GENERAL MANAGER'S REPORT: Water Projects: Crews continue with leak repairs, meter installations and utility locates for Fiber installation. Hwy 5 widening project – Crews will begin verifying location of water lines along Hwy 5. Wastewater Projects: Crews have been mowing sewer easements and repairing damages from Fiber installation. ARPA grant – Hwy 321 sewer extension — WW Crews are installing tie-in connection at Hwy 89 south. Crews should have tie-in completed next week. Water Maintenance Building – The architect provided cost estimate at $1,600.000. Tank Inspection of the Willie Ray tank is completed. The inspection report should be delivered in 2 weeks. Sewer extension plan on Willie Ray was discussed. A motion made by Bert Mayer to authorize General Manager to work with City on the 1450’ 8” sewer extension Option 2-Olive Garden, 2nd by David Butler, Motion Carried unanimously. FINANCIAL REPORT: Bruce Brown presented the October Financial Report. David Butler made a motion to approve the Financial Report, 2nd by Bert Mayer, Motion Carried Unanimously. BUSINESS ITEMS: A second review of the 2024 Preliminary Budget was made. Funds are needed to complete the transaction and the Commission discussed what a proper request would look like for the acceptable use of A&P funds, should the request be approved. It was decided to table further discussion and it was asked that the funding request be added to the agenda for December’s meeting. Funding Request Recap- None Minutes- Minutes from the October 2023 meeting were reviewed. Motion to accept was made by Greg Jones with a second was made by Brian Knowles. Minutes were accepted as written by all. Financial Report - Motion to approve the financials for October 2023 was made by Stephen Redd with a second by Brian Knowles. Financials accepted by all as written. Chamber Report – Gina Jones stated it’s been very busy. We attended the anniversary celebration for the Humble Thread and Anita’s Accessories, and also the ribbon cutting for the new ReMax building all in the same day. Christmas Open House was a huge success. Many businesses said it was one of their best sales days each year, with one business stating she had the best sales day she’s ever had. There were 16 new members in September and October. The annual membership banquet will be held January 18th. Cabot Parks & Rec – Travis Young introduced Kelly Lewis, who is the new Parks and Rec. assistant director beginning January 1st. Celebrate the Season will be this Saturday and will include over 100 vendors. They will host Noon Years Eve this year on December 30th as a celebration of the new year. Fall sports have ended. Basketball had 700 participants, and this year they hosted a competitive league which was a success. There will be a new drone video released this week of Game Time on the Grounds. City of Cabot Economic Development- Alicia Payseno stated all projects are listed on the city website with full descriptions. Unity Health is planning on bringing 750 jobs to the area with a start on that project in 2025. The city helped small businesses with the six-week boot-camp which went well. Last month the city won an APA award for plan of the year for our broadband. General discussion – Clint McGue stated delinquent businesses are minimal. Call to Order Chairman Young called to order the regular meeting of the Cabot Planning Commission at 7:00 PM, in the Veterans Park Event Center, located at 508 North Lincoln, Cabot, AR. The opening prayer was led by Commission Chuck Prater and the Pledge of Allegiance was led by Chairman Young. 2. Roll Call A roll call was conducted. The following persons were present: Chairman Chad Young, Co-Chairman Ronnie Loe, Commission members Liz Bird, Chuck Prater, James Knaack, Mitch Ward and James O’Gwynn and City Attorney Ben Hooper. 3. Acceptance of Minutes from Last Meeting and Other Matters The minutes of the October 2023 regular Planning Commission Meeting were approved with a motion by Mr. Loe, and a second by Mr. Prater. Motion passed unanimously by a Roll Call Vote 6-0-0. 4. Planning Commission (Public Hearing) opened at 7:02 PM a) Amendments to the Unified Development Code – Section 4.6 – Table of Permitted Uses (Laura Nobles) – Motion to approve by Mr. Loe, Second by Mr. Ward. Motion was approved by Roll Call Vote, 6-0-0, This amendment is passed to City Council. b) Amendments to the Unified Development Code – Section 5.4.2 – Streets (Laura Nobles) – Motion to approve by Mr. Prater, Second by Ms. Bird. Planning Commission (New Business) a) Preliminary Plat – Lot 1, Darden Addition (Richardson Engineering) Motion to approve with contingencies by Ms. Bird, Second by Mr. Knaack. Motion was approved unanimously by Roll Call Vote 6-0-0, with the following contingencies: All certifications and stamps must be signed and dated; Add the measurements, distances, and any additional information for Right-of-way that may vary; Add the building setbacks for the westerly side of the property; Add the complete information for the Flood Statement. b) Site Plan – Olive Garden (Richardson Engineering) Motion to approve with contingencies by Mr. Prater, Second by Mr. Knaack. Motion was approved unanimously by Roll Call Vote 6-0-0, with the following contingencies: Add to the plans the sewer manhole locations, rim and invert elevations; add to the plans the location of the nearest hydrant and provide notation for static pressure; All parking spaces and maneuvering area must meet off-street parking requirements. Verify if parking spaces adjacent to interior curbing meets minimum width for standard spacing; Add the measurements, distances, and an additional information for public Right-of-way that may vary. Minimum width shall be shown; All certifications must be signed and dated; Parking lot lighting is required at entrance/exit ways; Dimension the sign from the property line. Must meet distance requirements for sign regulations; A grading permit is required prior to construction; A 75-gpm water demand only requires a 1.5” meter, please revise water meter size to 1.5” on plans. c) Preliminary Plat – Lot 1, Panther South Subdivision (Minton Engineering) Motion to approve with contingencies by Mr. Loe, Second by Mr. Ward.
