Conference Room In-Person and via Zoom Attendees: Gary Walker, John Woodall, Baxter Drennon, Bruce Brown, and Tim Joyner. David Bu, Bert Mayer and Karen Ballard attended by Zoom Gary Walker called the meeting to order at 6:30 P.M. John Woodall led the opening prayer. David Butler made a motion to approve the minutes from July 27, 2023, 2nd by John Woodall, Motion Carried unanimously. GENERAL MANAGER'S REPORT: Water Projects: Crews continue with leak repairs, meter installations and utility locates for the City Fiber installation. Elm St Project – waiting on Highway dept. Wastewater Projects: Crews continue final cleanup on sewer replacement through Fortson Trailer Park and Cherry St projects. Sewer main was rerouted around drainage box culverts at entrance to Hampton Inn. ARPA grant – Hwy 321 sewer extension — Contractors tested the lines and all are good. All work should be done within 30 days except for final cleanup. Water and Wastewater Rate Study. Staff will get costs internally through 10/1/2026 and will determine if a separate rate study should be done. Water Maintenance Building – preliminary drawings given to Aaron Robinson. FINANCIAL REPORT: Bruce Brown presented the July Financial Report. John Woodall made a motion to approve the Financial Report, 2nd by David Butler, Motion Carried Unanimously. BUSINESS ITEMS: NONE NON-AGENDA ITEMS: Discussed purchase of a Ditch Witch Vac-trailer. Motion was made by John Woodall to increase the 2023 budget line item of $5000 to purchase a vac-trailer, 2nd by Bert Mayer, Motion Carried Unanimously. Call to Order Co-Chairman Loe called to order the regular meeting of the Cabot Planning Commission at 7:00 PM, in the Veterans Park Event Center, located at 508 North Lincoln, Cabot, AR. The opening prayer was led by Pastor David Mitchell with Mt. Carmel Church and the Pledge of Allegiance was led by Co-Chairman Loe. 2. Roll Call A roll call was conducted. The following persons were present: Co-Chairman Ronnie Loe, Commission members Liz Bird, Chuck Prater, James Knaack, and James O’Gwynn and City Attorney Ben Hooper. Absent was Chairman Chad Young and Mitch Ward. 3. Acceptance of Minutes from Last Meeting and Other Matters The minutes of the July 2023 regular Planning Commission Meeting were approved with a motion by Ms. Bird, and a second by Mr. Prater. Motion passed unanimously by a Roll Call Vote 4-0-0. Co-Chairman Loe welcomed our new commissioner James O’Gwynn. 4. Planning Commission (New Business) a) Replat – Lot 44RRR & 45RR – Stoneridge at Cypress Creek Subdivision (Harper Surveying) Motion to approve with no contingencies by Mr. Prater, Second by Ms. Bird. Motion was approved unanimously by Roll Call Vote 4-0-0. b) Preliminary Plat – City of Cabot – Animal Support Services Facilities (Halff Associates) Motion to approve with no contingencies by Mr. Knaack, Second by Mr. Prater. Motion was approved unanimously by Roll Call Vote 4-0-0. c) Site Plan – City of Cabot – Animal Support Services Facilities (Halff Associates) Motion to approve with contingencies by Mr. Knaack, Second by Ms. Bird. Motion was approved unanimously by Roll Call Vote 4-0-0, with the following contingencies: A review fee of $250.00 is due; Add the signed Engineer and Surveyors stamps to the site plan; Add the building lines and easement to all sheets. The building lines and easements shall match the building lines and easement from the plat; Add the flood statement to the site plan; Add the driveway curb return radii to the site plan; Add the zoning of all the property owners adjacent to the exterior boundaries of the project to the site plan; Add a complete and accurate legend to the site plan sheet number L201; 13  Add a note to the site plan regarding wetland, if applicable. Note if Army Corp of Engineers determinations is in progress. d) Site Plan – Cabot Public Schools – Multipurpose Pavilion (Minton Engineering) Motion to approve with contingencies by Mr. Prater, Second by Ms. Bird. Motion was approved unanimously by Roll Call Vote 4-0-0, with the following contingencies: Provide a lighting plan; All certifications must be signed, stamped and dated; Provide a concrete washout and port-potty location on the Erosion Control Plan; A grading permit must be approved and obtained prior to any construction beginning.
