Call to Order Chairman Young called to order the regular meeting of the Cabot Planning Commission at 7:00 PM, in the Veterans Park Event Center, located at 508 North Lincoln Street, Cabot, AR. The opening prayer was led by Chairman Chad Young and the Pledge of Allegiance was led by Chairman Chad Young. 2. Roll Call A roll call was conducted. The following persons were present: Chairman Chad Young, Commission members Ronny Loe, Liz Bird, Chuck Prater, James O’Gwynn, Shelia De Armond and City Attorney Ben Hooper. Absent was James Knaack. 3. Acceptance of Minutes from Last Meeting and Other Matters The minutes of the September 2024 regular Planning Commission Meeting were approved with a motion by Mr. Prater, and a second by Ms. DeArmond. Motion passed unanimously by a Roll Call Vote 6-0-0. 4. Planning Commission (Public Hearing) opened at 7:02 PM a) Rezone – Part NW ¼, NE ¼, Section 18, T-4-N, R-9-W - From R-1, Single-Family Residential to R-2S, Medium Density Single-Family (Bond Consulting Engineers) A motion to approve by Mr. Loe, Second by Mr. O’Gwynn was approved by Roll Call Vote 5-0-0. This item shall be forwarded onto city council for their action. b) Rezone – Part NW ¼, NE ¼, Section 18, T-4-N, R-9-W – From C-2, General Commercial District to R-2S, Medium Density Single-Family (Bond Consulting Engineers) A motion to approve by Mr. Loe, Second by Mr. Prater was approved by Roll Call Vote 5-0-0. This item shall be forwarded onto city council for their action. c) Rezone – 208 North 5th Street – From R-1, Single-Family Residential to C-2, General Commercial District (Lemons Engineering Consultants) A motion to approve by Mr. O’Gwynn, Second by Ms. Bird was approved by Roll Call Vote 5-0-0. This item shall be forwarded onto city council for their action. Planning Commission (Public Hearing) closed at 7:09 PM 5. Planning Commission (New Business) a) Replat – Goforth Addition (Lemons Engineering Consultants) 52 A motion to approve by Ms. Bird, Second by Ms. DeArmond was approved by Roll Call Vote 5-0-0, with the following contingencies: Show the entire ROW for Arkansas Hwy 89/West Main Street as it is classified as a Principal Arterial (90’ ROW); All certifications and stamps shall be signed and dated. b) Replat – Lot 5R, Mystery Lake @ Greystone (Tucker Land Surveying) A motion to approve by Mr. O’Gwynn, Second by Mr. Prater was approved by Roll Call Vote 5-0-0, with the following contingencies: All certifications and stamps shall be signed and dated. c) Site Plan – Lot 7, Plaza Commercial Development – Building Bridges (Lemon Engineering Consultants) Chairman Young recused himself from this item. Co-Chairman Loe conducted the meeting. After a short discussion a motion to approve by Mr. O’Gwynn, Second by Ms. Bird was approved by Roll Call Vote 4-0-1 with the following contingencies: Add to the site plan a dimension from the Existing drainage easement to the West rear property line; A grading permit is required prior to construction beginning; All certifications shall be signed and dated; Is the proposed building completely replacing the existing greenhouse building (same locations)?; Where is the additional landscaping square feet coming from in the Post Development calculations? 6. Community Input – None.
