Cabot Water & Wastewater Commission Meeting
May 23, 2024, Conference Room In-Person and via Zoom
Attendees: Gary Walker, Bert Mayer, John Woodall, Donette Spann, Baxter Drennon, Karen Ballard,
Bruce Brown, David Langstaff, and Tim Joyner. David Butler was absent.
Gary Walker called the meeting to order at 6:30 P.M. Bert Mayer led the opening prayer.
Bert Mayer made a motion to approve the minutes from April 25, 2024, 2nd by Donette Spann, Motion
Carried unanimously.
GENERAL MANAGER'S REPORT:
Water Projects:
Crews continue with leak/damage repairs, meter replacements and utility locates for Fiber
installation.
Wastewater will begin utility relocation for Hwy67 Interchanges at Hwy 5 and Hwy 89.
Wastewater Crews are currently working on S. 2nd St. replacing 1000 ft of sewer pipe.
Revised plans from ARDOT on Hwy 5 widening are being reviewed for utility relocations.
ARPA grant –KAJAKs has finished the sewer pipeline and are addressing final yard work.
Lonoke County ARPA grant –Grayhawk easements have been executed. Crews have started work on
Grayhawk laying new water service.
Maintenance Building – The Architect is finalizing plans for Kerr Station Site to advertise for Bid.
Sewer extension on Willie Ray – pending wastewater easement execution.
FINANCIAL REPORT:
Bruce Brown presented the April Financial Report. Bert Mayer made a motion to approve the Financial
Report, 2nd by John Woodall, Motion Carried Unanimously.
BUSINESS ITEMS:
Bert Mayer made a motion to approve the amended 2023 Draft Financial Audit, 2nd by John Woodall,
Motion Carried Unanimously.
Gary Walker abstained and turned the meeting over to Bert Mayer. Donette Spann made a motion to
purchase a Compact Track Loader w/Mulcher from New Holland in the amount of $124,235.00, 2nd by
John Woodall, Motion Carried Unanimously. The meeting was turned back over to Gary Walker.
Reviewed the sewer pipe bid for the sewer extension on Willie Ray Dr. This item will be tabled until the
next meeting in June.

CABOT PLANNING COMMISSION MEETING MINUTES
May 28, 2024 – 7:00 p.m.
Veterans Park Event Center

AGENDA ITEMS
1. Call to Order
Chairman Young called to order the regular meeting of the Cabot Planning Commission at
7:00 PM, in the Veterans Park Event Center, located at 508 North Lincoln Street, Cabot,
AR. The opening prayer was led by Pastor Justin Haley with Faith Baptist Church and the
Pledge of Allegiance was led by Chairman Young.
2. Roll Call
A roll call was conducted. The following persons were present: Chairman Chad Young,
Co-Chairman Ronnie Loe, Commission members Liz Bird, Chuck Prater, James Knaack
and James O’Gwynn and City Attorney Ben Hooper.
3. Acceptance of Minutes from Last Meeting and Other Matters
The minutes of the April 2024 regular Planning Commission Meeting were approved with
a motion by Mr. Loe, and a second by Mr. Prater. Motion passed unanimously by a Roll
Call Vote 5-0-0.
4. Planning Commission (Public Hearing) opened at 7:02 PM
a) Rezone North Lincoln Street – From C-2, General Commercial to R-2S,
Residential Medium Density Single-Family (Lemons Engineering)
Several residents spoke against the Rezone. Applicant addressed a few of the residents’
concerns and after a lengthy discussion, a motion to approve was made by Mr. Prater,
Second by Mr. O’Gwynn. Motion passed by Roll Call Vote 5-0-0. This item shall be
forwarded onto city council for their action.
5. Planning Commission (Public Hearing) closed at 7:24 PM
6. Planning Commission (Old Business)
a) Preliminary Plat – Lots 2A, 2B & 2C, Parkview Place (Lemons Engineering)
Motion to approve with contingencies by Mr. Loe, Second by Mr. Knaack. Motion was
approved by Roll Call Vote 5-0-0, with the following contingencies: The plat is
requiring infrastructure to be installed. Any sewer and water extension must be
submitted with the preliminary plat plans for review and approval; Add the Source of
Title giving the deed record book and page number or instrument number; All
certifications and stamps shall be signed and dated.

b) Site Plan – Lot 15, Gateway Commercial (Lemons Engineering)
Motion to approve with contingencies by Mr. Prater, Second by Ms. Bird was approved
by Roll Call Vote 5-0-0, with the following contingencies: A note must be added to the
site plan stating the date (5/28/24) that the planning commission approved a waiver of
hard surface behind the fence; Add dimensions from the curb cuts to the property lines;
Light poles are required at the entrance/exit driveways and Street light poles are
required along Gateway Drive every 300’; Provide elevation drawings to ensure the
building façade meets Cabot Design Standards; All certifications and stamps shall be
signed and dated; Cabot Waterworks requires an executed Developer Agreement prior
to installing FH and water & sewer facilities; A grading permit must be submitted and
approved.
7. Planning Commission (New Business)
a) Preliminary Plat – Going Springs (Lemons Engineering)
After a short discussion, a motion to approve with contingencies by Mr. O’Gwynn,
Second by Mr. Prater was approved by Roll Call Vote 5-0-0, with the following
contingencies: Provide a copy of the deed with the Developers name; Add to the plat
the new Source of Title giving the book and page or instrument number; If this
development is intended to be developed in phases, phase lines need to be shown. If
phasing is unsure, then be aware that only 30 lots can be developed with only one
entrance; Make the ROW dedication clearer on the plans. Mt. Springs & James are 60’
ROW. James Drives appears to only be giving 25’ ROW dedication from the centerline;
Lot 65’s rear easement is not wide enough to accommodate the proposed drainage. The
drainage pipe shall be encompassed within an easement; Add a note to the plat and
street layout stating the Waiver granted on 5/29/24 for the residential street radius to
be 75’. Specially curves C2-C5; Add to the preliminary plat all existing structures
surrounding the proposed development; An 18” RCP pipe is missing on the profile of
Grove Drive at Station 2-91 on sheet 7 of 12; A grading permit must be submitted and
approved prior to any work beginning; All certifications and stamps shall be signed and
dated.
b) Final Plat - Wolfsbridge at Cabot Phase 1-A (Joe White & Associates)
A motion to approve with contingencies by Mr. Loe, Second by Mr. Prater was
approved by Roll Call Vote 5-0-0, with the following contingencies: Ponderosa Road
shall connect together per the agreement between the developer and city; Tracts A, B
& D need to be stabilized with sod or silt fence must be installed to contain the runoff;
Tract E (Detention Pond) needs to be stabilized with sod; Note #6 shall a typo in the
word “shall”; Add note shall be added to the plat stating the developer shall maintain
all tracts until a POA is established. The city shall be provided a name and contact
information of who will be maintaining the tracts until the POA is established; Lots
122 & 123 need the FFE added as they are both indicated to be in Zone AE; All
certifications and stamps shall be signed and dated.

c) Final Plat – Wolfsbridge at Cabot Phase 1-B (Joe White & Associates)
A motion to approve with contingencies by Ms. Bird, Second by Mr. Prater was
approved by Roll Call Vote 5-0-0, with the following contingencies: Sidewalks need
to be installed along the South side of Wolfsbridge Way and the small section along
the East side of Wolfsbridge Loop that is at the SE intersection of Wolfsbridge Loop
and Wolfsbridge Way. The ADA ramps shall be installed with this portion; All
certifications and stamps shall be signed and dated.
d) Final Plat – 1120 West Main Street (Arnold Consulting Engineering Services)
A motion to approve with contingencies by Mr. O’Gwynn, Second by Ms. Bird was
approved by Roll Call Vote 5-0-0, with the following contingencies: Staff must review
the final plat. When I receive comments back from staff all comments must be
addressed before final approval is given.
e) Site Plan – Take 5 Oil Change (Arnold Consulting Engineering Services)
A motion to approve with contingencies by Ms. Bird, Second by Mr. Prater was
approved by Roll Call Vote 5-0-0, with the following contingencies: Add dimensions
to the proposed signage from the sign to the property lines. Proposed signage must be
15’ behind the Right-of-way; Parking lot lighting is required at both driveways; Label
the exterior elevations with the building direction. (North, South, East and West);
Drainage Report: Areas are labeled pre-development, should be labeled post-
development; A demolition permit is required prior to any construction; A grading
permit is required prior to any construction; All certifications and stamps must be
signed and dated.
f) Site Plan – Cabot Fire Department Training Facility (Halff)
A motion to approve with contingencies by Mr. Loe, Second by Ms. Bird was approved
by Roll Call Vote 5-0-0, with the following contingencies: Add to the site plan any
existing easement and their purpose; A grading permit is required prior to construction;
A Floodplain development permit is required prior to construction; An Elevation
Certification will be required; All certifications and stamps must be signed and dated.
