Agenda Regular Meeting of the City Council Monday, February 28, 2005 I. Call to Order A. 7:00 p.m. in the Council Room, City Hall. II. Roll Call A. Members present: B. Members absent: C. Consultants and City Staff present: D. Visitors present: III. Consent Agenda A. Minutes of Past Meetings: To approve the minutes of the regular meeting held Monday, February 14, 2005. Addendum #1 B. Spring water School: To authorize DeWayne Schroeder to attend Spring Water School, March 22-24, 2005, at Rochester for a registration fee of $125. Additional expense would include mileage reimbursement, meals, parking fees, and the like. C. LMC Safety and Loss Control Workshop: To authorize Mike Gerardy, Tony Klug, Randy Shefelbine and Bob Nelson to attend the Annual Workshop at Rochester on April 26. Expense includes a $20 registration fee for each and mileage reimbursement for the driver. Addendum #2 D. E. Council Action: 1 IV. Visitors and Communication A. Economic Development: Joyce Iverson, EDA Director, will review the below listed topics with the Council. 1. Design Team Projects: Addendum #3 2. caledoniamn.net 3. Comprehensive Plan 4. Activities Update 5. Bike Trails 6. Contribution for Rotary Concession Stand Project. Council Action: B. Administrative Coordinator: Mike Gerardy, will review the below listed items with the Council. 1. Zoning Application – Felten: Jeff Felten, 508 S. Marshall Street proposes to remove an existing garage, located approximately 1.5’ from the north property line and replace it with a 24’ x 32’ garage to be located approximately 2’ from the north property line, requiring an 8’ setback variance. Addendum #5 2. Water / Sewer Department Van: Mr. Gerardy will present information on the costs of a new van for this department. Council Action: C. LaYair Williams: Ms. Williams wishes to discuss some current events with the Council. Council Action: D. E. F. Communications 1. Thank You Card from Sheriff Lee. Addendum #6 2. Letter, LMC, 2-17-05. Addendum #7 2 3. LMC Friday Fax, 2-18-05. Addendum #8 4. LaCrosse Disposal System, 2004 Annual Report Addendum #9 5. LMC, Renew the Partnership. Addendum #10 (This is an informational Item. It does not involve anything that affects the City Of Caledonia at this moment.) V. Old Business A. Sanitary Sewer Use Penalties: Is the Council prepared at this time to make a decision on the penalties for failure to record or meter necessary data by Caledonia Haulers. I may not have clarified previously that the rates of $2.05 per thousand gallons $274.32 per one thousand pounds BOD as well as the base rate of $720.25 were established by a previous council. The question asked of the Council at this time is the penalty amounts near the end of the letter. Addendum #11 Council Action: B. Zoning Application – Burg: Ralph Burg received approval from the City Council in July of 2004 to construct a storage building between the storage building of Caledonia Oil Company and Courthouse Square. Because of uncertainty, regarding properties he may purchase, he asked for a one year permit to begin construction. The question has not been resolved on property he may purchase and utilize for the storage area. Ralph requests the Council extend his permit for a period of one year to July 2006, giving him ample time to resolve the land purchase question and still erect the new storage building should that land not be available. Council Action: C. D. VI. New Business A. Annual Fire District Meeting: Enclosed are the minutes of the Annual Fire District Meeting which was held January 25, 2005. Attached to that is the listing of 2004 Expenditures for the Fire Department with a breakdown of the City and District cost shares. Addendum #12 B. 3 C. VII. Clerk’s Report A. Update on STH 44/76 Crosswalk: B. Summons: On February 17 a summons was served on the City Of Caledonia at the City Clerk’s Office with Steiger Construction Company Inc. being a Co- Defendant. The summons was forwarded to the League of Minnesota Cities. Acknowledgment has been returned with information that a Staff Attorney, James Monge will act as Defense Attorney. City Attorney Tim Murphy has been courtesy copied on these documents. Addendum #13 C. D. VIII. Miscellaneous Items A. B. C. IX. Adjournment 4
