Agenda Regular Meeting of the City Council Monday, June 13, 2005 I. Call to Order A. 7:00 p.m. in the Council Room, City Hall. II. Roll Call A. Members present: B. Members absent: C. Minutes of Past Meetings: To approve the minutes of the regular meeting held Monday, May 23, and Special Meeting held Monday, June 6, 2005. Addendum #1 B. Seasonal Staffing: The City Council is requested to appoint Seasonal Employees as outlined on Addendum #2. C. Application for Exempt Permit: To approve an Application for Exempt Permit submitted by the Caledonia Rod and Gun Club for a Gambling Event to take place at St. Mary’s School Gymnasium, 308 East South Street, on July 30, 2005, to include raffles, paddle wheels and tip boards, and, to waiver the waiting period. D. E. Council Action: IV. Visitors and Communications A. Contested Utility Bill: Patrick and Holly Dvorak, previous residents of 803 South Pine Street, wish to contest a utility billing which shows usage of 18,016 cubic feet of water sometime between mid October 2004 and 1 February 28, 2005. Tony Klug will be present to answer any questions concerning the operation of water meters. Council Action: B. 2003 Sanitary Sewer Project: Jim Kochie, Davy Engineering Company, will be present to update the Council on the status of the 2003 Sanitary Sewer Rehabilitation Project. Council Action: C. Zoning Application – Erdman: Mr. and Mrs. Josh Erdman, 324 West Caledonia Street, have submitted a Zoning Application proposing to construct an 8’ x 9’ deck on the front of their home, located approximately 13’ from the front (south) property line, requiring a setback variance of 17’. Addendum #7 5. Notice, Recording Fees. Addendum #8 V. Claims A. Prepaid Claims: Consideration of the Prepaid Claims for May 2005. Addendum #9 Council Action: B. Claims Payable: Consideration of the Claims Payable for May 2005. Addendum #10 Council Action: VI. Old Business A. 2 B. C. VII. New Business A. Ambulance Accounts Receivable: While the Auditors review our annual financial status, they review and concur with the amounts to be written off as Uncollectible Debt. In the case of our Ambulance Department this is primarily because of the loses suffered under the regulations of Medicare and Medicaid. The uncollectible amounts to be written off as of December 31, 2004, are $37,518. Addendum #11 Council Action: B. Wellhead Protection Plan: Enclosed herewith are the first six pages of a proposed City Of Caledonia Wellhead Protection Plan. I did not copy the other 19 pages because, unless one is a hydrogeologist, it is not very interesting reading. If any council members wish to have the entire document, I can certainly copy of. This plan was written by the Minnesota Department of Health and is submitted for council approval. I will explain the process in more detail at the meeting. Addendum #12 Council Aciton: C. Liability Coverage – Waiver Form: Each year the City Council must opt to waive or not waive the mandatory limits on municipal tort liability. For a number of reasons, the City has for the past several waived the tort liability tort limit. It is recommended the Council again choose the option to waive the mandatory limits on municipal tort liability. Addendum #13 Council Action: D. E. VIII. Clerk’s Report A. Police Activity List and Summary: Addendums #14 and #15. B. Employee Time Record: Enclosed is the Employee Time Record for pay period May 9 – 22, 2005 and for pay period May 23 – June 5, 2005. Addendums #16 and #17. 3 C. Training Wheels: Enclosed is an article from the League of Minnesota Cities Magazine addressing operation of publicly owned vehicles by adolescents. Addendum #18 D. Training Session: Enclosed is notice of a training session for members of the City Council acting as the Local Board of Appeal and Equalization. The session is to be held at 4:30 p.m., June 23, 2005. It is recommended that at least two members of the City Council receive the training. Addendum #19 E. Discharge Monitoring Report: Enclosed is the Discharge Monitoring Report for May 2005 showing a Total Monthly Average Nitrogen Level of 4.2 mg/l. Addendum #20 IX. Miscellaneous Items A. Request for Multiple Pet Permit: Enclosed is a copy of the letter sent to the neighborhood surrounding Gary Sand’s home. I will bring the tally of responses to the Council Meeting Monday Evening.
