Conference Room In-Person and via Zoom Attendees: Gary Walker, Bert Mayer, John Woodall, Donette Spann, Baxter Drennon, Karen Ballard, Bruce Brown, David Langstaff, and Tim Joyner. David Butler was absent. Gary Walker called the meeting to order at 6:30 P.M. Bert Mayer led the opening prayer. Bert Mayer made a motion to approve the minutes from February 22, 2024, 2nd by John Woodall, Motion Carried unanimously. GENERAL MANAGER'S REPORT: Water Projects: Crews continue with leak/damage repairs, meter replacements and utility locates for Fiber installation. ARDOT has issued a utility relocation permit for Hwy67 Interchanges at Hwy 5 and Hwy 89. ARDOT Hwy5 widening – pending revised plans from ARDOT. ARPA grant – Hwy 321 sewer extension — A motion made by Bert Mayer to approve a change order from KAJAKs for realignment of sewer lateral to Autum Brook in the amount of $48,443, 2nd Donette Spann, Motion Carried Unanimously. Lonoke County ARPA grant – Waiting for Grayhawk easement to be executed. Crews plan to start laying 6” water line and all services in Lindwood next week. Water Maintenance Building – on hold until an alternative site is resolved. Sewer extension on Willie Ray – surveyor is preparing legal descriptions for easements. FINANCIAL REPORT: Bruce Brown presented the February Financial Report. Bert Mayer made a motion to approve the Financial Report as amended, 2nd by Donette Spann, Motion Carried Unanimously. BUSINESS ITEMS: A motion made by Bert Mayer to approve purchase of three Maverick trucks in the amount of $80,928, 2nd by John Woodall, Motion Carried Unanimously. A motion made by Bert Mayer to approve two F350 diesel 1-ton trucks in the amount of $61,832 each, 2nd by Donette Spann, Motion Carried Unanimously. A motion was made by Bert Mayer to authorize the General Manager to pay 1/2 for sewer extension to new City Park in the amount of $68,500 and to upsize new City Park from 8” to 12” sewer main, 2nd by John Woodall, Motion Carried Unanimously. Call to Order Chairman Young called to order the regular meeting of the Cabot Planning Commission at 7:00 PM, in the Veterans Park Event Center, located at 508 North Lincoln Street, Cabot, AR. The opening prayer was led by Pastor Steven Dickinson with The Vine Church and the Pledge of Allegiance was led by Commissioner Chuck Prater. 2. Roll Call A roll call was conducted. The following persons were present: Chairman Chad Young, Co-Chairman Ronnie Loe, Commission members Liz Bird, Chuck Prater, James Knaack and James O’Gwynn and City Attorney Ben Hooper. 3. Acceptance of Minutes from Last Meeting and Other Matters The minutes of the February 2024 regular Planning Commission Meeting were approved with a motion by Mr. Prater, and a second by Mr. O’Gwynn. Motion passed unanimously by a Roll Call Vote 6-0-0. 4. Planning Commission (Public Hearing) opened at 7:02 PM a) Rezone 2420 & 2500 South 2nd Street – From r-1, Single-Family to C-2, General Commercial (Lemons Engineering) A lengthy discussion took place with the commissioners, the public and the owner and his engineer. The public residents that spoke has concerns on what would be built on the property. Commissioner Loe asked the engineer to take into consideration the location of the proposed driveway in reference to the street across the street from the property. A motion to approve was made by Mr. Loe, Second by Mr. O’Gwynn. Motion passed by Roll Call Vote 5-0-0. b) Rezone Lot 2, Parkview Place – From R-1, Single-Family to R-2S, Medium Density Single-Family (Lemons Engineering) A lengthy discussion took place between the commissioners, the public and the engineer. The surrounding residents that spoke has concerns of flooding if 3 houses are built on this property. Engineer talked about the lot sizes and the possible square footage of the proposed house to be built. A motion to approve was made by Mr. Prater, Second by Ms. Bird. Motion passed by Roll Call Vote 5-0-0. c) Rezone 52 Pinewood Drive – From R-1, Single-Family to C-2, General Commercial (Bond Consulting Engineers) After a short discussion, motion to approve by Ms. Bird, Second by Mr. Loe. Motion passed by Roll Call Vote 5-0-0. 5. Planning Commission (Public Hearing) closed at 7:36 PM 59 6. Planning Commission (New Business) a) Replat – Lot 5R, Wellington Place (Harper Surveying) Motion to approve with contingencies by Mr. Loe, Second by Mr. Prater. Motion was approved by Roll Call Vote 5-0-0, with the following contingencies: All certifications and stamps shall be signed and dated. b) Replat – Lot 22RR & 23R, Mystery Lake of Greystone (Tucker Surveying) Motion to approve with contingencies by Mr. Loe, Second by Mr. Knaack. Motion was approved by Roll Call Vote 5-0-0, with the following contingencies: All certifications and stamps shall be signed and dated. c) Preliminary Plat – Lot 1, The Farm by Pediatrics Plus (Smith and Goodson) Motion to approve with contingencies by Mr. Loe, Second by Ms. Bird. Motion was approved by Roll Call Vote 5-0-0, with the following contingencies: Add to the plat a note or label indicating where the municipal city and county lines are north of the platted area; Add to the plat the centerline of AR State Highway 89. The centerline should be included for the east/west section of AR State Highway. Where the centerline is currently placed is inaccurate; All certifications and stamps shall be signed and dated. d) Site Plan – Lot 1, The Farm by Pediatrics Plus (Smith and Goodson) Motion to approve with contingencies by Mr. Loe, Second by Mr. Prater. Motion was approved by Roll Call Vote 5-0-0, with the following contingencies: All certifications and stamps shall be signed and dated; Provide a lighting plan that is readable; Silt fence shall be included for all disturbed areas including the detention pond at the Southwest corner. The following items must be complete prior to building permit and building plans being approved: A grading permit must be submitted and approved. It was also mentioned that an Ordinance for the particle farm animals Pediatrics Plus is proposing will have to be approved by the city council. e) Preliminary Plat – Lot 1, CK Addition (Bond Engineering Consultants) Motion to approve with contingencies by Mr. Knaack, Second by Mr. Prater was approved by Roll Call Vote 5-0-0, with the following contingencies: All certifications and stamps shall be signed and dated. f) Site Plan – Lot 1, CK Addition (Bond Engineering Consultants) Motion to approve with contingencies by Mr. Knaack, Second by Ms. Bird was approved by Roll Call Vote 5-0-0, with the following contingencies: All certifications and stamps shall be signed and dated. Items that must be completed prior to building permit being issues: A grading permit must be submitted and approved. g) Preliminary Plat – Discount Tire Cabot Addition (Vasquez Engineering LLC) Motion to approve with contingencies by Mr. Prater, Second by Mr. O’Gwynn was approved by Roll Call Vote 5-0-0, with the following contingencies: All certifications and stamps shall be signed and dated. 60  h) Site Plan – Discount Tire (Vasquez Engineering LLC) Motion to approve with contingencies by Mr. Knaack, Second by Mr. Loe was approved by Roll Call Vote 5-0-0, with the following contingencies: Add to the site plan and grading plan rip rap at the outlet; All certifications and stamps shall be signed and dated; An approved driveway permit must be obtained from ARDOT.
