Conference Room In-Person and via Zoom Attendees: Gary Walker, John Woodall, Bert Mayer, Baxter Drennon, Bruce Brown, Karen Ballard, and Tim Joyner. David Butler was absent. Gary Walker called the meeting to order at 6:30 P.M. Bert Mayer led the opening prayer. John Woodall made a motion to approve the minutes from June 22, 2023, 2nd by Bert Mayer, Motion Carried unanimously. GENERAL MANAGER'S REPORT: Water Projects: Crews continue with leak repairs, meter installations and utility locates for the City Fiber installation. Elm St Project – waiting on Highway dept. Wastewater Projects: Crews continue final cleanup on sewer replacement through Fortson Trailer Park and Cherry St projects. Sewer main was rerouted around drainage box culverts at entrance to Hampton Inn. ARPA grant – Hwy 321 sewer extension — Contractor has laid approximately 5400 ft of pipe as of this week. Wolfsbridge contractor is currently installing sewer pipe in the subdivision. Discussed purchase of Mid-Arkansas Water territory along Willie Ray Drive. Source Water Study – a motion was made by Bert Mayer to authorize General Manager to have Crist Engineers update Source Water Study cost estimates studies for $10,000.00, 2nd by John Woodall, Motion Carried Unanimously. Water Maintenance Building – General Manager was authorized to contact Architect to begin building design process. FINANCIAL REPORT: Bruce Brown presented the June Financial Report. Bert Mayer made a motion to approve the Financial Report, 2nd by John Woodall, Motion Carried Unanimously. John Woodall made a motion for General Manager to rollover current CD’s and T-bills expiring in August to the highest rates, 2nd by Bert Mayer, Motion Carried Unanimously. BUSINESS ITEMS: NONE 20 NON-AGENDA ITEMS: Vermeer Mid-South has declined warranty coverage for previous repairs and will not perform future repairs until current bill is paid. A motion was made by Bert Mayer to pay the current bill and request warranty documentation, 2nd by John Woodall, Motion Carried Unanimously. Call to Order Co-Chairman Loe called to order the regular meeting of the Cabot Planning Commission at 7:00 PM, in the Veterans Park Event Center, located at 508 North Lincoln, Cabot, AR. The opening prayer was led by Cabot City Chaplin Tim Dulin, New Life Church and the Pledge of Allegiance was led by Co-Chairman Loe. 2. Roll Call A roll call was conducted. The following persons were present: Co-Chairman Ronnie Loe, Commission members Liz Bird, Chuck Prater, James Knaack, and Mitch Ward and City Attorney Ben Hooper. Absent was Chairman Chad Young. 3. Acceptance of Minutes from Last Meeting and Other Matters The minutes of the June 2023 regular Planning Commission Meeting were approved with a motion by Mr. Prater, and a second by Ms. Bird. Motion passed unanimously by a Roll Call Vote 4-0-0. 4. Planning Commission (Public Hearing) opened at 7:48 PM a) Rezone – North Lincoln Street -Tract 1 –from R-1 to C-3 (Davidson Engineering) – After a long discussion and concerns from the public were heard, a Motion to approve by Mr. Ward, Second by Ms. Bird. Motion failed by Roll Call Vote, 0-4-0. b) Rezone - North Lincoln Street- Tract 2- from R-1 to R-4H (Davidson Engineering) – After a long discussion and concerns from the public were heard, a Motion to approve by Mr. Prater, Second by Ms. Bird. Motion failed by Roll Call Vote, 0-4-0. c) Rezone - North Lincoln Street- Tract 3- from R-1/C-2 to I-1 (Davidson Engineering) – After a long discussion and concerns from the public were heard, a Motion to approve by Mr. Knaack, Second by Mr. Prater. Motion failed by Roll Call Vote, 0-4-0. d) Rezone – Lots 1-6, Block 22, Original Town of Cabot – from R-1 to R-2S (Bond Engineers) – After a brief discussion, a Motion to approve by Mr. Knaack, Second by Mr. Ward. Motion passed by Roll Call Vote, 4-0-0. Rezone to be forwarded to City Council for action. Planning Commission (Public Hearing) Closed at 8:28 PM 26  5. Planning Commission (New Business) a) Replat – Lots 1R-5R, Block 22, Original Town of Cabot (Bond Engineers) Motion to approve with no contingencies by Ms. Bird, Second by Mr. Knaack. Motion was approved unanimously by Roll Call Vote 4-0-0. b) Replat – Lot 12R, Block 30, Original Town of Cabot (Bond Engineers) Motion to approve with no contingencies by Mr. Ward, Second by Ms. Bird. Motion was approved unanimously by Roll Call Vote 4-0-0. c) Site Plan – 311 North 2nd Street (Bond Engineers) Motion to approve with contingencies by Ms. Bird, Second by Mr. Knaack. Motion was approved unanimously by Roll Call Vote 4-0-0, with the following contingencies: Commercial Design Standards; Provide details regarding the façade materials. Provide percentages for each material for each façade; Provide the location and size of proposed signs, if any. If new business/commercial signage is proposed, must submit separate plans in compliance with the UDC sign code; Provide a parking lot lighting plan with required streetlights indicated; A grading permit is required prior to any construction. d) Replat – Lot 65R, Spring Valley Subdivision Ph II (Maxwell Surveying) Motion to approve with no contingencies by Mr. Knaack, Second by Mr. Prater. Motion was approved unanimously by Roll Call Vote 4-0-0. e) Site Plan – Lot 1, Wallace Industrial (Lemons Engineering) Motion to approve with contingencies by Mr. Ward, Second by Mr. Knaack. Motion was approved unanimously by Roll Call Vote 4-0-0, with the following contingencies: The Planning Commission members granted the owner an extension till April 25, 2024 to have the sidewalk installed along First Street and Nalley Street. If the sidewalk is not installed by this date, the Certificate of Occupancy will be revoked. Please add a note to the site plan stating this information. All parties must sign and date the site plan as confirmation of this date. Community Input – None.
