hosting a job fair May 3rd at the Event Center. It is free of charge to every business in Lonoke County. General discussion – Amanda Powell and Missy Penor with KATV Channel 7 gave a presentation of advertising with the Good Morning Arkansas segment, “AR Towns”. “AR Towns” was started last year to help tourism in the state of Arkansas. It would be a full one-hour live segment, with 6 smaller pre-recorded segments. They asked for consideration in Cabot to book a segment for 2023 or 2024. Cost for the full hour is $8,500, which includes the six segments, six Facebook boosts, and includes a home page takeover. Clint McGue suggested the names on the delinquent list are usually the same, and maybe the commission should look into increasing the late fees. Clint said he would look and see what we can and can’t do. JoJo Mart is six months behind paying A&P taxes. Jay Lallu made the motion to revoke their license, with the 2nd by Brian Knowles. The commission voted to revoke their A&P license. Discussion was continued regarding the Channel 7 Good Morning Arkansas presentation. Motion was made by Greg 35 Jones to approve with the 2nd by Brian Knowles. All approved. Stephen Redd asked the open commission position be placed on the May agenda. Call to Order Chairman Young called to order the regular meeting of the Cabot Planning Commission at 7:02 PM, in the Council Chambers – Cabot City Annex, located at 208 North First, Cabot, AR. The opening prayer and the Pledge of Allegiance were led by Chairman Young. 2. Roll Call A roll call was conducted. The following persons were present: Chairman Chad Young, Commission members Liz Bird, Ronny Loe, Chuck Prater, Matt Moudy, James Knaack, Chuck Prater, Mitch Ward and City Attorney Ben Hooper. 3. Acceptance of Minutes from Last Meeting and Other Matters The minutes of the March 2023 regular Planning Commission Meeting were approved with a motion by Mr. Loe, and a second by Mr. Prater. Motion passed unanimously by a Roll Call Vote 6-0-0. 4. Planning Commission (Public Hearing) opened at 7:02 PM a) Rezone – 0.10-acre tract located on Bradford – Part of Caiden Place (unrecorded) – from R-1 to R-2S (Lemons Engineering) – Motion to approve by Mr. Loe, Second by Mr. Knaack. Motion was approved by Roll Call Vote, 6-0-0, This rezone is passed to City Council. b) Planning Commission (Public Hearing) Closed at 7:04 PM 5. This shall be located parallel and adjacent within the Right-of-way from the property line to property line; All refuse and outside storage areas must be screened from street or public view. The screening must be a minimum of 6 feet in height and may either be provided by evergreen plant material or a solid wall or fence; All proposed and existing exterior lighting must be fixtures that give the degree of cut-off. Provide details and information for the proposed and existing lighting; Add a note to the site plan stating: “Equipment or materials at risk for flotation during a flood event must not be stored in the flood hazard area. Vehicles within the floodway must be in operating condition and able to be moved to outside the flood hazard area during a flood event.” The Planning Commission members granted the owner one (1) year from the planning commission meeting (April 25, 2023) to have the parking lot surface meet the off-street parking requirements. The parking lot must be a hard surface and not gravel by April 25, 2024. Community Input – Chairman Young encouraged all of the members of the Planning Commission that have not already done so, to attend APAC classes and announced that we will be looking for prayer leaders for the future meetings.
