Conference Room In-Person and via Zoom Attendees: Gary Walker, Bert Mayer, John Woodall, Baxter Drennon, Karen Ballard, Bruce Brown, Tim Joyner, Donette Spann, and David Langstaff. David Butler was absent. Gary Walker called the meeting to order at 6:30 P.M. John Woodall led the opening prayer. Bert Mayer made a motion to approve the minutes from December 21, 2023, 2nd by John Woodall, Motion Carried unanimously. GENERAL MANAGER'S REPORT: Water Projects: Crews continue with leak repairs, meter replacements and utility locates for Fiber installation. ARDOT has issued a utility relocation permit for Hwy67 Interchanges at Hwy 5 and Hwy 89. We continue to work on utility relocation plans for Hwy5 widening. Crews continue repairing damages from Fiber installation. ARPA grant – Hwy 321 sewer extension — Contractors are ready to abandon the two existing sewer lift stations at Horton and Autumn Brooke Subdivisions. Driveways and Street repairs are in-progress. Lonoke County ARPA grant – water main extensions to Grayhawk Cr and Linwood Dr – materials have been bid out. Water Maintenance Building – on hold until an alternative site is resolved. Sewer extension on Willie Ray – waiting on funding and legal descriptions. Lead Copper Rule – EPA database. The Ark. Dept. of Health has contracted with a consulting firm to assist water systems prepare service line database. FINANCIAL REPORT: Bert Mayer made a motion to adjust the 2023 Financials to actual expenses, 2nd by John Woodall, Motion Carried Unanimously. Bruce Brown presented the December Financial Report. Bert Mayer made a motion to approve the Financial Report as amended, 2nd by John Woodall, Motion Carried Unanimously. BUSINESS ITEMS: Bert Mayer made a motion to approve the water pipeline material bid by Core & Main in the amount of $134,833.38 for the Lonoke County ARPA grant to extend water lines to Grayhawk Cr and Linwood Dr, 2nd by John Woodall, Motion Carried Unanimously. Call to Order Chairman Young called to order the regular meeting of the Cabot Planning Commission at 7:00 PM, in the Cabot City Annex, located at 208 North 1st Street, Cabot, AR. The opening prayer was led by Commission Ronnie Loe and the Pledge of Allegiance was led by Chairman Chad Young. 2. Roll Call A roll call was conducted. The following persons were present: Chairman Chad Young, Co-Chairman Ronnie Loe, Commission members Liz Bird, Chuck Prater, Mitch Ward, James Knaack and James O’Gwynn and City Attorney Ben Hooper. 3. Acceptance of Minutes from Last Meeting and Other Matters The minutes of the December 2023 regular Planning Commission Meeting were approved with a motion by Mr. Loe, and a second by Mr. Ward. Motion passed unanimously by a Roll Call Vote 6-0-0. 4. Planning Commission (New Business) a) Preliminary Plat – Lot 1, Spring Valley Addition (Joe White & Associates) Ater a short discussion a motion to approve with contingencies by Mr. Prater, Second by Ms. Bird. Motion was approved by Roll Call Vote 6-0-0, with the following contingencies: All certifications and stamps shall be signed and dated; Provide a preliminary Bill of Assurance for the proposed development; Include a note that states “to be dedicated to the city” in the Right-of-way area of West Greystone Blvd that will be dedicated to the city. b) Site Plan – The Villas at Spring Valley (Joe White & Associates) After a short discussion a motion to approve with contingencies by Mr. Loe, Second by Mr. Ward was approved by Roll Call Vote 6-0-0, with the following contingencies: All certifications and stamps shall be signed and dated; Add a note to the site plan for the off-site utility easement stating easement information will be added once the Final Plat for Lot 1, Valley Pointe Addition is recorded; Include a note that states “to be dedicated to the city” in the Right-of-way area of West Greystone Blvd that will be dedicated to the city when the plat is recorded; The section detail for the Overflow Spillway on sheet C6.00 has the Top of Berm Elevation at 304.00 and the Overflow Weir Elevation is 312.00. It has a 100-year -WESL-302.48 and the 25-year WSEAL- 302.29. Please correct the typo in the section detail.; The proposed signage must be located 15’ behind the Right-of-Way. Please relocate the sign to the proper location. A separate permit must be obtained for construction of the signage; The proposed lighting 42  plan and site plan have several locations where light poles are shown in the middle of sidewalks and on top of drainage outlets. Please revise lighting and site plan to not show conflicts; A grading permit must be obtained prior to any construction. c) Preliminary Plat – Lot 1, ALDI Commercial (Civil Engineering Design Consultants) After a short discussion a motion to approve with contingencies by Mr. Prater, Second by M. Knaack was approved by Roll Call Vote 6-0-0, with the following contingencies: All certifications and stamps shall be signed and dated; Add to the plat the Source of Title. d) Site Plan – ALDI (Civil Engineering Design Consultants) After a discussion a motion to approve with contingencies by Mr. Loe, Second by Mr. Ward was approved by a Roll Call Vote 6-0-0, with the following contingencies: All certifications and stamps shall be signed and dated. The following items must be complete prior to the building permit and building plans being approved: A Floodplain development permit must be submitted; A grading permit must be submitted and approved; Submit ADH approval letters for water and sewer; *An Elevation Certification must be completed upon completion of construction. Community Input – Chairman Youn announced the February Planning Commission Meeting will be held at the City Annex.
