Baxter Drennon by Zoom. Donette Spann absent Gary Walker called the meeting to order at 6:30 P.M. Bert Mayer led the opening prayer. Bert Mayer made a motion to approve the minutes from June 20, 2024, 2nd by John Woodall, Motion Carried unanimously. GENERAL MANAGER'S REPORT: Water Projects: Willie Ray Dr. Tank Painting & Rehab – preparing Bid documents and sent to ADH for approval. Two well pumps are repaired and back in service. Crews continue with leak/damage repairs, meter replacements and utility locates for Fiber installation. Reviewed ISO report for City Insurance Rating. ARDOT has indicated the Round-A-Bout at Rockwood Rd will be revised. Lonoke County ARPA grant –Crews continue installation of water main in Grayhawk. Maintenance Building – The Architect is finalizing plans for Kerr Station Site to advertise for Bid. Sewer extension on Willie Ray –Crews are installing the 12” sewer line and have 190 ft remaining. FINANCIAL REPORT: Bruce Brown presented the June Financial Report. Bert Mayer made a motion to approve the Financial Report, 2nd by John Woodall, Motion Carried Unanimously. Call to Order Chairman Young called to order the regular meeting of the Cabot Planning Commission at 7:00 PM, in the Veterans Park Event Center, located at 508 North Lincoln Street, Cabot, AR. The opening prayer was led by Cabot City Chaplin Tim Dulin and the Pledge of Allegiance was led by Chairman Young. 2. Roll Call A roll call was conducted. The following persons were present: Chairman Chad Young, Commission members Ronny, Loe, Liz Bird, Chuck Prater, James Knaack, James O’Gwynn, Shelia De Armond and City Attorney Ben Hooper. 3. Acceptance of Minutes from Last Meeting and Other Matters The minutes of the June 2024 regular Planning Commission Meeting were approved with a motion by Mr. Loe, and a second by Mr. Prater. Motion passed unanimously by a Roll Call Vote 7-0-0. 4. Planning Commission (Public Hearing) opened at 7:18 pm a) Rezone – Part Nw ¼, NE ¼, Section 18, T-4-N, R-9-W (R-1 to C-3 w/Special Use Permit for RV Park (Bond Consulting Engineers) After a lengthy discussion with the developer, a motion to approve by Mr. O’Gwynn, Second by Mr. Prater failed by Roll Call Vote 0-6-0, due to the concern of being too close to school, concerns of transient traffic, and concerns of an RV Park located in the middle of town wasn’t a fit for the location. b) Rezone - Part Nw ¼, NE ¼, Section 18, T-4-N, R-9-W (C-2 to C-3 w/Special Use Permit for RV Park (Bond Consulting Engineers) A motion to approve by Mr. Loe, Second by Ms. Bird failed by Roll Call Vote 0-6-0, due to the concern of being too close to school, concerns of transient traffic, and concerns of an RV Park located in the middle of town wasn’t a fit for the location. 5. Planning Commission (Public Hearing) closed at 7:33 pm 6. Planning Commission (New Business) a) Replat – Lots 9R-11R, Block 9, Old Town of Cabot (Maxwell Surveying) A motion to approve with contingencies by Mr. Knaack, Second by Mr. O’Gwynn was approved by Roll Call Vote 6-0-0, with the following contingencies: Provide a proposed Bill of Assurance. The submitted BOA is not acceptable; Lot 11R, the NW 111  corner does not need to be rounded with a radius; Add to the plat the Source of Dedication for East Elm Street and South Jackson Street; Add a note to the plat regarding the Variance of setbacks approved on July 23, 2023 Planning Commission meeting; All certifications and stamps shall be signed and dated. b) Replat – Lot 30R, Georgetown @ Cypress Creek (Bond Consulting Engineers) A motion to approve by Mr. Prater, Second by Mr. Loe was approved by Roll Call Vote 6-0-0. c) Final Plat – Elf Storage Commercial (Bond Consulting Engineers) A motion to approve with contingencies by Mr. Prater, Second by Ms. Bird was approved by Roll Call Vote 6-0-0, with the following contingencies: Add a 20’ Utility/Drainage Easement along the East boundary line; Add a 10’ Utility/Drainage Easement along the North boundary line; All certifications and stamps shall be signed and dated. d) Site Plan – Elf Storage Commercial (Bond Consulting Engneers) A motion to approve with contingencies by Ms. Bird, Second by Mr. Knaack was approved by Roll Call Vote 6-0-0, with the following contingencies: Add a 20’ Utility/Drainage Easement along the East boundary line; Add a 10’ Utility/Drainage Easement along the North boundary line; Add to the plans the existing or proposed spaces. One ADA space is required. Show on plans; Provide exterior building elevations with material type and percentages to ensure building design standards are met; A grading permit is required prior to any construction; All certifications and stamps must be signed and dated. e) Preliminary Plat – Shiloh Pointe (Lemons Engineering Consultants) After a discussion with the engineer, a motion to approve with contingencies by Mr. Loe, Second by Mr. Knaack was approved by Roll Call Vote 6-0-0, with the following contingencies: Add to the plan’s joint ingress/egress easement for joint driveways; ½ street improvements are required along North Lincoln Street and Chelsea Lane. This shall include, but limited to sidewalks, drainage improvements, etc.; Add to the preliminary plat the detention area; Add a note to the plat that Lot 5 is required to have access from Chelsea Lane at the joint property line with Lot 4; Provide a signed and recorded easement document for off-site sewer and drainage improvements; Provide an updated Bill of Assurance that indicates 11 residential buildable lots. On page 3, under building requirements, note #1, correct if the minimum exterior finish for all structures is either 70% or 90%, it states both; A grading permit is required prior to any construction; All certifications & stamps must be signed and dated; Drainage Report: Please provide a more detailed explanation/calculation for the Time c concentration used in the Stormwater detention calculation for both post and pre-development. Without a figure that details the time of concentration for pre and post development, it is difficult to believe that the time of concentration is the same for both pre and post development. 112  7. Community Input – Laura Nobles invited everyone to the Ribbon Cutting for Cabot’s Railyard Pavilion on July 24, 2024 at 11:00 am. Chairman Chad Young gave a congratulations to Alicia Payseno, Cabot’s Director of Economic Development for being featured in the AMP Magazine.
